REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, May 20, 2025
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, May 20,
2025.
Closed Session scheduled at 6:00 p.m. was cancelled due to no closed session items needing
attention at this meeting.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:03 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck. Staci Bundy (arrived @
7:46 p.m.), Dawn Cockrell, Rob Milner, and Steve Palma.
Alderman Jason Draut was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Fire Chief Gordon Fowlston,
Police Chief Chris Skinrood, HR Manager Amy Strough, City Engineer Travis Hoover, Capital
Projects/Parks Manager Noel Challis Bennion, Finance Director Erika Benitez, IT Manager
Jason Ketter, and City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
PRESENTATION Beyond the Bell — English Landing Elementary represented by
Principal Dr. Angela Doss, Jennifer Steele, and Richard, a student
at English Landing.
A PowerPoint of the 2024-2025 school year program and
highlights were shared, along with their goals for the past year.
They thanked the Board for their support of the program that is
helping so many Riverside residents and would not be possible
without this added financial funding. Mayor Rose added
meaningful comments about the program and how it is a wonderful
opportunity for our Riverside children.
PROCLAMATION Mayor Rose read the proclamation for National Public Works
Week, May 18-24, 2025, and presented it to Public Works Director
Tom Wooddell. Mayor Rose gave kudos to the Public Works
Department for their diligent work and stated that they truly are the
unsung heroes of the City of Riverside.

CONSENT AGENDA Alderman Milner moved to approve the consent agenda as
presented. second by Alderman Beck.
Yes: Milner, Beck, Palma, and Cockrell.

MINUTES OF 05-06-2025 Alderman Milner moved to approve the minutes of the May 6,
2025, meeting, second by Alderman Beck.
Yes: Milner, Beck, Palma, and Cockrell.
Motion carried 4-0.
MINUTES OF 05-09-2025 Alderman Milner moved to approve the minutes of the May 9,
2025, special meeting. second by Alderman Beck.
Yes: Milner, Beck, Palma, and Cockrell.

COURT REPORT Alderman Milner moved to approve the April 2025 Court Report,
second by Alderman Beck.
Yes: Milner, Beck, Palma, and Cockrell.
Motion carried 4-0.
RESOLUTION 2025-073 Alderman Milner moved to approve Resolution 2025-073
Bill Pay authorizing the expenditure of funds for fiscal year 2024-2025 for
weeks ending May 9th and May 16'h in the amount of $496,264.80,
second by Alderman Beck.
Yes: Milner, Beck, Palma, and Cockrell.
Motion carried 4-0.
RESOLUTION 2025-074 Alderman Milner moved to approve Resolution 2025-074
Janitorial Services 2025-2026 extending the Riverside Janitorial Services to Kaizon Solutions
(formerly — Town & County Building Services) and approving
execution of a contract for 2025-2026 in connection with the
provision of such services, second by Alderman Beck.
Yes: Milner, Beck, Palma, and Cockrell.
Motion carried 4-0.
RESOLUTION 2025-075 Alderman Milner moved to approve Resolution 2025-075
KC Chamber 2025 Trip/Mayor approving participation in the 2025 Kansas City Chamber of
commerce Leadership Exchange Program, second by Alderman
Beck.
Yes: Milner, Beck, Palma, and Cockrell.
Motion carried 4-0.
RESOLUTION 2025-076 Alderman Milner moved to approve Resolution 2025-076
Trail Easement-Central Bank accepting a trail easement from Patriots Bank, a Missouri Banking
Corporation, now known as Central Bank of the Midwest, second
by Alderman Beck.
Yes: Milner, Beck, Palma, and Cockrell.
Motion carried 4-0.

RESOLUTION 2025-077 Alderman Milner moved to approve Resolution 2025-077
Convergint Contract approving an agreement with Convergint Technologies, LLC for
electronic security site discovery services, approving a
superseding addendum to said agreement, and authorizing the
Mayor to execute all document related thereto, second by
Alderman Beck.
Yes: Milner, Beck, Palma, and Cockrell.
Motion carried 4-0.
REGULAR AGENDA
BILL NO. 2025-042 City Clerk Robin Kincaid gave first reading of Bill No. 2025-042.
Code Amend Chapter 340 Police Chief Skinrood reported that this amendment is modifying
the code to mirror that of KCMO. It will help us to manage the
vehicle stunts and street racing activities as KCMO has
implemented and proven beneficial. We are experiencing these
disturbing situations in much the same way, right here in
Riverside, and this will help our department with enforcement.
Alderman Beck moved to accept first reading and place Bill
2025-042 on second and final reading, second by Alderman
Cockrell.
Yes: Beck, Cockrell, Milner, and Palma.
Motion carried 4-0.
City Clerk Kincaid gave second reading of Bill No. 2025-042.
Alderman Palma moved to approve Bill 2025-042 and enact
said bill as ordinance, second by Alderman Beck.

BILL NO. 2025-043 City Clerk Robin Kincaid gave first reading of Bill No. 2025-043.
Police Hire-Wagner Alderman Milner moved to accept first reading and place Bill
2025-043 on second and final reading, second by Alderman
Cockrell.
Yes: Milner, Cockrell, Beck, and Palma.
Motion carried 4-0.
City Clerk Kincaid gave second reading of Bill No. 2025-043.
Alderman Palma moved to approve Bill 2025-043 and enact
said bill as ordinance, second by Alderman Beck.

Motion carried 4-0.
BILL NO. 2025-044 City Clerk Robin Kincaid gave first reading of Bill No. 2025-044.
Police Hire-Jensen Alderman Cockrell moved to accept first reading and place Bill
2025-044 on second and final reading, second by Alderman Beck.
Yes: Cockrell, Beck, Milner, and Palma.
Motion carried 4-0.
City Clerk Kincaid gave second reading of Bill No. 2025-044.
Alderman Milner moved to approve Bill 2025-044 and enact
said bill as ordinance, second by Alderman Beck.

BILL NO. 2025-045 City Clerk Robin Kincaid gave first reading of Bill No. 2025-045.
Police Hire—Calhoun Mayor Rose stated how this is such an exciting time and a first in
her time as mayor to be hiring three police officers in one meeting.
Police Chief Skinrood also acknowledged how this is an
outstanding accomplishment and a huge thanks goes to HR
Manager Amy Strough for getting the modifications to the hiring
process passed, facilitating these people to get them through our
process, and making us fully staffed! This is a tremendous
accomplishment.
Alderman Milner moved to accept first reading and place Bill
2025-045 on second and final reading, second by Alderman
Cockrell.
Yes: Milner, Cockrell, Beck, and Palma.
Motion carried 4-0.
City Clerk Kincaid gave second reading of Bill No. 2025-045.
Alderman Palma moved to approve Bill 2025-045 and enact
said bill as ordinance, second by Alderman Beck.

BILL NO. 2025-046 City Clerk Robin Kincaid gave first reading of Bill No. 2025-046.
MDFB Infrastructure Costs LN Community Development Director explained that this is the second
request for a draw from the MDFB funds provided by the State of
Missouri for the public infrastructure for the LiveNation Project.
This request is for$1.879 million for utility infrastructure.
Alderman Beck moved to accept first reading and place Bill
2025-046 on second and final reading, second by Alderman
Cockrell.
Yes: Beck, Cockrell, Milner, and Palma.
Motion carried 4-0.
City Clerk Kincaid gave second reading of Bill No. 2025-046.
Alderman Cockrell moved to approve Bill 2025-046 and enact
said bill as ordinance, second by Alderman Palma.

Motion carried 4-0.
Catering Liquor License Alderman Beck moved to approve a temporary catering liquor
Temp Catering License license to Queen of Acorns, LLC for the BriarFest event on
August 15 & 16, 2025, at EH Young Park, 1001 NW Argosy
Parkway, Riverside, Missouri contingent upon State of Missouri
approval, second by Alderman Cockrell.
Yes: Beck, Cockrell, Milner, and Palma.
Motion carried 4-0.

Catering Liquor License Alderman Milner moved to approve a temporary catering liquor
Temp Catering License license to Callsign Brewing for the BriarFest event on August 15 &
16, 2025, at EH Young Park, 1001 NW Argosy Parkway,
Riverside, Missouri contingent upon State of Missouri approval,
second by Alderman Cockrell.
Yes: Milner, Cockrell, Palma, and Beck.
Motion carried 4-0.

CITY ADMINISTRATOR City Administrator Brian Koral announced a couple updates. The
Aquatic Project is on schedule to be able to be opened on time
this weekend, however, due to the forecast of cold and rainy
weather, we are pushing the dedication to June 3rd prior to our
BOA meeting that evening. The pool will still be opening this
weekend. Final lighting is up at the skate park. An Upstream Story
to share is an email the Mayor received. The Police Dept had
helped a couple on vacation inquiring about how to find a bike trail
they could enjoy. The couple had stopped Police Sergeant
Campbell, and he took the time to escort them to the trail and
even explained safety of the route of the trail. The couple were
very grateful and impressed how the officer went above and
beyond to help them. They congratulated the Mayor and the
Police Department for such wonderful community service.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Finance Director Erika Benitez shared a PowerPoint presentation
showing that we are at 83.3% through the fiscal year and right on
pace with the budget. Benitez explained a variety of Revenue,
Expenditure, and Investment details.
FIRE Fire Chief Gordon Fowlston reviewed the April 2025 monthly
reports that were included in the packet and all is pretty much
status quo.
POLICE Police Chief Chris Skinrood reported that there was little change
from the previous month and that is a good thing.
PUBLIC WORKS Public Works Director Tom Wooddell stated that they are doing a
lot of building maintenance, mowing, and swimming pool work to
name a few things.

LEVEE BOARD Mayor Rose commented that she and staff went to the monthly
levee board meeting to give a presentation of an option for their
consideration, about accessing the top of the levee for an access
point to get Argosy Hotel guests back and forth to the
amphitheater.
MAYOR'S DISCUSSION Mayor Kathy Rose reported that LiveNation people were here last
week, and we had numerous activities lined up for the short time
of their stay. We met with a world cup representative and
LiveNation was able to have discussions with them, and it was
very informative for LN. Our police and fire departments have
been invited to go to Indiana to one of the LN shows there for
them to be able to see firsthand how the large amphitheater
security and safety is handled. I attend the NRCC Adult
Leadership Class graduation for 2025. Fire Lieutenant Shawn
Rulon did really well in that class and enjoyed it. Today the NRCC
and PCEDC each had events for legislative wrap-ups, and they
reported that sixty-six bills passed out of 2,400 bills that were filed.
The Governor is going to call a special session in June. May is a
very busy month for our city. We have the staffing study coming in
July to begin discussions about what our needs really are. Thank
you to the Board for attending the events that you are able to
attend.
BOARD OF ALDERMEN Alderman Milner—Announced that he graduated from UMKC
about a week ago as Dr. Milner. He then announced that his son
graduated from Park Hill South last night.
Alderman Cockrell — Nothing to report.
Alderman Beck— Congratulations Dr. Milner.
Alderman Palma — Congrats Dr. Milner.
BREAK @ 7:49 P.M. Break was taken to set up the room for the work session.
RECONVENE @ 7:58 p.m. Mayor Rose reconvened the meeting for the Budget Work Session
at 7:58 p.m. Alderman Staci Bundy joined the work session.
BUDGET WORK SESSION City Administrator Brian Koral reviewed the Capital Projects
Fiscal Year 2025-2026 PowerPoint presentation by way of asking the Mayor and Board to
scan a QR code with their phones that would take them to screens
and allow them to number their priorities as 1 being most
important. This was done for numerous slides. There was a small
amount of group discussion held regarding the 2025-2026 Capital
Projects and there will be another work session at the next
meeting.

MOTION TO ADJOURN Alderman Cockrell moved to adjourn the meeting at 8:55 p.m.,
second by Alderman Milner.
