A RESOLUTION APPROVING TASK ORDER NUMBER 2 WITH STANTEC, INC.
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE,
MISSOURI AS FOLLOWS:
THAT the Riverside Board of Aldermen hereby approves Task Order Number 2 by and
between the City of Riverside and Stantec, Inc., in substantially the form attached hereto, and
the Mayor is authorized to execute the Task Order Number 2 on behalf of the City; and
FURTHER THAT the Mayor, the City Administrator and other appropriate City officials
are hereby authorized to take any and all actions as may be deemed necessary or convenient
to carry out and comply with the intent of this Resolution and to execute and deliver for and on
behalf of the City all certificates, instruments, agreements and other documents, as may be
necessary or convenient to perform all matters herein authorized; and
FURTHER THAT this Resolution shall be in full force and effect from and after its
passage and approval.

Task Order Number 2
For Landscape Architecture/Engineering Services
This Task Order is entered into as of the 12th day of March, 2025 (the "Effective Date"),
by and between Stantec, Inc., a New York corporation having an office at 7208 W 80th St, Suite
201, Overland Park, KS 66204 (the "Consultant") and the City of Riverside, Missouri, a
Missouri municipal corporation (the"City").
WHEREAS, the City has engaged Consultant to provide landscape architecture /
engineering services pursuant to the Agreement for Landscape architecture /engineering services
dated February 6, 2024 pursuant to which the City may task the Consultant to provide additional
professional landscape architecture / engineering services on a project-specific basis by
acknowledging a separate Task Order.
NOW, THEREFORE, in consideration of the promises and mutual covenants between the
parties and for other good and valuable consideration the receipt of which is acknowledged by
the parties,they agree as follows:
1. Incorporation of Base Agreement. This Task Order is subject to all terms and conditions
contained in the Agreement for Landscape architecture/engineering services dated February
6, 2024, that are not inconsistent with the specific terms contained herein, and the Agreement
for Landscape architecture/engineering services dated February 6, 2024, between the parties
is incorporated herein as if set forth in full by this reference.
2. Scope of Services. The Scope of Services pursuant to this Task Order are as contained in
Exhibit A.
3. Term. Consultant shall begin work pursuant to this Task Order No. 2 upon its Effective
Date and shall continue until the EH Young Master Plan Update 227-024 ("Project") Task Order
2 is completed.
4. Compensation. Unless compensation is set forth in this Task Order, compensation shall
be as provided in the Agreement for Landscape architecture / engineering services dated
February 6, 2024, between the parties.
5. Project Schedule. See attached Exhibit A.

Scope of Services for
EH Young 2024 Master Plan — Phase 1 & 2 (227-024)
PROJECT DESCRIPTION
Produce construction documents for Phase 1 & 2 of the 2024 Master Plan of E.H. Young
Riverfront Park ("Park"). This project will consist of creating the construction documents
and specifications to allow the City to bid the project. The Consultant will also create cost
estimates to aid the City in determining phasing and bidding.
SCOPE OF SERVICES
• Project Management—The Consultant will meet with the City and other groups as
noted below. In addition,the Consultant will collaborate with the City via
email and phone as needed to develop the project.
• Base Data- The Consultant will supplement the existing survey data and park as-
builts to be utilized as a base for construction documents. The Consultant will
use one-call locates and City as-builts to determine the location of existing
utilities to incorporate into construction documents.
• Schematic Design-The Consultant will refine the concept from the Master Plan
Update to include additional details of proposed park amenities and locations
for phase 1 & 2 items. The Consultant will also prepare a preliminary cost
estimate to ensure the desired direction is within budget. The Consultant will
conduct an online meeting with City project manager and Public Works staff to
confirm the desired direction. The Consultant will then meet virtually with the
Park Board regarding this proposed direction prior to further design
development.
PARK PROGRAM ELEMENTS(see phase 1&2 diagram scope visual attachment)
o Restroom, Shelter, Seating at existing play area including concrete curbing at
play area and a solution for slope erosion around the embankment slide with
the potential for adding play value.
o Dog park Shelter with associated electrical items
o Forest Exploration Trails,hard and soft path,forest art and destination play
feature(s).
o Line Creek Streambank(scaled back from original MP)basic park side bank
area clean up at outdoor education areas.

• J)esign Development—Upon approval of the schematic design direction,
Consultant will further develop the design to include an overall site plan for the
Phase 1 & 2 areas,area enlargements to articulate design intent, grading,
utilities, landscape, and site furnishings. The Consultant will also further refine
the cost estimate. The Consultant will conduct an online meeting with City
project manager and Public Works staff to confirm the desired direction. The
Consultant will then meet virtually with the Park Board for their comments on
the developed design. Once Park Board comments have been addressed,City
staff will present the developed design to the Board of Aldermen for their
approval.
• Construction Documents-Upon receipt of any comments from the Board of
Aldermen,the Consultant will proceed with preparing a comprehensive
Construction Document package to include all details necessary for project
implementation and construction. The consultant will provide a final opinion of
probable cost and any technical specifications. The City will provide the front
end bidding documents. The City will apply for the Land Disturbance and
Floodplain Development Permits. The City will also provide the Stormwater
Pollution Prevention Plan (SWPPP). The Consultant will provide layout and
topography in DWG format for City records.
• The schedule of when program elements will be implemented will be finalized in
this phase. It is assumed for the purposes of this proposal that items relating to
the new restroom and shelters will be potentially released first to accommodate
lead times and funding availability. The intent is that construction for all
remaining components will continue after the initial items upon release of the next
fiscal budget. The intent is to design and bid the project as one package,with
options for early release of all items pertaining to restroom and shelters.
• ROBLD Levee Critical Ares—The Consultant will provide drawings and consult
with the Riverside Quindaro Bend Levee District(RQBLD)for any project
elements within the levee critical area. The west side of E.H. Young Riverfront
Park is on the wet side of the levee and within the 300-500' offset area from
the centerline of the levee. These drawings are typically provided at the
Construction Document stage. However, City staff can also present design
ideas to the levee district during the design development stage.
• jNo Rise Certification — If the proposed amenities require a no-rise certification, the
Consultant will produce a report and this certification. If the project requires
additional permits from USACE, such as a 408 or Nationwide permit, the Consultant
will coordinate with USACE and provide required submittals.

• Bidding&Construction Administration
Bidding—Consultant will assist with pre-bid meeting(s), answering bidder questions,
and preparing addenda. City staff will review the bids received and make a
recommendation to the Board of Aldermen.
Construction Administration—Consultant will provide construction administration
services on an as-needed basis to include but not be limited to contractor submittal
reviews and approvals. (NOTE: Review of on-site work will typically be handled by City
staff.)Scope included up to two(2)site visits. All others added as needed.

o Manufactured restroom assumed. Manufacture responsible for all plans
and revisions required to bid,fabricate,and install.
o No geotechnical investigation
o Construction administration services assumed to be conducted by city but
minimal review included in scope and fee.
o No permit fees. The City will pay all permit fees, including USACE 408 or
Nationwide permit.
o Public Outreach—if public outreach is necessary,City staff will coordinate
this using the deliverables provided by Stantec on the above tasks.
