SPECIAL MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Friday. May 9. 2025
12:30 P.M.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside. Missouri, on Friday. May
9. 2025.
Mayor Kathy Rose called the meeting to order at 12:34 p.m. Those in attendance were, Mayor
Kathy Rose (in person), Aldermen Steve Palma (in person), Jill Beck, Staci Bundy. Dawn
Cockrell, Jason Draut (joined at 12:36 by Zoom), and Rob Milner, (all present by Zoom).
Also present were City Administrator Brian Koral, Community Development Director Mike
Duffy, City Clerk Robin Kincaid, HR Manager Amy Strough, Police Chief Chris Skinrood (by
Zoom), and Special Counsel Joe Bednar (by Zoom).
MOTION TO ENTER INTO Alderman Palma moved to enter closed session pursuant to
CLOSED @ 12:34 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed. and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Cockrell.
Yes: Palma, Cockrell, Beck, Milner, and Bundy.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Palma moved at 12:48 p.m. to adjourn closed session
CLOSED @ 12:48 P.M. with action taken and move into open session, second by
Alderman Cockrell.
Yes: Palma. Cockrell. Beck, Bundy. Milner, and Draut.
Motion carried 6-0.
Mayor Kathy Rose called the open session meeting to order at 12:49 p.m. Those in attendance
were Mayor Kathy Rose and Alderman Steve Palma (in person). Aldermen Jill Beck, Staci
Bundy. Dawn Cockrell, Jason Draut, and Rob Milner (were all present by Zoom).
Also present were City Administrator Brian Koral, Community Development Director Mike
Duffy, City Clerk Robin Kincaid, and Special Counsel Joe Bednar (by Zoom).
LEGISLATIVE AGENDA
BILL NO. 2025-040 City Clerk Robin Kincaid gave first reading of Bill No. 2025-040.
Fountains & BBQ, LLC - PSA City Administrator Brian Koral and Special Counsel Bednar
explained this bill and showed PowerPoint slides of the location,

along with the process of this purchase and sale. Questions from
the Board were answered.
Alderman Palma moved to accept first reading and place Bill
2025-040 on second and final reading, second by Alderman
Milner.
Yes: Palma, Milner, Draut, Cockrell, Bundy, and Beck.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2025-040.
Alderman Palma moved to approve Bill 2025-040 and enact
said bill as ordinance, second by Alderman Milner.
Yes: Palma, Milner, Beck, Cockrell, Draut, and Bundy.
Motion carried 6-0.
BILL NO. 2025-041 City Clerk Robin Kincaid gave first reading of Bill No. 2025-041.
Fountains & BBQ—Temp. City Administrator Brian Koral and Special Counsel Bednar
License Agreement explained that this bill is a temporary license agreement to allow
testing at the location as soon as possible. Questions from the
Board were answered.
Alderman Palma moved to accept first reading and place Bill
2025-041 on second and final reading, second by Alderman
Milner.
Yes: Palma, Milner, Cockrell, Bundy, Draut, and Beck.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2025-041.
Alderman Palma moved to approve Bill 2025-041 and enact
said bill as ordinance, second by Alderman Milner.
Yes: Palma, Milner, Beck, Bundy, Draut, and Cockrell.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Palma moved to adjourn the meeting at 12:54 p.m.,
second by Alderman Milner.
Yes: Palma, Milner, Draut, Beck, Bundy, and Cockrell.
Motion carried 6-0.
