AN ORDINANCE AMENDING CITY CODE CHAPTER 240 TO ESTABLISH PARK
RULES AND REGULATIONS FOR CITY PARKS, TRAILS, AND RECREATIONAL
FACILITIES.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE,
MISSOURI, AS FOLLOWS:
Section 1. That Section 240.010 of the Riverside Municipal Code is hereby amended to read
as follows:
Section 240.010. Park Rules and Regulations.
A. Applicability. These rules shall apply to all parks, trails, and recreational areas owned or
operated by the City of Riverside, including but not limited to EH Young Riverfront Park,
Renner Brenner Site Park, Waterfall Park, Homestead Park, and City Trails.
B. Park Hours.
1. EH Young Riverfront Park: 5:00 A.M. — Midnight.
2. Renner Brenner Site Park: Dawn — 10:00 P.M.
3. Waterfall Park and Homestead Park: Dawn — Dusk.
4. City Trails: Dawn — Dusk.
C. General Conduct.
1. All visitors shall respect other park users and behave in a courteous and non -
disruptive manner.
2. The use of radios, amplified sound equipment, or other noise -emitting devices shall
be limited to a volume that does not disturb others.
3. City staff may request that any visitor violating park rules leave the premises.
D. Alcohol and Food Sales. Alcoholic beverages and food sales are prohibited unless
authorized by a special permit issued by the City.
E. Fires. Fires are permitted only in grills provided by the City at designated shelter houses.
F. Pets.
1. All pets must be on a leash not exceeding six (6) feet in length except within the
designated off -leash dog area.
2. Owners must clean up after their pets.
3. Pets are prohibited from entering playground areas and designated playing surfaces,
unless otherwise posted.

G. Playground Use.
1. Adult supervision is recommended for all minors using playground equipment.
2. Playground features must be used only as intended and within designated age limits.
H. Environmental Protection.
1. Removal or destruction of vegetation, wildlife, or archaeological artifacts is strictly
prohibited.
2. Visitors shall not disturb, remove, or damage plants, trees, or wildlife.
I. Trash and Littering. Trash shall be placed in containers provided or removed from the
premises. Littering is prohibited.
J. Vehicles. Motor vehicles must remain on designated roads and parking areas. Off -road
vehicle use in parks or on trails is prohibited.
K. Prohibited Activities.
l . The following are strictly prohibited in all parks and on all trails:
a. Fireworks and open fires.
b. Camping or overnight stays.
C. Use of bows, arrows, firearms, and any projectile devices.
d. Remote control vehicles, model airplanes, and drones.
e. Metal detecting or removal of artifacts.
L. Trail Etiquette and Safety.
1. Travel at a safe and controlled speed. Cyclists must yield to pedestrians.
2. Remain on the right side of the trail and pass on the left using an audible signal
(e.g., "On your left!").
3. Users shall be mindful of children, seniors, and others with limited mobility.
M. Enforcement. It shall be unlawful to violate any provision of this Section. City of Riverside
personnel are authorized to enforce these rules and may require any person violating park
regulations to leave park property.
Section 2. That Section 240.020 of the Riverside Municipal Code is hereby amended to read
as follows:
Section 240.020. Pickleball Court Complex Rules and Regulations.

A. Purpose. The City of Riverside establishes the following rules and regulations for use of
the Pickleball Court Complex to ensure the safety, enjoyment, and equitable use of the
facility by all patrons.
B. Hours of Operation. The Pickleball Court Complex shall be open daily from 5:00 A.M. to
11:45 P.M. Use of the facility outside these hours is prohibited.
C. Permitted Uses. The Pickleball Court Complex is intended solely for playing Pickleball or
for City -sponsored Pickleball-related events and activities. The City of Riverside shall have
priority use of the courts for City -approved or City -sponsored activities.
D. Conduct and Safety.
1. All users of the Pickleball Court Complex do so at their own risk.
2. Children under twelve (12) years of age must be accompanied and supervised by
a responsible adult.
3. All players and guests shall adhere to proper Pickleball etiquette and exhibit
respectful behavior at all times.
4. Abusive language and disruptive conduct are prohibited.
5. Players shall not interrupt play on adjacent courts and shall wait until a point
concludes before crossing a court.
E. Equipment and Footwear. Only closed -toe, non -marking, proper court shoes are
permitted on the playing surface. Abuse of nets or other City -owned equipment is strictly
prohibited.
F. Prohibited Items and Activities.
1. No food is allowed on the courts at any time.
2. Only water is permitted on the courts; all other beverages are prohibited.
3. Glass containers are prohibited within the Pickleball Court Complex.
4. Pets are not allowed on the courts at any time.
5. Bicycles, roller blades, roller skates, skateboards, and similar wheeled devices are
not allowed on the courts.
6. Radios and other devices emitting music or amplified sound are not permitted.
G. Court Rotation Rules.
West Side Courts (Next Up Paddle System):
a. When all four (4) courts are full, players wishing to play shall place one
(1) to four (4) paddles in the "next up" slots to signify intent to play.
b. Games shall be played to eleven (11) points, win by two (2).
C. Players must call out the score during play and announce "court" upon
game completion.
d. The winning team may remain on the court for one (1) additional
consecutive game but must rotate off after playing two (2) consecutive
games.
2. East Side Courts (Time Limit System):
a. When all four (4) courts are full and other players are waiting, court use
shall be on a first -come, first -served basis.
b. Players are limited to one (1) hour of court time.
C. Players must monitor their own start time and comply with the time limit
honestly.
d. Waiting players must indicate their intent to play in a clear and respectful
manner.
Section 3. That Section 240.030 of the Riverside Municipal Code is hereby amended to read
as follows:
Section 240.030. Off -Leash Dog Park Rules and Regulations.
A. Purpose. The City of Riverside establishes the following rules and regulations for use of
the Off -Leash Dog Park to ensure the safety, enjoyment, and equitable use of the facility
by all patrons.
B. Hours of Operation. The Off -Leash Dog Park shall be open daily from Sunrise to Sunset.
Park may be closed periodically for maintenance.
C. Permitted Uses. The Off -Leash Dog Park is intended solely for an off -leash area where
canines can exercise in a clean, safe environment under supervision of people who wish to
enjoy interaction with their pets and other dog owners.
D. Conduct and Safety.
1. All users of the Off -Leash Dog Park do so at their own risk. By using the park,
visitors waive any claim of liability by the City of Riverside for any injury or
damage and visitors are solely liable for injuries or damages caused by their
dog(s). All animal to human bites must be reported to Riverside Animal Control.
2. Dogs must be current on all vaccinations as required by law.
3. Where required, dogs must be licensed in the City where they reside.
4. Collars, Vaccinations, and ID tags must be worn at all times.
5. Dogs must be supervised at all times by a responsible person at least 16 years of
age. The responsible person shall ensure that the dog knows how to appropriately
socialize with other dogs before using the park.
6. All dogs visiting the park must be spayed or neutered.
7. Dogs must be removed immediately from the off -leash dog area at the first sign of
aggression.
8. No visitor may bring more than 2 dogs into the off -leash area at any one time.

9. Visitors must clean up after their dogs and deposit waste in dog waste
containment unit provided.
10. Visitors must repair all holes and damage done by dogs they bring to the park.
11. Visitors must keep dogs they bring in sight and under voice control at all times.
12. Visitors must keep gates closed when not entering or exiting.
E. Equipment. Dogs must be leashed on a non -retractable leash of 6' or less until safely
inside fenced entry area and returned to leash prior to exiting. No dogs are allowed within
the off -leash area while restrained by a leash. Visitors must have possession of a leash at
all times.
F. Prohibited Items and Activities.
1. Sick or injured dogs.
2. Puppies under the age of 4 months.
3. Pinch, spiked or choke collars.
3. Aggressive dogs.
4. Food of any kind.
5. Glass containers.
6. Female dogs in heat.
7. Any animals other than dogs.
8. Strollers, bicycles, chairs, skateboards, etc.
9. Alcohol.
10. Unvaccinated dogs.
11. Children Under 8 years old.
12. Commercial trainers or walkers using the area to conduct their business.
Section 4. This ordinance shall be in full force and effect from and after its passage and
approval.
BE IT REMEMBERED that the above was read two times by heading only, PASSED AND
APPROVED by a majority of the, Board of Aldermen and APPROVED by the Mayor of the City
