R-2025-029 A RESOLUTION APPROVING TASK ORDER NUMBER 2 WITH DAKE WELLS BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI AS FOLLOWS: THAT the Riverside Board of Aldermen hereby approves Task Order Number 2 by and between the City of Riverside and Dake Wells, in substantially the form attached hereto, and the Mayor is authorized to execute the Task Order Number 2 on behalf of the City; and FURTHER THAT the Mayor, the City Administrator and other appropriate City officials are hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply with the intent of this Resolution and to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform all matters herein authorized; and FURTHER THAT this Resolution shall be in full force and effect from and after its passage and approval. Name Brian Koral Title: City Administrator Dated: 03/19/25 2 Task Order Number 2 For Architectural/Engineering Services This Task Order is entered into as of the 18th day of March 2025 (the "Effective Date"), by and between Dake Wells Architecture, Inc. a Missouri corporation having an office at 2100 Central St, Suite 01 c, Kansas City, MO 64108 (the "Consultant") and the City of Riverside, Missouri, a Missouri municipal corporation (the"City"). WHEREAS, the City has engaged Consultant to provide engineering services pursuant to the Agreement for Engineering Services dated September 19,2023, pursuant to which the City may task the Consultant to provide additional professional architectural/engineering services on a project-specific basis by acknowledging a separate Task Order. NOW, THEREFORE, in consideration of the promises and mutual covenants between the parties and for other good and valuable consideration the receipt of which is acknowledged by the parties,they agree as follows: 1. Incorporation of Base Agreement. This Task Order is subject to all terms and conditions contained in the Agreement for Architectural / Engineering Services dated September 19, 2023, that are not inconsistent with the specific terms contained herein, and the Agreement for Architectural / Engineering Services dated September 19, 2023, between the parties is incorporated herein as if set forth in full by this reference. 2. Scope of Services. The Scope of Services pursuant to this Task Order are as contained in Exhibit A. 3. Term. Consultant shall begin work pursuant to this Task Order No. 2 upon its Effective Date and shall continue until the Public Works 33% Schematic Design 539-023 ("Project") is completed. 4. Compensation. Unless compensation is set forth in this Task Order, compensation shall be as provided in the Agreement for Architectural Engineering Services dated September 19, 2023, between the parties. 5. Project Schedule. See attached Exhibit A Exhibit A to Task Order 2 Scope of Services for Public Works 33% Schematic Design (539-023) PROJECT DESCRIPTION The City of Riverside desires to develop recommendations for improving the operation to meet current and future growth of the existing Public Works facilities and site. This project will consist of all necessary activities to create test fits of the proposed program from Task 1 on the existing site, development of a concept equating to 33% Schematic Design, geotechnical exploration, core slab testing, and cost estimates to gauge feasibility. SCOPE OF SERVICES • Program Confirmation—The Consultant will meet with City Staff and go over the program defined in the task 1 deliverable and adjust as necessary. • Test Fits on existing site—The Consultant will develop 3-4 strategies to test fit your program on your site. The strategies will be presented to the City for review and feedback, over the course of 2-3 meetings. The Consultant will factor in existing grade constraints, vehicle circulation, neighborhood issues, traffic, scale, orientation, utilities and other key factors. The Consultant would explore options that utilize both the existing Public Works building and the large warehouse.At least one of our Test Fit options would be for a new facility on the site to understand the cost impacts of that alternative. • ROM Cost Estimate - The Consultant would do a high level"cost range per square foot"of different test fits,to gauge costs of the options relative to each other. • Civil Engineering task-The Consultant would coordinate with Utilities and the Levee District to inform the test fits. • Concept Design (33% SD) - The Consultant would develop a concept equating to approximately 33%Schematic Design, based on the City's preferred Test Fit. The Consultant will meet with City staff to develop and fine tune the concept over the course of 2-3 meetings. A digital model would be developed,to help Riverside PW leadership and staff understand the design. After feedback,the Consultant would develop a Concept Design Pricing Package that would include Architectural plans and digital imagery, in addition to Civil sketches, MEP narrative, Structural narrative, and Landscape sketches. 3 • Geotechnical Borings and Slab Concrete Cores—The Consultant team Civil Engineer would perform (6) bores to 20'-0"or refusal; and perform (4)slab concrete cores. • Cost Estimate-The Consultant would provide an updated conceptual budget cost estimate for the 33% Schematic Design. • Conceptual Schedule and Phasing Diagrams- The Consultant would provide information to help the City understand implications. • Pre-application Meeting—The Consultant would meet with the City Community Development Department to go over the document and determine if there are any issues. • Additional Meeting—As part of the scope described,the Consultant will participate in a meeting with City Staff,Board of Aldermen and other boards or commissions. • Proiect Schedule-Assuming notice to proceed by 04/01/2025, expected completion is August 2025. • Exclusions o Environmental assessments. o Exploration of alternative facilities/sites. 4 Exhibit B to Task Order 2 Fee Proposal for Public Works 33% Schematic Design (539-023) Task 2 Fee S111,760 FEE SCHEDULE Architectural $48,000 Municipal Operations Consultant $3,040 Structural $5,000 MEP $7,820 Civil $19,800 Landscape/stormwater concepts $7,500 Cost Estimates(ROM) $9,000 Geotech borings $5,800 Slab cores $2,800 Design contingency $2,500 Reimbursables $500 Total $111,760 5
