HomeMy WebLinkAbout1999-09-14 SpecialBOARD OF ALDERMEN SPECIAL MEETING SEPTEMBER 14, 1999 The Board of Aldermen for the City of Riverside met in special session at 7:30 p.m. in the Council Chambers at City Hall, 4500 NW High Drive, Riverside, MO. Those present were: Mayor Ed Rule, Aldermen Ron Super, Brenda Teters, Pamela Darata, Betty Burch, Ray Beard, and George Flaws. Also present were: Tim Wagner, Representative from Universal Construction, Dennis Varble, architect with Hoefer-Wysocki, and Ann Daniels, acting as City Clerk pro tem. Mayor Rule asked Mr. Wagner, who is the estimator for Universal, to review the bid process, outcome of opening the bids, and alternatives to bringing the bid in on target. Mayor Rule asked why the bids had come in $1,092,198 over their bid estimate. Mr. Wagner stated he had spoken with various bidders who had told him the labor market was saturated with work"now and contractors don't want to start something new because they are having problems hiring additional qualified employees. The bids received were at the premium rate. He stated the project had been bid in thirty (30) separate packages. Fourteen (14) packages had received no bids; One did not include the required Bid Bond at the time of bid opening; and several received only one or two bids. Wagner stated Universal believed it would be better to wait until Spring to re-bid the project, or at least late winter, so that some of the contractors might have a better idea of their work load for the Spring season and the bids would probably be more competitive. Following discussion, and with assurances from both Wagner and Varble that they could re-design the project without changing the appearance of the building so that the bids would be within their projected estimate, a motion was made by Alderman Super, seconded by Alderman Teters, that the City Hall project be re-bid in late November with the understanding that if the bids then do not come in within the estimate, the project would be tabled until a later date. The vote was as follows: Aye - Aldermen Beard, Teters Nay - None Burch, Darata, Flaws, Super and The motion carried. Varble and Wagner left the meeting. The vote was as follows: Aye - Aldermen Teters, Super, Flaws, Darata, Burch, and Beard Nay - None The motion carried. A brief recess was held. All returned to their seats following the recess. A review of the proposed Job Description for the position of City Engineer was held with the deletion in two sections of the Job Description which would remove the requirement under "DESIRED MINIMUM QUALIFICATIONS (B) and SPECIAL REQUIREMENTS (B) for the person hired to be hold professional registration in the state of Missouri. A salary range was set between $40,000 - $48,000. Dick Winner, currently under contract with the City to provide City Engineering services, will remain in the position until the street projects currently underway are completed, approximately the end of 1999. Ads will be placed in professional magazines, RC Star, and Missouri Municipal League, also including a statement "the salary range is $40,000 - $48,000, with the salary being comparable with experience." A review of questions presented by Alderman Beard was held. Ann Daniels was instructed to invite Jeri Doyle, RC Area Transportation Authority, to attend the next meeting to share information concerning the removal of bus transportation through Riverside.
