REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, June 3, 2025
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, June 3,
2025.
Mayor Rose called the meeting to order at 6:32 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Jason Draut, Steve Palma, and Rob
Milner.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Police Chief Chris Skinrood, and City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Draut moved to enter closed session pursuant to
CLOSED @ 6:32 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Milner.
Yes: Draut, Milner, Palma, Bundy, Beck, and Cockrell.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Milner moved at 6:44 p.m. to adjourn closed
CLOSED @ 6:44 P.M. session with no action taken, second by Alderman Draut.
Yes: Milner, Draut, Beck, Bundy, Cockrell, and Palma.
Motion carried 6-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn
Cockrell, Jason Draut, Rob Milner, and Steve Palma.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Chief Chris Skinrood,
Fire Chief Gordon Fowlston, City Engineer Travis Hoover, HR Manager Amy Strough, Fire
Captain Adam Ellis, Finance Director Erika Benitez, IT Manager Jason Ketter, AP Clerk Autumn
Manning, and City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENTS None.

PROCLAMATION Mayor Rose read the proclamation for World Elder Abuse
Awareness Day, June 15, 2025, and presented it to Debra Gwin,
Platte County Senior Fund.
CONSENT AGENDA Alderman Cockrell moved to approve the consent agenda as
presented, second by Alderman Milner.
Yes: Cockrell, Milner, Draut, Beck, Palma, and Bundy.
Motion carried 6-0.
MINUTES OF 05-20-2025 Alderman Cockrell moved to approve the minutes of the May 20,
2025, meeting, second by Alderman Milner.
Yes: Cockrell, Milner, Draut, Beck, Palma, and Bundy.
Motion carried 6-0.
RESOLUTION 2025-078 Alderman Cockrell moved to approve Resolution 2025-078
Bill Pay authorizing the expenditure of funds out of the City treasury of the
City of Riverside for Fiscal Year 2024-2025 weeks ending May
23rd and May 30th in the amount of$437,308.39, second by
Alderman Milner.
Yes: Cockrell, Milner, Draut, Beck, Palms, and Bundy.
Motion carried 6-0.
RESOLUTION 2025-079 Alderman Cockrell moved to approve Resolution 2025-079
Range Use Agreement authorizing the mayor to execute a range use agreement with Mill
Creek Rifle Club, Inc., for use of range facilities for law
enforcement training purposes, second by Alderman Milner.
Yes: Cockrell, Milner, Draut, Beck, Palma, and Bundy.
Motion carried 6-0.
RESOLUTION 2025-080 Alderman Cockrell moved to approve Resolution 2025-080
Convergint Technologies, LLC authorizing the mayor to execute a customer support program
agreement with Convergint Technologies, LLC for software
support services for the City's Milestone and Gallagher Systems,
second by Alderman Milner.
Yes: Cockrell, Milner, Draut, Beck, Palma, and Bundy.
Motion carried 6-0.
REGULAR AGENDA
PUBLIC HEARING Mayor Rose opened the public hearing at 7:06 p.m. regarding
Chapter 100 Bonds- Soccer consideration of a plan for industrial development providing sales
tax exemption on construction materials for Phase 3 of the Soccer
Complex Project, which consists of the design and construction of
an outdoor stadium with a 2,000-person capacity and a 17,000
square foot performance center. The location of the project is
5000 NW Canal Street in Riverside, Missouri.
Community Development Director Mike Duffy explained that this is
the next phase of the soccer project for KC Current. Gilmore and
Bell has been working with them on this project for
$16,800,000.00. A few other details were highlighted and shared
with the Board and Sarah Granath from G&B asked if she could

answer any questions. Mayor Rose asked if there were any further
questions or comments and hearing none, closed the public
hearing at 7:09 p.m.
BILL NO. 2025-047 City Clerk Robin Kincaid gave first reading of Bill No. 2025-047.
Chapter 100 Bonds—Soccer Alderman Cockrell moved to accept first reading and place Bill
2025-047 on second and final reading, second by Alderman
Milner.
Yes: Cockrell, Milner, Palma, Bundy, Draut, and Beck.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2025-047.
Alderman Milner moved to approve Bill 2025-047 and enact
said bill as ordinance, second by Alderman Draut.
Yes: Milner, Draut, Cockrell, Beck, Palma, and Bundy.
Motion carried 6-0.
BILL NO. 2025-048 City Clerk Robin Kincaid gave first reading of Bill No. 2025-048.
Fire Hire—O'Brien Mayor Rose welcomed Jeremy O'Brien, his wife and three sons to
the City of Riverside. Fire Chief Gordon Fowlston announced that
he was selected as the Assistant Fire Chief from 24 applicants
and he went through a two-step interview process. He
was a standout candidate in the entire process and we look
forward to working together.
Alderman Milner moved to accept first reading and place Bill
2025-048 on second and final reading, second by Alderman
Cockrell.
Yes: Milner, Cockrell, Bundy, Draut, Beck, and Palma.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2025-048.
Alderman Milner moved to approve Bill 2025-048 and enact
said bill as ordinance, second by Alderman Draut.
Yes: Milner, Draut, Palma, Beck, Bundy, and Cockrell.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral reported that Reaching Riverside
opening weekend was this past weekend. He then announced
that Thursday, June 12th we will be at the pool for the Graystone
Area RR, June 13th will be at Gatewoods Neighborhood and then
on Saturday, June 14th at the Riverside Townhomes. We are
working our way across the City. Thank you to our Police and Fire
Departments for being at these events as well. It is really nice to
see families attend that have been at these events for several
years now and we thank you, the Board of Aldermen, for
supporting these events.

MAYOR'S DISCUSSION Mayor Kathy Rose apologized for missing the Reaching Riverside
on Friday evening. She was able to attend the Italian Fest, it was
so fun and there was a great crowd at Zona Rosa. Saturday's
Reaching Riverside event was a smaller group in the Riverside
Heights area, but it was still a wonderful event.
BOARD OF ALDERMEN Alderman Beck— Nothing to report.
Alderman Bundy — Nothing to report.
Alderman Palma — Nothing to report.
Alderman Draut— Nothing to report.
Alderman Milner— Reaching Riverside was great, and we got to
see "Uncle Brian" helping two children to resolve an issue at the
event. It was great!
Alderman Cockrell —Our event was really nice! It was a beautiful
day with many young families attending. There was a smaller
group but a nice mix of ages.
BREAK @ 7:23 P.M. Break was taken to set up the room for the budget work session.
RECONVENED 7:28 p.m. Mayor Rose reconvened the meeting for the Budget Work Session
at 7:28 p.m. Roll was called with all six aldermen present.
BUDGET WORK SESSION City Administrator Koral reviewed the previous year's highlights
Fiscal Year 2025-2026 with a brief historical budget perspective presented through a
PowerPoint presentation. Koral introduced the FY26 Budget
Proposal expenditures for General Fund, Compensation Plan,
Insurance and Civic Commitments. Finance Director Erika Benitez
shared an overview of other major funds and the next steps of the
budget process. The FY26 Budget will be considered at the June
17th regular meeting.
MOTION TO ADJOURN Alderman Beck moved to adjourn the meeting at 8:43 p.m.,
second by Alderman Milner.
Yes: Beck, Milner, Bundy, Palma, Cockrell, and Draut.
