REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, February 18, 2025
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, February 18,
2025.
Mayor Rose called the meeting to order at 6:30 p.m. Those in attendance were. Mayor Kathy
Rose, Aldermen Jill Beck, Staci Bundy (by Zoom), Dawn Cockrell (by Zoom), Jason Draut,
and Steve Palma.
Alderman Rob Milner was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, City Engineer Travis Hoover, and City Attorney Paul Campo (by
Zoom).
MOTION TO ENTER INTO Alderman Palma moved to enter closed session pursuant to
CLOSED @ 6:31 P.M. RSMo 610.021 (1) Legal Action and litigation and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, second by
Alderman Draut.
Yes: Palma, Draut, Beck, Bundy, and Cockrell.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Palma moved at 7:02 p.m. to adjourn closed session
CLOSED @ 7:02 P.M. with action taken, second by Alderman Beck.
Yes: Palma, Beck, Bundy, Draut, and Cockrell.
Motion carried 5-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:09 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy (by Zoom).
Dawn Cockrell (by Zoom), Jason Draut, Rob Milner (by Zoom), and Steve Palma.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, City Engineer Travis Hoover, Police Chief Chris Skinrood (by Zoom),
HR Manager Amy Strough, Capital Projects/Parks Manager Noel Challis Bennion, Fire Chief
Gordon Fowlston, IT Manager Jason Ketter, Finance Director Erika Benitez (by Zoom), and City
Attorney Paul Campo (by Zoom).
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.

PRESENTATION Mayor Rose announced that the MIRMA Grant presentation will
take place at our next meeting, due to the inclement weather.
CONSENT AGENDA Alderman Draut moved to approve the consent agenda as
presented, second by Alderman Palma.
Yes: Draut, Palma, Milner, Bundy, Cockrell, and Beck.
Motion carried 6-0.
MINUTES OF 02-04-2025 Alderman Draut moved to approve the minutes of the February 4,
2025, meeting, second by Alderman Palma.
Yes: Draut, Palma, Milner, Bundy, Cockrell, and Beck.
Motion carried 6-0.
COURT REPORT Alderman Draut moved to approve the January 2025 Court
Report, meeting, second by Alderman Palma.
Yes: Draut, Palma, Milner, Bundy, Cockrell, and Beck.
Motion carried 6-0.
RESOLUTION 2025-014 Alderman Draut moved to approve Resolution 2024-014
Bill Pay authorizing the expenditure of funds for fiscal year 2024-2025 for
weeks ending February 7th and February 14th in the amount of
$434,298.39, second by Alderman Palma.
Yes: Draut, Palma, Milner, Bundy, Cockrell, and Beck.
Motion carried 6-0.
RESOLUTION 2025-018 Alderman Draut moved to approve Resolution 2025-018
Purchase Fire Gear approving the purchase of Fire Dex Structural Firefighter Gear
from Municipal Emergency Services, Inc., second by Alderman
Palma.
Yes: Draut, Palma, Milner, Bundy, Cockrell, and Beck.
Motion carried 6-0.
REGULAR AGENDA
BILL NO. 2025-013 City Clerk Robin Kincaid gave first reading of Bill No. 2025-013.
Levee Dist. Agreement Capital Projects/Parks Manager Noel Challis Bennion explained
that this is the normal Levee District Agreement, and this one is
for the Riverway Boulevard Project.
Alderman Draut moved to accept first reading and place Bill
2025-013 on second and final reading, second by Alderman
Palma.
Yes: Draut, Palma, Milner, Bundy, Beck, and Cockrell.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2025-013.
Alderman Palma moved to approve Bill 2025-013 and enact
said bill as ordinance, second by Alderman Draut.
Yes: Palma, Draut, Bundy, Beck, Cockrell, and Milner.
Motion carried 6-0.

BILL NO. 2025-014 City Clerk Robin Kincaid gave first reading of Bill No. 2025-014.
PT Fire Hire - Ramirez Alderman Beck moved to accept first reading and place Bill
2025-014 on second and final reading, second by Alderman
Palma.
Yes: Beck, Palma, Milner, Bundy, Cockrell, and Draut.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2025-014.
Alderman Palma moved to approve Bill 2025-014 and enact
said bill as ordinance, second by Alderman Draut.
Yes: Palma, Draut, Cockrell, Milner, Bundy, and Beck.
Motion carried 6-0.
BILL NO. 2025-015 City Clerk Robin Kincaid gave first reading of Bill No. 2025-015.
TDR Construction Agreement City Engineer announced this is to plug one oil well and access
three others for the LiveNation Project and for this task to be
completed by April 1, 2025, if possible.
Alderman Beck moved to accept first reading and place Bill
2025-015 on second and final reading, second by Alderman
Palma.
Yes: Beck, Palma, Draut, Bundy, Milner, and Cockrell.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2025-015.
Alderman Palma moved to approve Bill 2025-015 and enact
said bill as ordinance, second by Alderman Beck.
Yes: Palma, Beck, Draut, Bundy, Cockrell, and Milner.
Motion carried 6-0.
RESOLUTION 2025-015 City Engineer Travis Hoover stated that this is a MoDot
McClure Task Order#14 interchange light at 1-635 and 9 Hwy. McClure will do the
initial design study for the project.
Alderman Beck moved to approve Resolution 2025-015
approving Task Order Number 14 with McClure, second by
Alderman Palma.
Yes: Beck, Palma, Draut, Cockrell, Milner, and Bundy.
Motion carried 6-0.
RESOLUTION 2025-016 City Engineer Travis Hoover reported there was a very good
Award Asphalt Bid - Barkley turnout, with nine bidders for this project. Barkley Asphalt
Company, Inc was the low bidder, they were awarded the project
last year and did a very good job.
Alderman Cockrell moved to approve Resolution 2025-016
awarding the bid for the 2025 Street Maintenance —Asphalt and
approving the agreement between the City and Barkley Asphalt
Company, Inc. for such project, second by Alderman Bundy.
Yes: Cockrell, Bundy, Beck, Palma, Milner, and Draut.
Motion carried 6-0.
RESOLUTION 2025-017 Capital Projects/Parks Manager Noel Challis Bennion commented
that this is a company that will add improvements to the skatepark
that will add enhancements for low vision/visually impaired users
and showed PowerPoint photos of the enhancements. Blair with
Wildflower PTO, Inc. gave additional information.
Alderman Beck moved to approve Resolution 2025-017
approving an agreement with Wildflower PTO, Inc., second by
Alderman Draut.
Yes: Beck, Draut, Bundy, Milner, Cockrell, and Palma.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral shared an upstream story email
received about our Police Department regarding Officer Hudson
and Cpl. Crowdes and the awesome job they are doing, following
their instincts and attention to detail, which led to putting a career
criminal back in jail. Koral then introduced the Parade of Hearts is
coming back for another year, April — August 2026, in celebration
of the FIFA 2026. Riverside has had several hearts throughout the
Parade of Hearts events in the past, even purchasing one the is
out in our lobby. We hope that Riverside will host a base camp for
the World Cup. They plan to use a POH26 Municipality Digital
Program that will reach a regional platform for this highly
anticipated time for our Kansas City Region. There is a one-time
Opt-in Cost of$10,000 per municipality, and we need to know if
you are in favor of this cost from the Tourism fund?
Alderman Cockrell moved to Opt-in for the one-time fee of
$10,000 from our Tourism Funds for the City of Riverside to have
full access to resources and integration of the POH26, second by
Alderman Beck.
Yes: Cockrell, Beck, Draut, Bundy, Milner, and Palma.
Motion carried 6-0.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Capital Projects/Parks Manager Noel Challis Bennion gave the
annual report for the MS4 Permit on progress through the
previous year and answered questions from the Board.
FINANCE Finance Director Erika Benitez reviewed the PowerPoint graphs
explaining movements within funds and that the City is through
58.3% of the fiscal year. An update on investments was also
shared.
FIRE Fire Chief Gordon Fowlston reviewed the Fire's first monthly
report for the new year. He then answered questions from the
Mayor and Board.
POLICE Police Chief Chris Skinrood went through the January 2025 report
that is found in the packet along with added information on training
and that there is one person in the police academy.

PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Kathy Rose stated that Saturday evening is the Annual
NRCC Banquet, they will be honoring Sabin Yanez with CFS as
the Northlander of the Year. I met with City Administrator Koral
and the department heads of this building last week to discuss
some concerns with tasks of each individual and where they may
need some help as our city has grown. We have decided it is time
to go out for RFP for evaluation of jobs, job descriptions, and
responsibilities. It has been ten years since this has been done,
the city has grown, responsibilities have grown with each person
and we need to make sure we are working as efficiently as
possible, supported, and able to make sure each person feels
valued and appreciated for what they do. Also, the court room has
been empty since COVID, court has been held here, in the
chamber, so that court area has been empty for several years, I
think it is important to get construction done in this area to get
Codes and Community Development with their own window on
that side and it will free up space on the city hall side for better
work space for them. We will get back to you with the cost for this
project soon and help all staff in that way. Our economic
development group meets every two weeks, we have a lot of
projects in the works and I would like to open this up to include
one of our Board of Aldermen members to begin coming to those
meetings, if someone wants to be involved to help be a liaison to
understand what all is going on. Please talk to me if you are
interested. it would be very valuable to have your input.

work they have put in to keep our streets so clean through the
snow events,
Alderman Palma — Nothing to report.
Alderman Milner—Thank you to Noel for keeping the skatepark
project moving, it is exciting, and I have students very excited for
its completion. Thank you!
Alderman Cockrell — Nothing to report.
Alderman Bundy — Nothing to report.
MOTION TO ADJOURN Alderman Draut moved to adjourn the5rpeeting at 7:45 p.m.,
second by Alderman Beck.
