REGULAR MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, March 3, 2025
5:30 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at
Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri.
The meeting was called to order at 5:38 p.m. Answering roll call were Elise Grosdidier, Gale
Perkins, Mike Lombardo, Mike Soler and Matthew Christopher. Palmer Square representive
Yianni Vrentas and Olsson representative Daniel Eickman were also present. City Planner Sarah
Wagner, Fire Marshall Keith Payne and Community Admin Assistant Rhonda Smith were present.
Members absent were Richard Lanning, Ray Uhl, Al Bowman, Frank Biondo and Mayor Kathy
Rose.
Approval of Minutes of
Januar 16, 2025.
Commissioner Christopher moved to approve the minutes of January 16,
2025, seconded by Commissioner Perkins. Motion passed 5-0.
Final Plat – Montebella 5th
Plat
City Planner Sarah Wagner presented the staff report. She noted that the
plat was originally approved in 2023. However, changes were needed
and the plat was revised. The new plat adds a lot for stormwater support
and easements.
Commissioner Soler moved to approve Final Plat – Montebella 5th Plat
and recommend to the Board of Alderman, seconded by Commissioner
Christopher. Motion passed 5-0.
Final Development Plan –
Soccer Pitch Project
City Planner Sarah Wagner presented the staff report. She noted that the
plan is to add a new pitch with other amenities coming in gradually
including stadium seating, mixed used retail and additional parking.
Yianni Vrentas noted that they would like to see how the project
develops before committing to additional amenities. Any new project
plans will be brought to the Planning Commission in the future.
Commissioner Perkins moved to approve the Final Development Plan –
Soccer Pitch Project.
Commissioner Christopher seconded and the meeting was adjourned 5-
0.

Amphitheater
General Information
Applicant: City of Riverside
Location: West of Horizons Parkway, south of NW 39th Street, north and east of the Missouri
River.
Application: Final Plat
Current Zoning: PD- Planned Development
Existing Land Use: Vacant
Proposed Land Use: Entertainment
Site Area: 7,023,808 square feet/161.245 acres
Proposed Lot Size: Lot 1 – 1,117,950 sq.ft. (25.665 Acres)
Lot 2 – 5,210,161 sq.ft. (119.609 acres)
Tract A – 695,697 sq.ft. (15.971 acres)
Procedure: The plat will be reviewed by the Commission and the Board of Aldermen.
Analysis
Overview: The applicant is requesting to combine 11 total lots that were acquired by the City since the
construction of the levy and make two lots and one tract. Lot 2 will be for the Live Nation Amphitheater.
Lot 2 will be marketed for future commercial/retail development to support the amphitheater. Tract A has
been reserved for detention/retention and a park.
Utilities, Access & Easements: NW Music Boulevard will be constructed to access all three lots from
NW Horizons Parkway. Lot 2 and Tract A will also have access from NW Helena Road and NW Mattox
Road. Utilities have been extended to all lots. Lot 2 has a gas line easement that will be under the
parking lot. The northwest corner of the Lot 2 also has an access easement for the Levee District.
Conformance to Comprehensive Plan: The proposed plat is in conformance with the Comprehensive
Plan as the plan identifies the area for entertainment.
Recommendation
Staff finds the application in conformance with the Comprehensive Plan and, therefore, recommends
approval of the Final Plat of the Riverside Amphitheater.

The undersigned proprietor of the above described tract of land has caused the same to be subdivided in the manner as shown on the
accompanying plat, which subdivision and plat shall hereafter be known as:
"RIVERSIDE AMPHITHEATER"
An easement or license is also hereby granted to the City of Riverside, Missouri to locate, construct and maintain, and to authorize the location,
construction, maintenance or use of conduits, for all and any purpose, water, gas and sewer mains, poles, wires, anchors and appurtenances
thereto, or any or all of them upon, under and along the strips of land outlined on this plat and designated "Utility Easement" or "U/E."
An easement or license is also hereby granted to the City of Riverside, Missouri to locate, construct and maintain, and to authorize the location,
construction, maintenance, and use of surface drainage ways and installations, and underground drainage conduits and appurtenances for
drainage purposes on, under and along the strips of land outlined on this plat designated "Drainage Easement" or D/E. Streets shown on this plat
and not heretofore dedicated to public use are hereby so dedicated.
An easement or license is also hereby granted to the City of Riverside, Missouri to locate, construct and maintain, and to authorize the location,
construction, maintenance for water mains, water valves, fire hydrants, air release valves, and appurtenances thereto, or any or all of them upon,
under and along the strips of land outlined on this plat and designated "Water Easement" or "W/E."
A perpetual easement of access over, across and upon all areas outlined and designated on this plat as "Levee Access Easement" or "LA/E", is
