REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, June 17, 2025
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, June 17,
2025.
Mayor Rose called the meeting to order at 6:00 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Steve Palma, and Rob Milner (arrived
at 6:12 p.m.).
Alderman Jason Draut was absent.
Also present were City Administrator Brian Korai, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, HR Manager Amy Strough, Police Chief Chris Skinrood, and City
Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Bundy moved to enter closed session pursuant to
CLOSED @ 6:00 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Cockrell.
Yes: Bundy, Cockrell, Beck, and Palma.
Motion carried 4-0.
MOTION TO ADJOURN Alderman Milner moved at 6:51 p.m. to adjourn closed
CLOSED @ 6:51 P.M. session with action taken, second by Alderman Cockrell.
Yes: Milner, Cockrell, Palma, Bundy, and Beck.
Motion carried 5-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn
Cockrell, Rob Milner, and Steve Palma.
Alderman Jason Draut was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Fire Chief Gordon Fowlston,
Police Chief Chris Skinrood, HR Manager Amy Strough, City Engineer Travis Hoover, Capital
Projects/Parks Manager Noel Challis Bennion, Finance Director Erika Benitez, and City Attorney
Paul Campo.

PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT Elise Grosdidier—4503 NW Apache Drive —shared comments
about the Fireworks regulations and concerns regarding the period
to shoot the fireworks was far too long. She asked that the Board
of Aldermen to have a discussion, review all the regulations and
consider a possible compromise by shortening the time currently
allowed to shoot fireworks.
CONSENT AGENDA Alderman Cockrell moved to approve the consent agenda as
presented, second by Alderman Milner.
Yes: Cockrell, Milner, Palma, Beck, and Bundy.
Motion carried 5-0.
MINUTES OF 06-03-2025 Alderman Cockrell moved to approve the minutes of the June 3,
2025, meeting, second by Alderman Milner.
Yes: Cockrell, Milner, Palma, Beck, and Bundy.
Motion carried 5-0.
COURT REPORT Alderman Cockrell moved to approve the May 2025 Court Report,
second by Alderman Milner.
Yes: Cockrell, Milner, Palma, Beck, and Bundy.
Motion carried 5-0.
RESOLUTION 2025-082 Alderman Cockrell moved to approve Resolution 2025-082
Employment Incentive Agmnt approving the form of employment incentive agreement and
authorizing the City Administrator to execute the same, second by
Alderman Milner.
Yes: Cockrell, Milner, Palma, Beck, and Bundy.
Motion carried 5-0.
RESOLUTION 2025-083 Alderman Cockrell moved to approve Resolution 2025-083
Safety Incentive Prog. Policy approving the City of Riverside Safety Incentive Program Policy,
second by Alderman Milner.
Yes: Cockrell, Milner, Palma, Beck, and Bundy.
Motion carried 5-0.
RESOLUTION 2025-084 Alderman Cockrell moved to approve Resolution 2025-084
Argosy Group Sales Agmnt approving a group sales agreement with Argosy Casino & Hotel
for the 2025 City holiday celebration, second by Alderman Milner.
Yes: Cockrell, Milner, Palma, Beck, and Bundy.
Motion carried 5-0.
RESOLUTION 2025-085 Alderman Cockrell moved to approve Resolution 2025-085
Appoint Assistant Treasurer approving the Mayoral appointment to the position of Assistant
Treasurer, second by Alderman Milner.
Yes: Cockrell, Milner, Palma, Beck, and Bundy.
Motion carried 5-0.

RESOLUTION 2025-086 Alderman Cockrell moved to approve Resolution 2025-086
CO1 Julius Kaaz Construction approving Change Order 1 to the agreement with Julius Kaaz
Construction Company, Inc. for Vivion Rd Tail Segment 1 resulting
in a revised contract amount of$1,231,834.00, second by
Alderman Milner.
Yes: Cockrell, Milner, Palma, Beck, and Bundy.
Motion carried 5-0.
REGULAR AGENDA
BILL NO. 2025-049 City Clerk Robin Kincaid gave first reading of Bill No. 2025-049.
FY26 Compensation Plan HR Manager Amy Strough reported that this coincides with the
adoption of the budget increasing the pay scales by a 2% COLA
Alderman Milner moved to accept first reading and place Bill
2025-049 on second and final reading, second by Alderman
Cockrell.
Yes: Milner, Cockrell, Beck, Bundy, and Palma.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2025-049.
Alderman Cockrell moved to approve Bill 2025-049 and enact
said bill as ordinance, second by Alderman Beck.
Yes: Cockrell, Beck, Palma, Milner, and Bundy.
Motion carried 5-0.
BILL NO. 2025-050 City Clerk Robin Kincaid gave first reading of Bill No. 2025-050.
9 HWY Connector Trail Capital Projects/Parks Manager Noel Challis Bennion explained
the purpose of this bill and showed a slide of the location of the
project where the Right of Way acquisitions are needed. City
Attorney and Bennion answered questions from the Board.
Alderman Milner moved to accept first reading and place Bill
2025-050 on second and final reading, second by Alderman
Palma.
Yes: Milner, Palma, Cockrell, Bundy, and Beck.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2025-050.
Alderman Palma moved to approve Bill 2025-050 and enact
said bill as ordinance, second by Alderman Bundy.
Yes: Palma, Bundy, Beck, Milner, and Cockrell.
Motion carried 5-0.
RESOLUTION 2025-087 Capital Projects/Parks Manager Noel Challis Bennion remarked
EH Young Sculpture Base that this sign and sculpture base have been a long time coming.
PowerPoint slides were shown for more clarity of the location and
a picture of the final sculpture that was selected.
Alderman Beck moved to approve Resolution 2025-087
awarding the bid for the EH Young sign sculpture base and
approving the agreement between the City and Gunter
Construction Company for such project, second by Alderman
Cockrell.
Yes: Beck, Cockrell, Milner, Bundy, and Palma.
Motion carried 5-0.

RESOLUTION 2025-088 City Engineer Travis Hoover reviewed the small overrun
CO1 Barkley Asphalt Co, Inc on mill and overlay and some extra patching that had to be done,
this incorporates all of that. They had good weather and were able
to get it all completed in a two-week period.
Alderman Beck moved to approve Resolution 2025-088
approving Change Order 1 to the agreement with Barkley Asphalt
Co, Inc. for 2025 Street Maintenance—Asphalt resulting in a
revised contract amount of$179,692.40 for such purposes,
second by Alderman Cockrell.
Yes: Beck, Cockrell, Bundy, Milner, and Palma.
Motion carried 5-0.
RESOLUTION 2025-089 Finance Director Erika Benitez stated that this amendment is for
FY25 Budget Amendment $146 and the reason this was necessary.
Alderman Beck moved to approve Resolution 2025-089
amending the fiscal year 2024-2025 annual budget for the City of
Riverside, Missouri, second by Alderman Cockrell.
Yes: Beck, Cockrell, Milner, Palma, and Bundy.
Motion carried 5-0.
RESOLUTION 2025-090 Finance Director Erika Benitez reported that there have been
FY26 Budget Adoption three changes made from the PowerPoint presentation that was
presented a couple of weeks ago and detailed each.
Alderman Cockrell moved to approve Resolution 2025-090
adopting the fiscal year 2025-2026 annual budget for the City of
Riverside, Missouri, second by Alderman Milner.
Yes: Cockrell, Milner, Bundy, Palma, and Beck.
Motion carried 5-0.
RESOLUTION 2025-081 Alderman Beck moved to approve Resolution 2025-081
Bill Pay authorizing the expenditure of funds for fiscal year 2024-2025 for
weeks ending June 6th and June 20th in the amount of
$1,488,926.73, second by Alderman Cockrell.
Yes: Beck, Cockrell, Milner, Palma, and Bundy.
Motion carried 5-0.
CITY ADMINISTRATOR City Administrator Brian Koral announced that Reaching Riverside
events will continue next weekend, Friday, June 27th, Northwood
Acres at the Mayor's house and Saturday, June 28th, at the
Riverside Townhomes. An update was given on the IRIS program
with PowerPoint slides shown. We will be approving a month-to-
month agreement beginning July 1, 2025, at the next meeting and
looking at options for the future of this program.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reported that there
will be the Riverside Chamber Art Walk, Saturday, June 21st from
10 a.m. to 4 p.m. at the Welcome Plaza.
ENGINEERING Nothing to report.

FINANCE Finance Director Erika Benitez shared a PowerPoint presentation
showing that we are at 91.7% through the fiscal year and right on
pace with the budget. Mayor Rose commented that she
appreciates all the staff and congratulated them on their excellent
work on the budget.
FIRE Fire Chief Gordon Fowlston reviewed the May 2025 monthly
reports that were included in the packet and all is pretty much
status quo. Chief Jeremy O'Brien is doing well and has a lot of
good ideas to possibly implement in the near future. Fireworks will
be a good portion of our work for the next several weeks.
POLICE Police Chief Chris Skinrood reported that there was little change
from the previous month and that is a good thing. Our dispatchers
have been relocated to South Patrol while updates to their office
furniture are being installed. Public Works removed all the 20+
year old furniture to make room for the new furniture, and we
really appreciated their help. Dispatch hopefully will be back in
their office here with the new furniture installed by Friday morning.
PUBLIC WORKS Public Works Director Tom Wooddell stated that trash will be
delayed due to the Juneteenth holiday.
LEVEE BOARD Mayor Rose asked CA Koral to report on the field trip taken with
the Levee board to consider some sort of transportation concept
from the Argosy to the new amphitheater by way of the levee.
MAYOR'S DISCUSSION Mayor Kathy Rose reported that Nell Hill had a warehouse sale on
Riverside Street, there was a huge crowd! The signage we just
approved is great and we need to look at signage for Homestead
Park. 9 Hwy signage has additional signage to help address
directing of traffic to Riverside. We have had fireworks stands
comment that they are very concerned about the traffic flows and
construction detours and we are meeting with some of them this
Friday. I do want to address codes enforcement, grass is a
continual issue, and we need to stay on top of it and vehicles
parking in yards, just to figure out how to deal with these issues.
Community Development Director Duffy, City Attorney Campo,
and the Board had codes discussions for several minutes. Mayor
Rose mentioned that the Reaching Riverside at Homestead Park
the Ethiopian Church pastor was there and said that his
congregation is growing and they love Riverside. There is a need
to teach English to them, and he was inquiring of any known
sources. Friday evening, June 27', 6-8 pm, is the Reaching
Riverside event at my house for all of Northwood Acres and that
includes over 100 homes. I hope we have a big group and a lot of
fun! Saturday, June 28th, 12-2 pm, is at the Townhomes and that
one always has a great turnout. I hope all of you will be able to
attend. I have been involved in some World Cup meetings and
NKC is purchasing a 16' X 9' big screen to have available at their
events so 300 people would be able to view the FIFA games, and

they want to know if we want to purchase one as well. We can
discuss that later. She then discussed the Lenexa, Ks. Police
Department news report on their use of drones. Chief Skinrood
then explained our use and training of drones for the Riverside
Police Department. Mayor Rose then commented on the crowds
of people that are using the splash pad and pool. Our Greystone
Reaching Riverside event at the pool was small but mighty and
they really enjoyed themselves. It was another great event. Hats
off to Police and Fire for attending these events, the kids love it.
BOARD OF ALDERMEN Alderman Cockrell — I wanted to tell Noel how many compliments I
have received from neighbors and even people that don't live in
Riverside about loving the pool renovations.
Alderman Milner— I have also received a lot of positive comments
about the pool and splashpad. Accolades to you for the Reaching
Riverside ads, I think this will help get our numbers back up. I also
want to share that city cosmetics and art are very important to me
for the City. I believe the signage and art are great things to spend
our funds on, in and around our parks. Finally, there seems to be
a lot of attention to the fireworks over the years, and we should
give this issue some conversation.
Alderman Palma — I regret that I have not been able to attend the
Reaching Riverside events. I realize how important the events are,
and I do regret not attending.
Alderman Bundy— Our 4th of July festivities in Montebella will be
coming up soon and we would love for Police and Fire to come
and enjoy the time with us. It is a really cool event with an
amazing fireworks program by a resident in the neighborhood.
Alderman Beck— I do appreciate the Reaching Riverside event in
our neighborhood. The Mayor was even in the bounce house
jumping around with the kids inside. It is always a great time; I
hope other cities follow our example. I also thank Mike Duffy and
all the staff for answering my codes questions earlier.
MOTION TO ADJOURN Alderman Milner moved to adjourn the meeting at 8:05 p.m.,
second by Alderman Beck.
