Minutes of Regular Meeting
Board of Aldermen of City of Riverside, Missouri
February 16,1999
A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the
City Hall in Riverside, Missouri on February 16, 1999 at 7:30 p.m.
Those in attendance were: Mayor Ed Rule, Aldermen Ron Super, Brenda Teters, Pamela Darata,
Betty Burch, Ray Beard and George Flaws.
Also present were Ann Daniels, City Administrator, Louise Rusick, City Clerk, Chief Robert
Bayless and Steve Crystal, City Attorney and City Engineer, Dick Winner.
Minutes, February 2,1999 Alderman Beard moved that the minutes of February 2,
Approved. 1999, be approved as corrected, seconded by Alderman
Flaws, the vote was:
Aye: Aldermen Darata, Flaws, Super, Teters, Beard, and
Burch.
Motion Carried.
Residents, Mr. & Mrs. Wilburn Poe Mrs. Wilburn Poe, 3000 NW Florence, Riverside,
speaks on concerns of street project Mo. expressed her concern that she thinks, with the new
street improvements, the street is going to be too close to
the houses, since 10' of property is being taken for right-of-
way. She believes the project could be handled differently.
Mr. & Mrs. Poe own 4 vacant lots near the area, two on
Florence and two on 50"' St, which equals approximately 9
acres.
Chief Robert Bayless' discussion on Chief Bayless submitted the annual Public Safety Report
Public Safety Annual Report, MARC Report for the board's review.
telecommunications survey and placing
ad for Public Safety Officer. MARC has appointed a task force to conduct a survey
regarding hiring communications dispatchers, as there
appears to be difficulty for many areas to find and keep
qualified personnel
An ad will be placed for a Public Safety Officer.
Report and recommendations from Dick Winner, City Engineer discussed proposed street

Dick explained the proposal for a temporary cul-de-sac at
the end of Florence and recommends sidewalks on both
sides and discussion was held on a 2-ft. gap between
sidewalks or a 5-ft. wide sidewalk and sidewalk on East side
of Merrimac.
Alderman Beard moved that the City place sidewalks on
the north side of Florence to the top of the hill to cross over
and to the south side to the West End of the street,
seconded by, Alderman Teters, the vote was:
Aye: Aldermen Teters, Beard, Burch, Darata, Flaws and
Super.
Motion Carried.
Alderman Burch moved that the City advertise for bids for
street projects on Strathbury, St. Joe Blvd., and Riverside
St. and sidewalks on Merrimac, seconded by Alderman
Teters, the vote was:
Aye: Aldermen Flaws, Super, Teters, Beard, Burch and
Darata.
Motion Carried.
Alderman Burch moved that the City advertise for bids for
52nd St. project, seconded by Alderman Beard the vote was:
Aye: Aldermen Super, Teters, Beard, Burch, Darata and
Flaws.
Motion Carried.
Alderman Flaws moved that the City replace the storm
drain on the upper end of NW Pawnee at a cost of $16,000
and extending the sidewalk on Indian Lane in front of 2
vacant lots costing approximately $3,000 or less, seconded
by Alderman Super, the vote was:
Aye: Aldermen Beard, Super, Darata, Flaws, Burch and
Teters.

It was decided to table a decision on McMurray's storm
drain problem until Dick Winner, City Engineer
meets with them to discuss a solution. The estimate for
the 45"' Ct. project would be $27, 250.
Mayor Rule reported Mike McBee's concern regarding salt
running off the street into his pond which could kill the
fish. Dick Winner will look into the matter.
Alderman Flaws moved to place Bill No. 99-09 on its first
reading, said Bill provides for the payment of certain
indebtedness as listed therein, seconded by Alderman
Burch, the vote was:
Aye: Aldermen Burch, Teters, Beard, Super Darata and
Flaws.
Motion Carried.
Alderman Beard moved to place Bill No. 99-09 on its
second reading, and upon passage of same become
Ordinance 99-09, seconded by Alderman Darata, the vote
was:
Aye: Aldermen Teters, Beard, Super, Darata, Flaws and
Burch.
Motion Carried.
Alderman Beard moved to place Bill No. 99-10 on its first
reading, said Bill provides for the employment of Ray
Gentry part time at $7.00 per hour to monitor activities at
the Riverside Community Center, seconded by Alderman
Super, the vote was:
Aye: Aldermen Darata, Flaws, Burch, Teters, Beard and
Super.
Motion Carried.
Alderman Super moved to place Bill No. 99-10 on its
second reading and upon passage of same become

Bill No. 99-11 Alderman Burch moved to place Bill No. 99-11 on its first
Intergovernmental Agreement with reading, said Bill provides for the City to enter into an
MARC Solid Waste Mgmt. District. Intergovernmental Agreement with the Mid-America
Regional Council Solid Waste Management District, to
provide Household Hazardous Waste Collection, seconded
by Alderman Flaws, the vote was:
Aye: Aldermen Flaws, Burch, Teters, Beard, Super and
Darata.
Motion Carried.
Ordinance No. 99-11 Alderman Super moved to place Bill No. 99-11 on its
Approved. second reading, and upon passage of same become
Ordinance 99-11, seconded by Alderman Burch, the vote
was:
Aye: Aldermen Darata, Flaws, Burch, Teters, Beard and
Super.
Motion Carried.
Bill No. 99-12 Alderman Super moved to place Bill No. 99-12 on its first
Approval of Cooperative reading, said Bill provides for approving the cooperative
Agreement relating to collection and agreement relating to collection and remittance of TIF
remittance of TIF Revenues in Revenues in connection with the L-385 Redevelopment
connection with I,-385 Redevelopment Plan; aed actions thereto, seconded by Alderman Beard
plan. the vote was:
Aye: Aldermen Darata, Flaws, Burch, Tatars, Beard and
Super.
Motion Carved.
Ordinance No. 99-12 Alderman Darata moved to place Bill No. 99-12 on its
Approved. second reading, and upon passage of same become

Post Office Update.
Recess-Meeting
Reconvened.
Alderman Super made a comment on Hcefer-Wysocki's
concept of making good use out of space for the new City
Hall.
Alderman Darata asked about progress with Platte County
regarding Animal Control Ann Daniels, City
Administrator reported Commissioner Short would call a
meeting, but no date has been set.
Ann Daniels reported good progress is being made on the
post-office.
A recess was called and the meeting reconvened. Those
present were Mayor Rule, Aldermen Super, Teters, Darata,
Burch, Beard and Flaws. Also present were Ann Daniels,
City Administrators, Louise Rusick, City Clerk and Steve
Crystal, City Attorney.
Into Closed Session. Alderman Flaws moved that the meeting go into closed
session pursuant to RSMO 610.021(1) for discussion of
legal issues, seconded by Alderman Beard, the vote was:
Aye: Aldermen Burch, Teters, Beard, Super, Darata and
Flaws.
Motion Carried.
Into Regular Session. Alderman Flaws moved that the meeting go into regular
session, seconded by Alderman Super, the vote was:
Aye: Aldermen Teters, Beard, Super, Darata, Flaws and
Burch.
Motion Carried.
Adjournment: Alderman Beard moved the meeting adjourn. Seconded
by: Alderman Super, the vote was:
Aye: Aldermen Super, Flaws, Beard, Teters, Burch and
Darata.
