HomeMy WebLinkAbout1999-02-02,, Minutes of Regular Mceting Board of Aldermen of City of Riverside, Missouri February 2,1999 A regular meeting of the board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on February 2,1999 at 7:30 p.m. Those in attendance were: Mayor Ed Rule, Aldermen Ron Super, Brenda Teters, Pamela Darata, Betty Burch, Ray Beard and George Flaws. Also present were Ann Daniels, City Administrator, Louise Rusick, City Clerk, Chief Robert Bayless and Steve Crystal, City Attorney. Minutes, January 19,1999 Alderman Beard moved to approve the Minutes of January Approved 19,1999, seconded by Alderman Darata, the vote was: Aye: Alderman Super, Flaws, Darata, Bureh, Beard, and Teters. Motion Carried. New Public Works Vehicle Public Works received the new 1999 Dodge Truck the City ordered. Donalda (Donna) Rose Donalda (Donna) Rose, Communications Dispatcher for Resignation the Department of Public Safety, resigned effcetive January 26,1999. Report and recommendation The Board of Aldermen will review the preliminary plans for bids on street projects, for street projects on Strathbury, St. Joe Blvd., and on Strathbury, St. Joe Blvd., Riverside St. before accepting the City Engincer's and Riverside St. recommendation to advertise for bids. Post Office Up-date Ann Daniels, City Administrator, reported work on the post office is making good Progress. Resident, Wilburn Poe speaks Wilburn Poe, 3000 NW Florence, Riverside, Mo. on concerns of street project expressed his dissatisfaction with losing quite a bit of footage from his yard. After several discussions with City Engineer, Dick Winner, he scemed to be satisfied with the changes made regarding trce removal and loss of footage to his yard. Financial Report The semi-annual financial report was advertised January 27,1999, in the Sun News. Household Hazardous Waste Household Hazardous Waste joint collection with Riverside, North Kansas City and Parlcville, will be held at the City of Parkville on April 17,1999. Riverside will send two voluntcers. Minutes of Reg. Meeting, Feb. 2,1999 Page 2 Spring Clean-Updates Announced Municipal Court Report Bill No. 99-07 Payment of Bills Ordinance No. 99-07 Approved Spring clean-up days will be Apri19-11 and Apri116-18 at the Riverside City Hall. Mayor Rule reported the Muuicipal Court Report was received for the month of January. Alderman Burch moved to place Bill No. 99-07 on its first reading, said Bill provides for the payment of certain indebtedness as listed therein, seconded by Alderman Teters, the vote was: Aye: Alderman Teters, Beard, Burch, Darata, Flaws and Super. Motion Carried. Alderman Flaws moved to place Bill No. 99-07 on its second reading, and upon passage of same become Ordinance 99- 07, seconded by Alderman Darata, the vote was: Aye: Alderman Beard, Bureh, Darata, Flaws, Super and Teters. Motion Carried. Bill No. 99-08 Alderman Flaws moved to place Bill No. 99-08 on its first Employment of Kimberly reading, said Bill provides for the employment of Kmiberly Montgomery as a full-time Montgomery as a full-time Communications Dispatcher in Communications Dispatcher the Department of Public Safety, seconded by Alderman Teters, the vote was: Aye: Alderman Burch, Darata, Flaws, Super, Teters, and Beard. Motion Carried. Ordinance No. 99-08 Alderman Beard moved to place Bill No. 99-08 on its Approved second reading and upon passage of same become Ordinance No. 99-08, seconded by Alderman Darata, the vote was: Aye: Alderman Darata, Flaws, Super, Teters, Beard and Burch. Motion Carried. Minutes of Reg. Meeting Feb. 2, 1999 Page 3 General Discussion: Alderman Super asked if there was government Alderman Super subsidized housing in Riverside. It was stated the Townhouses are the only subsidized housing in the City, to our knowledge, but this is a federal program and we would not always be aware of such designation. Alderman Teters Alderman Teters mentioned duplex owner, Ralph Scbmude hasn't done any repair on flood damaged duplexes. Dwight Flowers, Codes Enforcement Officer will be instructed to speak with someone else other than the maintenance person to investigate. Alderman Burch Alderman Burch mentioned, as she traveled around town, she noticed quite a bit of trash in the commercial area. Ann Daniels said she would have Dwight Flowers investigate and send violation letters. Alderman Flaws Alderman Flaws recommended sidewalks be put on two vacant lots in Indian Hills. This will be considered when other street projects are awarded. Recess- Meeting A recess was called and the meeting reconvened. Those reconvened present were Mayor Ed Rule, Alderman Super, Darata, Beard, Teters, Burch and Flaws. Also present were Ann Daniels, City Administrator, Steve Crystal, City Attorney, Chief Bob Bayless and Louise Rusick, City Clerk Into Closed Session Alderman Flaws moved that the meeting go into closed session pursuant to RSMO 610.021 (1) for discussion of legal issues, seconded by Alderman Teters, the vote was: Aye: Alderman Beard, Burch, Darata, Flaws, Super and Teters. Motion Carried. Into Regular Session Alderman Burch moved that the meeting go into regular session, seconded by Alderman Darata, the vote was: Aye: Alderman Super, Burch, Teters, Darata, Beard and Flaws. Motion Carried. Resignation of Steve Loyd Ann Daniels announced she bad received a letter of resignation as a Public Safety Officer from Steve Loyd effective immediately. Minutes of Reg. Meeting, Feb. 2,1999 Page 4 Discussion of Dangerous Building on Merrimac Adjournment: Alderman Beard moved that the resignation from Steve Loyd be accepted, seconded by Alderman Super, the vote was: Aye: Alderman Super, Teters, Beard, Burch, Darata and Flaws. Motion Carried. A discussion was held on the dangerous building at 5110 NW Merrimac and it was decided, the owner of record, Bill Hannah, would be served a Dangerous Building notice. Alderman Super moved the meeting adjourn. Seconded by: Alderman Teters, the vote was: Aye: Alderman Super, Flaws, Beard, Teters, Burch and Darata.
