REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, March 4, 2025
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, March 4,
2025.
Mayor Rose called the meeting to order at 6:34 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, and Rob Milner.
Aldermen Jason Draut and Steve Palma were absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, and City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Milner moved to enter closed session pursuant to
CLOSED @ 6:34 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, second by
Alderman Beck.
Yes: Milner. Beck, Cockrell, and Bundy.
Motion carried 4-0.
MOTION TO ADJOURN Alderman Cockrell moved at 7:00 p.m. to adjourn closed
CLOSED @ 7:00 P.M. session with no action taken, second by Alderman Beck.
Yes: Cockrell, Beck, Bundy, and Milner.
Motion carried 4-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:03 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn
Cockrell, Jason Draut, and Rob Milner.
Aldermen Jason Draut and Steve Palma were absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, City
Engineer Travis Hoover, HR Manager Amy Strough, Capital Projects/Parks Manager Noel
Challis Bennion, Finance Director Erika Benitez, IT Manager Jason Ketter, and City Attorney
Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENTS None.

PRESENTATION Patrick Bonnot with MIRMA reviewed the purpose and processes
for their insurance trust fund, the benefits available to the City
being members, and legislation the membership follows. Patrick
is here to present a certificate representing grant funds awarded
to the City of Riverside, a total of$8,670.13 for a fire hose roller,
two police bodycams, and some less lethal rounds for the police
department. Mayor Rose accepted the certificate and thanked
MIRMA for this grant opportunity.
CONSENT AGENDA Alderman Milner moved to approve the consent agenda as
presented, second by Alderman Beck.
Yes: Milner, Beck, Cockrell, and Bundy.
Motion carried 4-0.
MINUTES OF 02-18-2025 Alderman Milner moved to approve the minutes of the February
18, 2025, meeting, second by Alderman Beck.
Yes: Milner, Beck, Cockrell, and Bundy.
Motion carried 4-0.
RESOLUTION 2025-020 Alderman Milner moved to approve Resolution 2025-020
Landscape Bid Award awarding the bid for the 2025 City Landscape Project and
approving the agreement between the City and Embassy
Landscape Group, Inc for such project, second by Alderman Beck.
Yes: Milner, Beck, Cockrell, and Bundy.
Motion carried 4-0.
RESOLUTION 2025-021 Alderman Milner moved to approve Resolution 2025-021
Construction Agrmnt CFS approving an agreement for construction inspection services with
Cook, Flatt, and Strobel Engineers, PA, second by Alderman
Beck.
Yes: Milner, Beck, Cockrell, and Bundy.
Motion carried 4-0.
REGULAR AGENDA
BILL NO. 2025-016 Mayor Rose announced Bill No. 2025-016 is being pulled from the
Approving Payment LiveNation agenda this evening.
BILL NO. 2025-017 City Clerk Robin Kincaid gave first reading of Bill No. 2025-017.
Gilmore & Bell Extension Finance Director Erika Benitez explained that this is an extension
of the current agreement with Gilmore and Bell, P.C., they file our
bond documents for the City.
Alderman Milner moved to accept first reading and place Bill
2025-017 on second and final reading, second by Alderman
Cockrell.
Yes: Milner, Cockrell, Bundy, and Beck.
Motion carried 4-0.
City Clerk Kincaid gave second reading of Bill No. 2025-017.

Alderman Cockrell moved to approve Bill 2025-017 and enact
said bill as ordinance, second by Alderman Beck.
Yes: Cockrell, Beck, Milner, and Bundy.
Motion carried 4-0.
BILL NO. 2025-018 City Clerk Robin Kincaid gave first reading of Bill No. 2025-018
PT Fire Hire-Dillon Alderman Milner moved to accept first reading and place Bill
2025-018 on second and final reading, second by Alderman
Cockrell.
Yes: Milner, Cockrell, Bundy, and Beck.
Motion carried 4-0.
City Clerk Kincaid gave second reading of Bill No. 2025-018.
Alderman Bundy moved to approve Bill 2025-018 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Bundy, Cockrell, Beck, and Milner.
Motion carried 4-0.
BILL NO. 2025-019 City Clerk Robin Kincaid gave first reading of Bill No. 2025-019.
Soccer Lot 5- Parcel D Community Development Director Mike Duffy showed the location
on PowerPoint slides and explained they are developing a third
pitch that will have seating for approximately 2,500 spectators.
David Eickman with Olsson added information and helped answer
questions from the BOA.
Alderman Milner moved to accept first reading and place Bill
2025-019 on second and final reading, second by Alderman
Cockrell.
Yes: Milner Cockrell, Beck, and Bundy,
Motion carried 4-0.
City Clerk Kincaid gave second reading of Bill No. 2025-019.
Alderman Cockrell moved to approve Bill 2025-019 and enact
said bill as ordinance, second by Alderman Milner.
Yes: Cockrell, Milner, Beck, and Bundy.
Motion carried 4-0.
BILL NO. 2025-020 City Clerk Robin Kincaid gave first reading of Bill No. 2025-020.
Montebella 5th Plat Community Development Director Mike Duffy stated that this is
the fifth phase of Montebella and show the area on the map, also
detailing stormwater concerns. This did go before the Planning &
Zoning Commission and they recommended approval with the
stipulation that the City of Riverside, not record the plat until 5 is
completed, then developer could move forward with Phase 6.
BREAK AT 7:23 P.M. Mayor Rose called for a short break at 7:23 pm to speak with City
Attorney Campo. Alderman Cockrell moved to take a short break
at 7:23 p.m., second by Alderman Milner.
Yes: Cockrell, Milner, Beck, and Bundy.
Motion carried 4-0.
ROLL TO RECONVENE At 7:30 p.m. Mayor Rose announced to reconvene the meeting
and call roll. Aldermen Beck, Bundy, Cockrell, and Milner present.

BILL NO. 2025-020 Mayor Rose reported that Bill No. 2025-020 is to be pulled for
Montebella 5th Plat amendment of some language changes before consideration.
RESOLUTION 2025-019 Finance Director Benitez explained that the LiveNation MDFB
Bill Pay Amendment payment needs to be removed from the resolution for bill pay this
evening, requesting resolution R-2025-019 be amended to
$280,428.60.
Alderman Beck moved to amend resolution R-2025-019 to an
amount of$280,428.60, second by Alderman Cockrell.
Yes: Beck, Cockrell, Bundy, and Milner.
Motion carried 4-0.
RESOLUTION 2025-019 Alderman Cockrell moved to approve Resolution 2025-019 as
Bill Pay as Amended amended and authorizing the expenditure of funds out of the City
treasury of the City of Riverside for Fiscal Year 2024-2025 weeks
ending January 24th and January 31st in the amount of
$280,428.60, second by Alderman Milner.
Yes: Cockrell, Milner, Bundy, and Beck.
Motion carried 4-0.
RESOLUTION 2025-022 Capital Projects/Parks Manager Noel Challis Bennion reported
Bid Award Gameday Lighting there were four bids received, this was the lowest bid and within
the budgeted amount. The landscape architect reviewed the
lighting bid and agreed that this bid is in alignment with the design
needs.
Alderman Milner moved to approve Resolution 2025-022
a resolution awarding the bid for the Skatepark Lighting and
approving the agreement between the City and Gameday
Lighting, LLC for such project, second by Alderman Beck.
Yes: Milner, Beck, Bundy, and Cockrell.
Motion carried 4-0.
RESOLUTION 2025-023 City Engineer Travis Hoover explained that this task order is for
VSM Task Order#2 VSM to do a study on 50' Street from High Drive to 1-635 with
estimations on cost for improvements.
Alderman Milner moved to approve Resolution 2025-023
a resolution approving task order number 2 with VSM, second by
Alderman Cockrell.
Yes: Milner, Cockrell, Bundy, and Beck.
Motion carried 4-0.
CITY ADMINISTRATOR City Administrator Brian Koral reported that he had very little to
add this evening, but did note that Public Works Director Tom
Wooddell is not attending this evening as he and his crew are
preparing for the March blizzard predicted for tonight. We
encourage everyone to be safe on the roads and possibilities of
downed power lines, etc. 1 also want to mention that our entire
Public Safety team has had a very busy past week with the events
occurring and they are still working through such a terrible
situation for many folks and difficulty for those working it as well.

We appreciate their professionalism, dedication, and staying on it
and bringing it to a swift and as safe a resolution as possible.

LEVEE BOARD Hoover announced the next meeting will be on March 26th
MAYOR'S DISCUSSION Mayor Kathy Rose reported that she attended the Parade of
Hearts celebration of the new heart design for the 2026 event and
there will be 150 hearts to be around the region for the World Cup
and a great time for the community. We have a lot of exciting
things going on! I spoke at the Gatewoods HOA meeting and the
sentiment from the group was that they are strongly against the
Vivion and Gateway intersection design that is on display in the
lobby. We need to seriously consider this change and if it is in the
City's best interest. Share it with all your neighbors and gather all
opinions. We need to get the Reaching Riverside events planned.
Today was the NRCC luncheon with Bob Kendrich from the Negro
League Baseball Museum spoke. It was a wonderful event! On a
sad note, the events that happened in our community are such a
sad situation and we have some that are trying to get a type of
fundraiser to help those that were hurt or families that lost loved
ones.
BOARD OF ALDERMEN Alderman Cockrell — Nothing to report.
Alderman Milner— Thank you to Brian and the City for the
consistent communication, keeping us updated on difficult and
exciting things going on in the city.
Alderman Beck — Thank Mayor Rose for coming to our HOA
meeting last night, it is always great to have her there and share
what is going on in our city. I just wanted to add the comments
from the Gatewoods residents that Riverside has done such a
phenomenal job with bike routes, paths, and trails, we don't need
more on the streets. Traffic is so busy at certain times of the day
that the change would be devastating for vehicles at that
intersection. I also wondered about the left turn signal light when
turning left at Vivion and Gatweay, heading toward 1-29, if that
could be adjusted. Sometimes you have to wait through multiple
cycles. I also wondered, in regard to the Reaching Riverside

committee, if we might get those that showed interest wishing to
get involved last year, could be included in the meeting for
planning this year for their feedback and input.

second by Alderman Cockrell.
