HomeMy WebLinkAbout1999-05-04Minutes of Regular Meeting Board of Aldermen of City of Riverside, Missouri May 4,1999 A regular meeting of the Board of Alderman of City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on May 4,1999 at 7:30 p.m. Those in attendance were: Mayor Ed Rule, Aldermen Ron Super, Brenda Teters, Pamela Darata, Betty Burch, Ray Beard and George Flaws. Also present were Ann Daniels, City Administrator, Louise Rusick, City Clerk, Chief Robert Bayless, Dick Winner, City Engineer and Steve Crystal, City Attorney. Minutes, Apri120,1999 Alderman Flaws moved that the minutes of April 20, Approved. be approved as corrected, seconded by Alderman Super, the vote was: Aye: Aldermen Beard, Burch, Teters, Flaws, Super and Darata. Motion Carried. Randy Micek's Randy Micek, 3319 NW 50~ St, Kansas City, requested requests regarding the Community Center be open more than three (3) the Community Center nights a week and would like to hold church services there on a regular basis with a three (3) hour rental rate. Mayor Rule explained, that to open the center more often there would need to be supervision and the people we have hired now are part-time. Ann Daniels, City Administrator said we rent the Community Center during the week, too. Alderman Burch stated the City might consider opening the Community Center more often when the pool is open. Public Safety Alderman Flaws spoke of complaints of cars being test driven from Leisure Motors car lot in the City through Indian Hills, mainly on N.W. Woodland. Chief Bayless said he would speak with the owner to ask the drivers not go into Indian Hills. Approval to grant Alderman Burch moved to grant a building permit to building permit to Pat Harris to build a single family home at 5110 N.W Pat Harris. Mins. of Reg. Mtg., May 4,1999 Page 2 Merrimac, seconded by Alderman Flaws, the vote was: Aye: Aldermen Burch, Teters, Flaws, Super, Darata and Beard. Motion Carried. Mayor's appt's. to Gary Lilly, 3315 NW 50~ St, Riverside, Mo. asked to be Planning Commission removed from appointment to the Planning Commission because of a conflict of interest. Household Hazardous The new date set for Household Hazardous Waste Waste Collection date. Collection is May 22°d in the parking lot behind Parkville City Hall. Review of suggested Kurt Eckard, 5116 NW Merrimac, Riverside, Mo. park user fees. spoke on utilizing the shelter house at the Renner- Brenner Park, saying he doesn't think non-profit organizations should be charged a fee for using the park. Alderman Teters shares this opinion. Mayor Rule stated he would take care of the charges for the three- (3) times this year the Cub Scouts meet, but he thinks the businesses here in town should pay the rental fee. Steve Crystal, City Attorney will investigate not-for- profit groups using city property without paying a fee. Bank Account for Levee Alderman Burch moved to approve a resolution to open Bond Debt Service anew bank account at Farmers Exchange Bank for the Levee Bond Debt Service, seconded by Alderman Teters the vote was: Aye: Aldermen Darata, Beard, Super, Teters, Flaws and Burch. Motion Carried. Approval to accept Alderman Flaws moved to accept Ann Daniels' Park Hill Aquatics recommendation to approve Park Hill Aquatics Center's Contract Center's contract for $30,000, to manage the city's pool, for 530,000 seconded by Alderman Teters the vote was: Mins. of Reg. Mtg., May 4,1999 Page 3 Aye: Aldermen Beard, Super, Teters, Flaws, Burch and Darata. Motion Carried. Dick Winner, City Alderman Beard moved to accept Dick Winner's Engineer's recomm- recommendation on N.W. Pawnee and N.W 45`~ Ct. endation to accept new for new estimates of probable project cost by estimates for NW Pawnee Engineers, Ponzer-Youngquist for NW Pawnee for and 45a' Ct. and advertise $24,400 and N.W.45"' Ct. for $19,3(10 and to advertise for bids. for bids, seconded by Alderman Teters the vote was: Aye: Aldermen Super, Teters, Flaws, Burch, Darata and Beard. Motion Carried. Municipal Court Report Mayor Rule reported the Municipal Court Report was for April received for the month of April. Bill No. 99-31 Alderman Beard moved to place Bill No. 99-31 on its Payment of Bills. first reading, said Bill provides for the payment of certain indebtedness as listed therein, seconded by Alderman Flaws, the vote was: Aye: Aldermen Teters, Flaws, Burch, Darata, Beard and Super. Ordinance No. 99-31 Alderman Flaws moved to place Bill No. 99-31 on its Approved. second reading, and upon passage of same become Ordinance No. 99-31, seconded by Alderman Teters the vote was: Aye: Aldermen Flaws, Burch, Darata, Beard, Super and Teters. Motion Carried. Bill No. 99-32 Alderman Burch moved to place Bill No. 99-32 on its Ratifying the Mayor's first reading, said Bill ratifies the Mayor's appointment appointments to Planning of Gale Perkins, Ward II and Philip Krause, Ward I; T Mins. of Reg. Mtg., May 4,1999 Page 4 Commission. each to a 4 year term as a member of the Planning and Zoning Commission for the City of Riverside, seconded by Alderman Flaws, the vote was: Aye: Aldermen Burch, Darata, Beard, Super, Teters and Flaws. Motion Carried. Ordinance No. 99-32 Alderman Flaws moved to place Bill No. 99-32 on its Approved second reading, and upon passage of same become Ordinance No. 99-32, seconded by Alderman Teters, the vote was: Aye: Aldermen Darata, Beard, Super, Teters, Flaws and Burch. Motion Carried. Bill No. 99-33 Amending Sec. 210.260 of the City Code "Fire- works" to incorporate certain provisions of state law. Alderman Beard moved to place Bill No. 99-33 on its first reading, said Bill amends Section 210.260 of the city code "Fireworks" to incorporate certain provisions of state law, Para. E (1) on or before June 19th and on or after Jaly 6~ and Para. E. (2) on or before Dec.19a' and on or after January 3'd, seconded by Alderman Burch, the vote was: Aye: Aldermen Burch, Flaws, Super, Darata and Beard. Abstain: Alderman Teters. Motion Carried. Ordinance No. 99-33 Alderman Burch moved to place Bill No. 99-33 on Approved. its second reading, and upon passage of same become Ordinance No. 99-33, seconded by Alderman Beard, the vote was: Aye: Aldermen Flaws, Super, Darata, Beard and Burch. Steve Crystal Steve Crystal, City Attorney made a presentation summarized amend- summarizing amendments to the TIF plan explaining meats to T1F plan the process on amendment to Bill No. 99-34 now as Bill No. 99-34 property owners are informed. Alderman Burch asked that the Library have this information, also. Bill No. 99-34 approving Alderman Beard moved to place Bill No. 99-34 on its Amendments to L-385 first reading, said Bill approving amendments to the L- Levee Development -385 Development Plan, et al..., seconded by Alderman Plan, et al... Super, the vote was: Aye: Aldermen Flaws, Super, Darata, Beard, Burch and Teters. Motion Carried. Ordinance No. 99-34 Alderman Burch moved to place Bill No. 99-34 on its Approved. second reading, and upon passage of same become Ordinance No. 99-34, seconded by Alderman Darata, the voter was: Aye: Aldermen Super, Darata, Beard, Burch, Teters and Flaws. Motion Carried. Bill No. 99-35 Alderman Teters moved to place Bill No. 99-35 on its Setting user fees for first reading, said Bill setting user fees for specific specific portions of portions of the city parks, seconded by Alderman of the city parks. Super, the vote was: Aye: Aldermen Darata, Beard, Burch, Teters, Flaws and Super. Motion Carried. Ordinance No. 99-35 Alderman Darata moved to place Bill No. 99-35 on its Approved r Mins. of Reg., Mtg., May 4,1999 Page 6 Bill No. 99-36 Amending Sec. 605.320 of the city code, "Sales of Fireworks and Fire- works Occupational Licenses: by incorpo- rating state law and extending the duration of certain fireworks occupational licenses. second reading, and upon passage become Ordinance No. 99-35, seconded by Alderman Teters, the vote was: Aye: Aldermen Beard, Burch, Teters, Flaws, Super and Darata. Motion Carried. Alderman Beard moved to place Bill No. 99-36 on its first reading, said Bill amending Section 605.320 of the City Code, "Sales of Fireworks and Fireworks Occupational Licenses" by incorporating state law and extending the duration of certain fireworks occupational licenses Para. SJ) License Term-June 20"' through midnight on July 5 and December 20x` through midnight January 2nd, seconded by Alderman Flaws, the vote was: Aye: Aldermen Burch, Flaws, Super, Darata and Beard Abstain: Alderman Teters. Motion Carried. Ordinance No. 99-36 Alderman Burch moved to place Bill No. 99-36 on its Approved. second reading, seconded by Alderman Darata, the vote was: Aye: Alderman Flaws, Super, Darata, Beard, Darata and Burch. Motion Carried. General Discussion: Alderman Super inquired about the E.H. Young Park, Alderman Super Ann Daniels, City Administrator reported a lot of rain inquired about the and a lot of mud, have kept if from opening. E.H. Into closed session Alderman Burch moved that the meeting go into closed session pursuant to RSMO 610.021(1) for discussion of legal matters, seconded by Alderman Darata, the vote was: Aye: Aldermen Beard, Burch, Teters, Flaws, Super and Darata. Motion Carried. Into regular session Alderman Burch moved that the meeting go into regular session, seconded by Alderman Beard, the vote was: Aye: Aldermen Super, Darata, Beard, Burch, Teters and Flaws. Motion Carried. Adjournment: Alderman Beard moved the meeting adjourn, seconded by Alderman Flaws, the vote was: Aye: Aldermen Beard, Teters, Burch, Super, Flaws and Darata.
