A RESOLUTION AUTHORIZING THE SALE OF THE CITY'S 2011 PIERCE PUMPER
FIRE APPARATUS TO THE CITY OF DANVILLE, IOWA.
WHEREAS, the City of Riverside previously listed its 2011 Pierce Impel pumper fire
apparatus for auction on GovDeals.com on two separate occasions, including at a reserve price of
$199,999.00, but received no qualifying bids;
WHEREAS, the Danville, Iowa Fire Department, a small rural volunteer department in
southeast Iowa, was the highest bidder in the most recent auction process and has expressed a
strong interest in purchasing the apparatus for essential fire and rescue service purposes;
WHEREAS, due to financial constraints and additional third-party auction fees, the
Danville Fire Department was unable to meet the reserve price but has submitted a formal offer
of$180,000.00 for direct purchase;
WHEREAS, based on the absence of higher bids in two separate auction attempts and the
detailed justification provided by the Danville Fire Department, the City believes that the
proposed offer of $180,000.00 appears to reflect the fair market value of the apparatus under
current conditions;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF
THE CITY OF RIVERSIDE, MISSOURI AS FOLLOWS:
THAT the Board of Aldermen hereby authorizes the sale of the City's 2011 Pierce Impel
pumper fire apparatus to the City of Danville, Iowa, for a purchase price of $180,000.00, as
proposed in the attached letter from Chief Bryon Heater; and
FURTHER THAT the Mayor, the City Administrator, the Fire Chief, and other
appropriate City officials are hereby authorized to take any and all actions as may be deemed
necessary or convenient to effectuate the sale and conveyance of the apparatus and to carry out
and comply with the intent of this Resolution and to execute and deliver for and on behalf of the
City all certificates, instruments, agreements and other documents, as may be necessary or
convenient to perform all matters herein authorized.

I appreciate you and your team for demonstrating your Pierce to my members who
visited.Additionally, thank you for promptly responding to my emails over the past few
weeks and addressing all my questions.
Buying or building any apparatus is a lengthy process and numerous meetings have been
held over the last couple of years to find the perfect fit for our department. Many
departments, including ours, face challenges in building new apparatus due to significant
increases in apparatus pricing over the last five years. As you may know through talks,
our department is a small, rural volunteer fire department located in Southeast Iowa,near
Burlington. We respond to approximately 200-250 calls annually,which include non-
transport paramedic services, technical rescues, motor vehicle accidents, and fires. Our
operations are conducted with an annual budget of approximately$80,000. We serve an
area of 85 square miles with a direct population of about 2500, and maintain mutual aid
agreements with all adjacent departments.
We believe that your 2011 Pierce will be a valuable addition to our department and the
surrounding departments. It will enable us to replace our outdated 2000 Freightliner
engine. Acquiring this apparatus will allow us to consolidate our current frontline pumper
and our rescue vehicle, accommodating all of our rescue and extrication equipment into a
single primary fire rescue apparatus. Additionally, it will provide us with the necessary
time to plan and save for a future replacement tanker/tender.
I was authorized by our Fire Board to bid, or purchase your Pierce. We are highly
interested in acquiring it and were the highest bidder at the auction. However,the reserve
price was not met due to a lack of competitive bids. Subject to the approval of your Board
or City Administrator,we would like to formally propose an offer of$180,000 for the
purchase of your 2011 Pierce Impel that was listed on Govdeals.com.
Please let me know at your earliest convenience if this proposal is open for discussion. I

can then proceed to arrange the payment and pickup details promptly.
