R-2025-023 A RESOLUTION APPROVING TASK ORDER NUMBER 2 WITH VSM BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI AS FOLLOWS: THAT the Riverside Board of Aldermen hereby approves Task Order Number 2 by and between the City of Riverside and VSM. in substantially the form attached hereto, and the Mayor is authorized to execute the Task Order Number 2 on behalf of the City; and FURTHER THAT the Mayor, the City Administrator and other appropriate City officials are hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply with the intent of this Resolution and to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform all matters herein authorized; and FURTHER THAT this Resolution shall be in full force and effect from and after its passage and approval. Rose ATTEST: Robin Kincaid, City Cterk 1 Task Order Number 2 For Engineering Services This Task Order is entered into as of the 4th Day of March 2025 (the "Effective Date"), by and between VSM Engineering, LLC, a Missouri corporation having an office at 8008 N Chatham Ave, Kansas City, Missouri 64151 ("VSM") and the City of Riverside, Missouri, a Missouri municipal corporation (the"City"). WHEREAS, the City has engaged VSM to provide engineering services pursuant to the Agreement for Engineering Services dated October 20,,2020 pursuant to which the City may task VSM to provide additional professional engineering services on a project-specific basis by acknowledging a separate Task Order. NOW, THEREFORE, in consideration of the promises and mutual covenants between the parties and for other good and valuable consideration the receipt of which is acknowledged by the parties,they agree as follows: 1. Incorporation of Base Agreement. This Task Order is subject to all terms and conditions contained in the Agreement for Engineering Services dated October 20, 2020, that are not inconsistent with the specific terms contained herein, and the Agreement for Engineering Services dated October 20, 2020, between the parties is incorporated herein as if set forth in full by this reference. 2. Scope of Services. The Scope of Services pursuant to this Task Order are as contained in Exhibit A. 3. Term. VSM shall begin work pursuant to this Task Order No. 1 upon its Effective Date and shall continue until the NW 50th Street Design Study 155-025 ("Project") is completed as evidenced by final acceptance of the Project by the City. 4. Compensation. Unless compensation is set forth in this Task Order, compensation shall be as provided in the Agreement for Engineering Services dated October 20, 2020, between the parties. 5. This street improvement would add curbs, reconstructed pavement section, improved driveway aprons, sidewalk on one side and a cul-de-sac at the east end. The cul-de- sac would need to provide space for larger vehicles such as trash truck, snow plow, delivery truck and fire truck to turn around. SCOPE OF SERVICES 1. Task 100- Project Management -VSM will manage the project, prepare monthly progress reports, invoicing and contact and insurance. VSM will participate in in-person and virtual meetings with City of Riverside staff during development of reports and exhibits. 2. Task 200—Create Base Map—Using the LIDAR data from Platte County to create a base map with an aerial background (Approximately 900 LF). Two primary typical sections will be created as described below: • 20 ft roadway (existing width)with curb &gutter and sidewalk on one side • 24 ft roadway with curb &gutter and sidewalk on one side 3. Task 300—Site Drainage -Preliminary design of street drainage to determine a budgetary cost estimate. 4. Task 400- MoDOT Coordination-VSM will coordinate with MoDOT to determine if there are any requirements for working adjacent to the ROW of MO-635. 5. Task 500—Develop Alternatives—With the City develop alternatives for Street Improvements. Center line profile will remain almost exactly at existing elevations, since it appears to meet APWA criteria. • Alt 1—Widen 20 ft street to 24-ft with sidewalk on North side • Alt 2—Widen 20 ft street to 24-ft with sidewalk on South side • Alt 3—20 ft Street with sidewalk on North side • Alt 4—20 ft street with sidewalk on south side • Alt 5—Add cul-de-sac at end —3 locations (Center right and left). Look at round cul-de-sac and other shapes. • Alt 6—Turn around at the middle of the street alignment in vacant land Exhibit A to Task Order 2 Scope of Services for NW 50`h St.Design Study(155-025) 6. Task 600—Create Preliminary plan and profile sheets for each alternative • Prepare preliminary Plan and Profile Sheets for each Alternative. • Prepare Cross Sections for each alternative at 50 foot intervals. • Collect data on vehicles and create vehicle. Prepare Vehicle Path Exhibits for the selected alternative. This includes creating a typical vehicle and showing vehicle driving path along the roadway and cul-de-sac. • Assume 15 vehicle alternatives plots o Pick-up Truck o Fire Truck o Trash Truck o Delivery Truck (le UPS/Amazon) • VSM will provide 11x17 Preliminary drawings showing roadway alignment and profile, roadway typical sections and cross sections for each alternative.The roadway alignment and profile will meet APWA design criteria, ADA and permit requirements. • Drawings will be prepared in an AutoCAD format. 7. Task 700— Prepare preliminary cost estimate • Calculate Preliminary Quantities for each alternative • Prepare Budgetary Cost Estimate for each alternative • Estimate will include preliminary construction cost, engineering design cost, land surveying cost, contingency. 8. Task 800- Public Meeting Assistance—Support City of Riverside staff with preparation and exhibits for Residents Public Meeting. Prepare Exhibits for Public Meeting. Public Meeting Notice and arrangements will be done by City of Riverside staff. • Print and mount exhibits for public meeting showing plan view and cross sections. • Print and mount exhibits for selected vehicle path analysis. • Bring computer and projector to meeting show other vehicle path analyses upon request. • Solicit input from citizens on selected alternative. 9. Task 900 - Project Memorandum — Develop a memorandum with alternatives analysis. Develop a discussion regarding the following items in each alternative: • Description of alternative • Cost estimate • Preliminary ROW and temporary construction easement proposals • Driveway size and location • Utility relocation 2 Exhibit A to Task Order 2 Scope of Services for NW 50th St.Design Study(155-025) • Tree removal and replacement • Prepare recommendation and conclusions after public meeting 10. Project Schedule • Tasks 100—Task 800—45 calendar Days. • Task 900—30 calendar days after Public Meeting 11.
