R-2025-018 A RESOLUTION APPROVING THE PURCHASE OF FIRE DEX STRUCTURAL FIREFIGHTER GEAR FROM MUNICIPAL EMERGENCY SERVICES, INC WHEREAS, the City of Riverside Fire Department requires the purchase of Fire-Dex Structural Firefighting Gear(PPE) for use during structural and vehicle fires; and WHEREAS, the City's Purchasing Agent has determined that Municipal Emergency Services Inc. (MES), Deer Creek, Ill., is the only vendor capable of providing the required Fire- Dex gear in the region. This approach creates the capability to reuse specific components from the old gear to save the City unnecessary additional costs. (MES) pricing is providing significant cost advantages to the City; and WHEREAS, Section 135.130 of the City Code allows for sole source purchasing when only one firm, company, or individual is capable of providing the required supplies or services, subject to a written determination by the requesting department head and approval by the Purchasing Agent; and WHEREAS, the Fire Department and Purchasing Agent have documented the sole source justification for this purchase in writing, finding that Municipal Emergency Services, Inc. (MES), Deer Creek, Ill., is the exclusive vendor for the specific package meeting the City's needs; and NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE,MISSOURI,AS FOLLOWS: THAT the Board of Aldermen hereby approves the sole source purchase of the Fire-Dex Structural Firefighting Gear from MES, Inc., in accordance with Order #S02052765, for the total cost of$14,385.00; and FURTHER THAT the Mayor, City Administrator, Fire Chief, and other appropriate City officials are authorized to take all actions necessary or convenient to carry out and comply with the intent of this Resolution. This includes executing and delivering any certificates, agreements, and other documents required for the purchase. CITY OF RIVERSIDE MISSOURI Upstream from Ordinary City of Riverside Resolution / Ordinance Overview February 4, 2025 Memo Date: February 12, 2025 Agenda Date: February 18, 2025 To: City Administrator Brian Koral From: Fire Chief Gordon Fowlston Re: Purchase of Fire DEX Structural Firefighter Gear BACKGROUND: The Fire Department has four sets of our present Fire-Dex Structural Firefighting Gear(PPE)that have reached the end of their service life. Our firefighters wear this PPE to structure fires and vehicle fires to protect them from the dangerous conditions they encounter. We are proposing a sole source purchase from Municipal Emergency Services Inc.(MES),Deer Creek, Ill.,the sole dealer for Fire-Dex gear in our region. This approach allows us to reuse specific components from the old gear, such as name tags, saving us from unnecessary additional costs. Another advantage of our proposed purchase is the potential for gear exchange.As we cycle gear down for use as a backup set or in case of damage,we can exchange serviceable components, such as pants, from our existing stock until we receive replacements. We will be replacing four of our existing Fire-Dex PPE with new Fire-Dex PPE purchased from Municipal Emergency Services Inc.(MES),Deer Creek, Ill., for a total price of$14,385.00. RECOMMENDATION: Staff recommends approval of the resolution to purchase four sets of PPE from the Public Safety Sales tax fund. BUDGETARY IMPACT: $14,385.00.
