RIVERSIDE, MISSOURI
Thursday, January 16, 2025
6:30 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at
Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri.
The meeting was called to order at 6:25 p.m. Answering roll call were Al Bowman, Elise
Grosdidier, Gale Perkins, Mike Lombardo and Matthew Christopher. Homeowners Connie Osborn-
Hulburt and Dwayne Hulbert were also present. City Planner Sarah Wagner and Community
Admin Assistant Rhonda Smith were present. Members absent were Richard Lanning, Ray Uhl,
Mike Soler, Frank Biondo and Mayor Kathy Rose.
Approval of Minutes of
September 26, 2024.
Commissioner Perkins moved to approve the minutes of September 26,
2024, seconded by Commissioner Bowman. Motion passed 5-0.
Final Plat – 5005 & 5007
NW Merrimac
City Planner Sarah Wagner presented the staff report. She noted that two
property owners wanted to modify their adjacent lot lines. The smaller
lot would add an additional 2000 square feet, approximately two feet to
the south of the property and three feet to the west.
Commissioner Bowman moved to approve Final Plat – 5005 & 5007 NW
Merrimac Avenue and recommend to the Board of Alderman, seconded
by Commissioner Christopher. Motion passed 5-0.
Adjourn
Commissioner Bowman moved to adjourn at 6:30 p.m.
Commissioner Christopher seconded and the meeting was adjourned 5-
0.

Site Area: Approximately 862,247 Acres
Number of Proposed Lots: 5 Lots and 1 Tract
Procedure: This application is a major subdivision within the UDO. The final plat will be reviewed by
the Planning Commission and final action will be taken by the Board of Aldermen.
Overview
Site History: The plat is part of an annexation, approved on February 8, 2008.
Lots: The lots will range in size from 10,338 sq.ft. to 440,443 sq.ft. Lots 206, 207, 208, and 209 will
have a front setback of 25’ that was approved as part of the Planned Development in 2008. Lot 210 is a
holding lot that will be subdivided at a later date as part of the 6th phase of Montebella. It has been
included in this plat because it contains where the stormwater form the other four lots will be conveyed.
Transportation: The development will have access to Northwood Road via NW Sienna Ridge to
Montebella Drive. NW Martin Street will also be extended from Bella Ridge to the north to intersect
with NW Sienna Ridge.
Utilities: The development will connect to and extend existing utilities throughout the site.
Analysis
The Comprehensive Master Plan indicates that this area could provide an opportunity for new high-
quality residential development. The Plan also discusses the need for more housing and more variety of
housing. The proposed plat is in conformance with all these goals.
Recommendation
The final plat meets the criteria for platting and is in conformance with the Comprehensive Master Plan;
therefore, staff recommends approval of the Final Plat.

PERPETUAL DRAINAGE EASEMENT
Perpetual Drainage Easements indicated on the plat as “D/E” are hereby dedicated to the City
of Riverside, Missouri such that the City may direct storm water and other surface waters and
construct such improvements as City may deem necessary to direct and convey such storm
water and other surface waters on, over, under and through the designated Perpetual Drainage
Easement. The City shall have the right at all times to go upon the Perpetual Drainage
Easement to inspect, maintain, repair and improve on, under, over and through the easements
in such manner as the City deems necessary in the City's sole discretion. The Property owners

An easement or license is hereby granted to Platte County Regional Sewer District to locate,
construct and maintain or authorize the location, construction and maintenance and use of
sanitary sewer mains under and along the strips designated "Sewer Easement" or "S/E".
BUILDING LINES
Building lines or setback lines are hereby established and no building or portion thereof shall be
built between this line and the lot line nearest thereto.
MAINTENANCE OF TRACTS:

EASEMENT DEDICATION
An easement is hereby granted to Riverside, Missouri, for the purpose of locating, constructing,
operating, and maintaining facilities for water, gas, electricity, sewage, telephone, cable tv and
surface drainage, including, but not limited to, underground pipes and conduits, pad mounted
transformers, service pedestals, any or all of them upon, over, under and along the strips of land
designated utility easements (U/E), provide that the easement granted herein is subject to any
and all existing easements. Any utilities located within the designated utility easements by virtue
of their existence, do hereby covenant, consent, and agree that they shall be subordinate to said
public right of way, in the event that additional public right of way is dedicated over the location
of the utility easement. Where other easements are designated for a particular purpose, the use
thereof shall be limited to that purpose only. All of the above easements shall be kept free from
any and all obstructions which would interfere with the construction or reconstruction and
proper, safe and continuous maintenance of the aforesaid uses and specifically there shall not
be built thereon or thereover any structure (except driveways, paved area, grass, shrubs and
fences) nor shall there be any obstruction to interfere with the agents and employees of
Riverside, Missouri, and its franchised utilities from going upon said easement and as much of

Horizons East Soccer
General Information
Applicant: KC WFC Training, LLC
Location: Lot 5 Riverside Soccer
Application: Final Development Plan
Zoning: PD- Planned Development
Existing Land Use: Undeveloped
Proposed Land Use: Soccer pitch, seating, and associated buildings.
Final Development Plan: Final Development Plan will be reviewed by the Planning
Commission and the Board of Aldermen for approval.
Site Area: 7.86 acres
Building Size: TBD
Analysis
Site Layout: The proposed site is undeveloped. The property is bound to the north by the KC
Current Training Facility. The property to the east, south, and west are undeveloped at this
point but are planned for future soccer pitches and other supporting development.
The applicant is proposing a single grass pitch. This pitch will have approximately 2,000 fixed
seats on the west side with the ability to expand searing to the south if needed in the future. The
applicant is anticipating constructing two buildings to the north of the pitch in the future to
support the needs of this pitch.
Parking: The applicant has provided 89 paved parking stalls. The grass area to the south of the
pitch will be used as temporary parking for large events for the first 24 months of operations
after the final certificate of occupancy is issued. After that time the applicant will have to
submit a permanent parking plan to the City for approval.
Infrastructure:
Sanitary Sewer: Sanitary sewer connection is available on the east side of NW Canal Street.
Water: Water connection is available on the east side of NW Canal Street.
Gas: Gas connection is available on the east side of NW Canal Street.
Electric: Electric connection is available on the east side of NW Canal Street.
Telecommunication: Telecommunication/fiber optics is available along the east side of NW
Canal Street.

Stormwater: Stormwater from this site will be conveyed offsite to the city regional detention
system. Runoff will be directed to the detention pond to the east of the site.
Building Design: The applicant is proposing two future buildings. At this time, they have not
determined the specific designs. Future building plans will be reviewed by the City to ensure
compliance with the approved Planned Development regulations for Riverside Soccer.
Outdoor Storage: There is no outdoor storage proposed for this development.
Landscaping: Landscaping has been designed in accordance with our existing PD regulations.
The applicant has provided an acceptable mixture of street trees, and planting beds.
Signage: Site signage will include signage on and around the pitch as well as a large video
messaging board located on the south side of the pitch.
Comprehensive Plan: The new 2024 Comprehensive Plan identified this area specifically for
commercial recreation and entertainment building on the existing KC Current training facility.
This small scale stadium compliments the existing KC Current training facility and will add to
the potential of future development on adjacent property.
Recommendation
Staff finds the application in conformance with the intent set forth in the UDO and the goals
established in the Comprehensive Plan and therefore recommends approval of the application.
