HomeMy WebLinkAbout1999-03-02~, w Minutes of Regular Meeting Board of Aldermen of City of Riverside, Missouri March 2, 1999 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on March 2, 1999 at 7:30 p.m. Those in attendance were: Mayor Ed Rule, Aldermen Ron Super, Brenda Teters, Pamela Darata, Betty Burch, Ray Beard and George Flaws. Also present were Ann Daniels, City Administrator, Louise Rusick, City Clerk, Chief Robert Bayless and Steve Crystal, City Attorney. Minutes, February 16, 1999 Alderman Darata moved that the minutes of Approved. February 16, 1999, be approved, seconded by Alderman Beard, the vote was: Aye: Alderman Super, Darata, Flaws, Burch, Teters, and Beard. Motion Carried. Comment from Evelyn Poe. Evelyn Poe, 3002 NW Florence, Riverside, Mo. asked who the land appraiser was that looking around in her neighborhood. Ann told her it was Tom Rule with Tom Rule & Co. Municipal Court Report. Mayor Rule reported the Municipal Court Report was received for the month of February. Update regarding MML Ann Daniels spoke of her meeting at the MML Legislative Conference. Legislative Conference. Bills have been introduced in We Senate providing for mandatory collective bargaining between the union and the public employer. Ann reported it is illegal for cities and counties to unionize. She also stated there is a labor push to have collective bargaining in cities, counties and school districts, but not the state. Mayor Rule stated a letter is being sent to Senator Sidney Johnson asking him to vote against the bill. Chief Robert Bayless Chief Bayless asked if there were any questions discusses several issues. regarding the annual report submitted to the board recently. Alderman Burch stated she would have questions at the next meeting. The Chief mentioned the new ordinances submitted for the board's approval, reviewing and summarizing them, and stated the agreements were ready for approval. He also answered questions from Alderman Super on fire calls. Minutes of Reg. Meeting, Mar. 2,1999 Page 2 Ann Daeiels reports on the Mr. McMurray, 4507 NW Pawnee, Riverside, Mo. McMurray storm drainage reported to Dick Winner, City Engineer the storm problem. drain pipe is approximately 23 years olds. Public Works employees of the City will take the backhoe to the location and determine the condition of the pipe before deciding what repairs will be necessary to correct the storm drainage problem. Bill No. 99-13 Alderman Flaws moved to place Bill No. 99-13 on its Payment of Bills. first reading, said Bill provides for the payment of certain indebtedness as listed therein, seconded by Alderman Super, the vote was: Aye: Aldermen Darata, Flaws, Burch, Teters, Beard and Super. Motion Carried. Ordinance No. 99-13 Alderman Beard moved to place Bill No. 99-13 on its Approved. second reading, and upon passage of same become Ordinance 99- 13, seconded by Alderman Darata, the vote was: Aye: Aldermen Flaws, Burch, Teters, Beard, Super and Darata. Motion Carried. Bill No. 99-14 Alderman Burch moved to place Bill No. 99-14 on its Accepting Bids on first reading, said Bill ratifying the acceptance of $9,199,000.00. bids on $9,199,000.00, seconded by Alderman Beard, the vote was: Aye: Aldermen Burch, Teters, Flaws, Super, Darata and Beard. Motion Carried. Ordinance No. 99-14 Alderman Flaws, moved to place Bill No. 99-14 on Approved. its second reading, and upon passage of same become Ordinance 99-14, seconded by Alderman Super, the vote was: Aye: Alderman Teters, Beard, Super, Darata, Flaws, and Burch. Bill No. 99-15 Motion Carried. Accepting bids on Alderman Beard moved to place Bill No. 99-15 on its bids $1,562,000.00. first reading, said Bill ratifying the acceptance of on $1,562,000.00, seconded by Alderman Darata, the vote was: Aye: Aldermen Beard, Burch, Teters, Darata, Super and Flaws. Ordinance No. 99-15 Alderman Burch moved to place Bill No. 99-15 on its Approved. second reading and upon passage of same become Ordinance 99- 15, seconded by Alderman Beard, the vote was: Aye: Aldermen Burch, Teters, Darata, Super, Flaws and Beard. Motion Carried. Motion Carried. Bill No. 99-17 Bill No. 99-17 died for lack of motion. Bill No. 99-18 Bill No. 99-18 died for lack of motion. Bill No. 99-19 Alderman Burch moved to place Bill No. 99-19 Authorizing Mayor to on its first reading, said Bill authorizes the Mayor to enter into a contract with enter into a contract with Linaweaver Construction, Linaweaver Construction. Inc. to provide repairs to certain sewer lines within the City in the amount of $11,000.00 seconded by Alderman Beard, the vote was: Aye: Aldermen Darata, Flaws, Burch, Teters, Beard and Super. Motion Carried. Into closed session Alderman Teters moved that the mceting go into closed session pursuant to RSMO 610.021 (1) for discussion of legal issues, seconded by Alderman Beard, the vote was: Aye: Aldermen Beard, Burch, Teters, Flaws, Super and Darata. Into regular session. Alderman Beard moved that the meeting go into regular session, seconded by Alderman Super, the vote was: Aye: Aldermen Burch, Teters, Flaws, Super, Darata and Beard.
