HomeMy WebLinkAbout1999-04-20Minutes of Regular Meeting Board of Aldermen of City of Riverside, Missouri Apri120,1999 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on Apri120,1999 at 7:30 p.m. Those in attendance were: Mayor Ed Rule, Aldermen Ron Super, Brenda Teters, Pamela Darata, Betty Burch, Ray Beard and George Flaws. Also present were Ann Daniels, City Administrator, Louise Rusick, City Clerk, Chief Robert Bayless and Steve Crystal, City Attorney. Minutes, April 6, 1999 Alderman Super move that the minutes of April 6,1999, be Approved. approved as corrected, seconded by Alderman Beard, We vote was: Aye: Aldermen Darata, Beard, Burch, Tatars, Flaws and Super. Public Hearing on Cbapter IV; Land Use , Adding a Section creating a Planned District Zone, Adding a section defining and listing Home Occupations, and Amending the setbacks in corner lots in Commer- cial zones. Comments of the Public: Motion Carried. Mayor Rule announced the Public Hearing open at 7:35 p.m. to consider proposed amendments to Chapter IV: Land Use section of the Municipal Codes as follows: a. Adding a section creating a Planned District Zone. b. Adding a section defining and listing Home Occupations. G Amending We setbacks in corner lots in Commercial zones. The hearing was called to order. LouAnn Layton LouAnn Layton, 4920 NW High Dr., expressed her opposition to the Planned Dev. District, changing the zoning, i.e. to remain as a single famfiy district. Jim Trimble Jim Trimble, 5503 NW Foahill Rd., Parkville, Mo. said he's in favor of the proposed addition; a new Planned Dev. District, as it would allow developers to develop areas that oWerwise would not be advanced. Janice Thom Janice Thom, 3620 NW 50"' St., Riverside, Mo. stated she was confused on Section 410.140, A. #3, Planned Dev. District proposal and Mayor Rule explained it met, patio homes. She didn't understand how this proposal would benefit the residents. Alderman Burch Alderman Bareh stated she thought the proposal would work very well and understands some residents in Ward III Miautes of Reg. Meeting, Apr. 20,1999 Page 2 are opposed to the Planned District proposal in multi-family, commercial and Industrial areas. Alderman Super Alderman Super tried to clarify to the residents the meaning in certain parts of the Planned District Proposal, Section 410.140. Alderman Beard Alderman Beard stated this would give the city more control in a Planned District, rather than a subdivision. Alderman Flaws Alderman Flaws stated everyone involved worked this out to the best possible way for the citizens and the caning stID stays R 1. IIome Occupations No opposition. Ordinance No. 99-25 Alderman Flaws moved to place Bill No. 99-25 on its second reading, Approved. and upon passage of same become Ordinance No. 99-25, seconded by Alderman Teters, the vote was: Aye: Aldermen Beard, Burch, Teters, Flaws, Super and Darata. Motion Carried. Swearing in of newly City Clerk, Louise Rusick swore in the Elected Officials, i.e. Ron elected officials. Ann Daniels, City Administrator reported the residents used thirteen dumpsters for the spring clean up. The Household Hazardous Waste Mobile Collection was canceled due to cleanup following the train derailment in Parlcville. The neat date set is May 22"d at the lower level parking lot behind Parlcville City Hall. Bill No. 99-26 Alderman Beard moved to place Bilk No. 99-26 on its first reading, Payment of Bills. said Bill provides for We payment of certain indebtedness as listed therein, seconded by Alderman Burch, the vote was: Aye: Aldermen Flaws, Super, Darata, Beard, Burch and Teters. Motion Carried. Ordinance No. 99-26 Alderman Teters moved to place Bill No. 99-26 on its second Approved. reading, and upon passage of same become Ordinance No. 99-26, seconded by Alderman Darata the vote was: Aye: Aldermen Super, Darata, Beard, Burch, Teters and Flaws. Motion Carried. Bill No. 99-27 Alderman Beard moved to place Bill No. 99-27 on its first reading, Amending Chapter IV: said Bk~ provides for amending Chapter 1V: Land Use of the Adding a New Planned Municipal Codes for the City of Riverside, by adding a new Planned Development District Development District to be designated as Section 410.140, To be designated as seconded by Alderman Super, the vote was: Section 410.410. Aye: Aldermen Beard, Teters, Flaws and Super. No: Aldermen Darata and Burch. Motion Carried. Ordinance No. 99-27 Alderman Super moved to place Bill No. 99-27 on its second reading, Approved. and upon passage of same become Ordmance No. 99-27, seconded by Alderman Beard, the vote was: Aye: Aldermen Beard, Teters, Flaws and Super. Motion Carried. Bill No. 99-29 Alderman Beard moved to place Bill No. 99-29 on its first reading, Amending Chapter IV: said Bill provides for amending Section 410.050 KC-1" General Land Use, Section 410.050 Commercial District, C.2. Ordinance No. 99-29 Alderman Darata moved to place Bill No. 99-29 on its second Approved. reading, and upon passage of same become Ordinance No. 99-29, seconded by Alderman Beard, the vote was: Aye: Aldermen Super, Darata, Beard, Burch, Teters and Flaws. Alderman Burch moved that the meeting go into open session, seconded by Alderman Teters, the vote was: Aye: Aldermen, Flaws, Super, Darata, Beard, Burch and Teters. Motion Carried. Ann Daniels comments Ann announced the neat meeting with Dennis Varble, Hcefer Wysocki will be May 11'x. Also, everyone involved is working on the budget. Tuesday, May 11th at 7:30 p.m is the date set for the Fireworks meeting. Adjournment: Alderman Burch moved the meeting adjourn, seconded by Alderman Beard, the vote was: Aye: Aldermen Darata, Super, Burch, Beard, Teters and Flaws.
