HomeMy WebLinkAbout2025-04-15 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, April 15, 2025 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, April 15, 2025. Mayor Rose called the meeting to order at 6:03 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Rob Milner (arrived at 6:46 p.m.), Jason Draut, and Steve Palma. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Police Chief Chris Skinrood, HR Manager Amy Strough, Community Development Director Mike Duffy, Finance Director Erika Benitez, and City Attorney Paul Campo. Attorney Todd Smith with Lauber Law attended by Zoom. MOTION TO ENTER INTO Alderman Palma moved to enter closed session pursuant to CLOSED @ 6:03 P.M. RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Cockrell. Yes: Palma, Cockrell, Draut, Beck, and Bundy. Motion carried 5-0. MOTION TO ADJOURN Alderman Draut moved at 6:55 p.m. to adjourn closed session CLOSED @ 6:55 P.M. with action taken, second by Alderman Palma. Yes: Draut, Palma, Milner, Bundy, Beck, and Cockrell. Motion carried 6-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:01 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Fire Chief Gordon Fowlston, HR Manager Amy Strough, City Engineer Travis Hoover, Capital Projects/Parks Manager Noel Challis Bennion, Fire Captain Adam Ellis, Finance Director Erika Benitez, IT Manager Jason Ketter, and City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. 1 PUBLIC COMMENT None. BILL NO. 2025-033 City Clerk Robin Kincaid gave first reading of Bill No. 2025-033. 2025 Election Certification Alderman Beck moved to accept first reading and place Bill No. 2025-033 on second and final reading, second by Alderman Palma. Yes: Beck, Palma, Bundy, Milner, Cockrell, and Draut. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2025-033. Alderman Cockrell moved to approve Bill 2025-033 and enact said bill as ordinance, second by Alderman Beck. Yes: Cockrell, Beck, Bundy, Milner, Draut, and Palma. Motion carried 6-0. Mayor Rose congratulates Aldermen Palma, Milner, and Draut. By looking at the numbers and votes that were cast, our numbers for an election without the mayor were remarkable. Alderman Milner stated that he is proud to serve a third term for the City and excited to do more work for the City. Alderman Draut announced that round one was a trial period and now this is the real one for him. SWEARING IN CEREMONY City Clerk Robin Kincaid administered the oath to incumbents Alderman Steven Palma, Alderman Robert N. Milner, and Alderman Jason Draut. PRESIDENT PRO TEM Alderman Beck moved to appoint Alderman Rob Milner to serve as President Pro Tem for a one-year term, second by Alderman Cockrell. Yes: Beck, Cockrell, Milner, Draut, Palma, and Bundy. Motion carried 6-0. CONSENT AGENDA Alderman Milner moved to approve the consent agenda as presented, second by Alderman Draut. Yes: Milner, Draut, Beck, Bundy, Palma, and Cockrell. Motion carried 6-0. MINUTES OF 04-01-2025 Alderman Milner moved to approve the minutes of the April 1, 2025, meeting, second by Alderman Draut. Yes: Milner, Draut, Beck, Bundy, Palma, and Cockrell. Motion carried 6-0. COURT REPORT Alderman Milner moved to approve the March 2025 Court Report, second by Alderman Draut. Yes: Milner, Draut, Beck, Bundy, Palma, and Cockrell. Motion carried 6-0. 2 RESOLUTION 2025-044 Alderman Milner moved to approve Resolution 2025-044 Bill Pay authorizing the expenditure of funds for fiscal year 2024-2025 for weeks ending April 4th and April 11 th in the amount of $764,901.71, second by Alderman Draut. Yes: Milner, Draut, Beck, Bundy, Palma, and Cockrell. Motion carried 6-0. RESOLUTION 2025-045 Alderman Milner moved to approve Resolution 2025-045 P&Z Appointment- Hanlon appointing Jennifer Hanlon to the Planning and Zoning Commission, second by Alderman Draut. Yes: Milner, Draut, Beck, Bundy, Palma, and Cockrell. Motion carried 6-0. RESOLUTION 2025-046 Alderman Milner moved to approve Resolution 2025-046 P&Z Re-Appoint- Lombardo reappointing Mike Lombardo to the Planning and Zoning Commission, second by Alderman Draut. Yes: Milner, Draut, Beck, Bundy, Palma, and Cockrell. Motion carried 6-0. RESOLUTION 2025-047 Alderman Milner moved to approve Resolution 2025-047 BZA Appointment- Fellows appointing Laura Fellows to the Board of Zoning Adjustments of the City of Riverside, Missouri, second by Alderman Draut. Yes: Milner, Draut, Beck, Bundy, Palma, and Cockrell. Motion carried 6-0. RESOLUTION 2025-048 Alderman Milner moved to approve Resolution 2025-048 BZA Re-Appoint- Heryer reappointing John Heryer to the Board of Zoning Adjustments of the City of Riverside, Missouri, second by Alderman Draut. Yes: Milner, Draut, Beck, Bundy, Palma, and Cockrell. Motion carried 6-0. RESOLUTION 2025-049 Alderman Milner moved to approve Resolution 2025-049 BZA Re-Appoint-Craig reappointing Chris Craig to the Board of Zoning Adjustments of the City of Riverside, Missouri, second by Alderman Draut. Yes: Milner, Draut, Beck, Bundy, Palma, and Cockrell. Motion carried 6-0. RESOLUTION 2025-050 Alderman Milner moved to approve Resolution 2025-050 BZA Re-Appoint- Hickman reappointing Lowell Hickman to the Board of Zoning Adjustments of the City of Riverside, Missouri, second by Alderman Draut. Yes: Milner, Draut, Beck, Bundy, Palma, and Cockrell. Motion carried 6-0. RESOLUTION 2025-051 Alderman Milner moved to approve Resolution 2025-051 Communications Purchase approving the purchase of computers and monitors for three dispatch consoles for the Communications Center from Amazon Business Prime in an amount not to exceed $7,850.00, second by Alderman Draut. Yes: Milner, Draut, Beck, Bundy, Palma, and Cockrell. Motion carried 6-0. 3 REGULAR AGENDA BILL NO. 2025-034 City Clerk Robin Kincaid gave first reading of Bill No. 2025-034. Amend PSA-157 Riverside Community Development Director Mike Duffy explained that this an amendment to the purchase and sale agreement with the Luke Draily Trucking Company located at Riverway Blvd. and West Platte Road. This extends a due diligence period for another 45 days and gives another potential extension for 30 days if necessary. PowerPoint slides were shown for the location and work to be completed. Alderman Draut moved to accept first reading and place Bill 2025-034 on second and final reading, second by Alderman Beck. Yes: Draut, Beck, Palma, Cockrell, Bundy, and Milner. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2025-034. Alderman Milner moved to approve Bill 2025-034 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Milner, Cockrell, Draut, Bundy, Palma, and Beck. Motion carried 6-0. BILL NO. 2025-035 City Clerk Robin Kincaid gave first reading of Bill No. 2025-035. Appoint Special Counsel City Administrator Brian Koral commented that this is bringing the special legal counsel on board for certain real estate matters. Alderman Beck moved to accept first reading and place Bill 2025-035 on second and final reading, second by Alderman Draut. Yes: Beck, Draut, Palma, Milner, Cockrell, and Bundy. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2025-035. Alderman Milner moved to approve Bill 2025-035 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Bundy, Palma, and Draut. Motion carried 6-0. BILL NO. 2025-036 City Clerk Robin Kincaid gave first reading of Bill No. 2025-036. Yes: Cockrell, Draut, Milner, Bundy, Beck, and Palma. Motion carried 6-0. 4 BILL NO. 2025-037 City Clerk Robin Kincaid gave first reading of Bill No. 2025-037. Briarfest 2025 Agreement Capital Projects/Parks Manager Noel Challis Bennion explained that this is being considered for the park closure Aug. 15th 8416tn and for a temporary exemption from the noise ordinance for Briarfest 2025. Alderman Milner moved to accept first reading and place Bill 2025-037 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Bundy, Draut, Palma, and Beck. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2025-037. Alderman Bundy moved to approve Bill 2025-037 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Bundy, Cockrell, Draut, Milner, Palma, and Beck. Motion carried 6-0. RESOLUTION 2025-052 Community Development Director Mike Duffy stated that Generator Studio LLC Agmnt Generator Studio, LLC was the architect of record for LiveNation and KC Current soccer project. Between those two projects is approximately twenty-five acres of ground that is recognized for development potential so we thought we should look for a conceptual master plan for that area, so we may move in that direction. There is also some land on the west side of Argosy being discussed as a marina project and this resolution will allow them to do some master planning for that ground as well. Alderman Beck moved to approve Resolution 2025-052 approving an agreement for services with Generator Studio, LLC, second by Alderman Palma. Yes: Beck, Palma, Bundy, Milner, Cockrell, and Draut. Motion carried 6-0. RESOLUTION 2025-053 Community Development Director Mike Duffy reported that HBPA Appoint Vrentas Yianni Vrentas is with Palmer Square, and we thought it would be a good idea to have someone from the KC Current area and we hope this helps to have a quorum for our Horizon Business Park Association. Alderman Beck moved to approve Resolution 2025-053 appointing Yianni Vrentas to the Board of Directors of the Horizons Business Park Association, second by Alderman Bundy. Yes: Beck, Bundy, Cockrell, Draut, Milner, and Palma. Motion carried 6-0. RESOLUTION 2025-054 Community Development Director Mike Duffy reported that HBPA Appoint Vigliaturo James Vigliaturo is with Gallagher, and this will fill the Horizon Business Park Association Board of Directors completely. Alderman Cockrell moved to approve Resolution 2025-054 appointing James Vigliatura. to the Board of Directors of the Horizons Business Park Association, second by Alderman Beck. Yes: Cockrell, Beck, Bundy, Milner, Draut, and Palma. Motion carried 6-0. 5 RESOLUTION 2025-055 City Administrator Brian Koral stated this is our annual agreement Tourism Grant Riv. Chamber with the Riverside Chamber of Commerce to promote visitors and tourism within the City of Riverside and paid out of the Tourism Fund. Alderman Beck moved to approve Resolution 2025-055 approving a tourism agreement with the Riverside Chamber of Commerce and authorizing the Mayor to execute said agreement, second by Alderman Cockrell. Yes: Cockrell, Beck, Milner, Bundy, Palma, and Draut. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Brian Koral announced the Easter Egg Hunt will be this Saturday, April 19th at 10 a.m., also, next Friday, April 25th, 6 p.m. at Renner Brenner Park, the Skate Park will be officially opened to skateboarders. It is cool to see such excitement for these events. Last Friday we submitted two projects to MoDot for cost-share funding, a round-a-bout at Riverway and the lighting at the 1-635 interchange and 9 Highway. I also want to share an email that was received by Chief Fowlston from a nurse at NKC Hospital. She forwarded the stats on a final feedback form that showed Riverside EMS and Communications response times for a patient suffering a heart attack was 65 minutes from the 911 call and a stint being in place. Significant event and outstanding work by all departments and the hospital. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Nothing to report. FINANCE Finance Director Erika Benitez shared a PowerPoint presentation showing that we are at 75% through the fiscal year and right on pace with the budget. Benitez explained a variety of Revenue, Expenditure, and Investment details. The swimming pool and skatepark projects are making the numbers change in the Capital Improvement Fund, but for very good investments. FIRE Fire Chief Gordon Fowlston reviewed the March 2025 monthly reports that were included in the packet. I do want to give kudos to the Communications team for their work regarding the story Brian shared. POLICE Police Chief Chris Skinrood reported that April has been very busy with numbers rising in a few areas. Larceny is an issue right now. PUBLIC WORKS Public Works Director Tom Wooddell stated he had nothing to report. City Administrator Koral, clearing his throat commented shocker. LEVEE BOARD City Engineer Travis Hoover commented there is a meeting tomorrow. 6 MAYOR'S DISCUSSION Mayor Kathy Rose reminded everyone that the Easter Egg Hunt starts at 10 a.m. sharp! Don't' be late! There will be five thousand eggs to find and other activities for the children to do. We will try to keep people out of the skate park area. Thursday evening is the Police and Fire Awards Ceremony. The Riverside Chamber is hosting their event at Argosy's new Speak Easy at 4:30 p.m. on Thursday as well. Wednesday, May 14uh, 4:30 to 6:30 p.m. the City will host an event at Argosy for the businesses and landowners in Horizons, City Planner Sarah Wagner is organizing the event. I want to commend Jill Beck for getting our first meeting together for Reaching Riverside 2025. We are looking at 10-11 locations for these events and getting dates locked down for them. BOARD OF ALDERMEN Alderman Draut— Looking forward to my second term and thank you for voting for me. Alderman Cockrell — Congratulations to all the men voted in and welcome back. Looking forward to all the events coming soon. Alderman Milner— Brian shared with us the new Reaching Riverside logo. I am looking forward to seeing that on some shirts and advertisements soon! I am also excited to begin my third term. Alderman Beck— Congratulations to all the guys and to Alderman Milner for Mayor Pro Tern. Looking forward to another season of Reaching Riverside, and glad to see Tony engaged and involved. Alderman Palma — Looking forward to serving the next couple years and all the exciting things happening. I am glad to be a part of it. Alderman Bundy— Interested to see all the people that will be at the skate park when it actually does open. I am looking forward to the Easter Egg Hunt this weekend as always. Mayor Rose commented that we as a city need to be communicating all information regarding FIFA World Cup coming in 2026 with our constituents to help everyone prepare.
