MINUTES
REGULAR MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, March 27, 2025
6:30 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at
Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri.
The meeting was called to order at 6:30 p.m. Answering roll call were Gale Perkins, Richard
Lanning, Al Bowman, Mike Soler and Matthew Christopher. City Planner Sarah Wagner and
Community Admin Assistant Rhonda Smith were present. Mick Slutter from Renaissance
Infrastructure Consulting was also present. Members absent were Elise Grosdidier, Mike
Lombardo and Mayor Kathy Rose.
Approval of Minutes of
March 3, 2025.
Commissioner Soler moved to approve the minutes of March 3, 2025,
seconded by Commissioner Christopher. Motion passed 5-0.
Final Plat – Riverside
Amphitheater
City Planner Sarah Wagner presented the staff report. She noted that the
city was re-platting 11 vacant lots into two lots and one tract. Lot 2 will
be reserved for future Live Nation commercial retail development and
Tract A is reserved for detention/retention and a park. The city will
remain the owners.
Commissioner Lanning moved to approve Final Plat – Riverside
Amphitheater and recommend to the Board of Alderman, seconded by
Commissioner Christopher. Motion passed 5-0.
Final Plat – Pruett Estates
City Planner Sarah Wagner presented the staff report. She noted that
4557 – 4559 High Drive is currently three lots. The Pruett family is
requesting change to two lots. All requirements for the city have been
met.
Commissioner Christopher moved to approve the Final Plat – Pruett
Estates and recommend to the Board of Alderman, seconded by
Commissioner Soler. Motion passed 5-0.
Adjourn
Commissioner Lanning moved to adjourn at 6:40 p.m.
Commissioner Christopher seconded and the meeting was adjourned 5-
0.

Soccer Performance Center
General Information
Applicant: KC WFC Training, LLC
Location: 5000 NW Canal Street
Application: Final Development Plan
Zoning: PD- Planned Development
Existing Land Use: Undeveloped
Proposed Land Use: Athletic Performance Center
Final Development Plan: Final Development Plan will be reviewed by the Planning
Commission and the Board of Aldermen for approval.
Site Area: 19.95 acres
Building Size: 13,415 square feet.
Project Overview
The applicant is proposing a single-story athletic performance center to support the KC Current's
training needs. The facility will complement the existing KC Current Training Facility to the
north and the under-construction mini stadium to the south. Future plans for the surrounding
area include additional soccer fields and related development.
Site Layout
• The site is currently undeveloped.
• Adjacent uses:
o North: Existing KC Current Training Facility
o South: Under-construction mini stadium
o East & West: Planned for future development (soccer-related)
Parking
• 89 paved parking spaces, including 4 ADA-accessible spaces
• Parking will be gated/controlled access

• Sanitary Sewer: Available on the east side of NW Canal Street
• Water, Gas, Electric, and Fiber: All available on the east side of NW Canal Street
• Stormwater: Runoff will be directed to the regional detention system located east of the
site
Building Design
• Design is consistent with the neighboring KC Current Training Facility
• Material breakdown:
o 46% Metal Panels
o 25% Painted CMU (concrete masonry unit)
o 27% Glass Windows
o 2% Wood Accents
Landscaping
• Complies with existing PD requirements
• Includes street trees and planting beds for visual appeal
Signage
• One wall sign proposed on the west elevation, consistent with PD regulations
Outdoor Storage
• No outdoor storage proposed
Comprehensive Plan
The 2024 Comprehensive Plan designates this area for commercial recreation and
entertainment. This proposed facility aligns with that vision by enhancing the capabilities of the
existing training campus and encouraging further development nearby.
Recommendation
Staff finds that the Final Development Plan meets the requirements of the Unified Development
Ordinance and supports the goals of the Comprehensive Plan. Staff recommends approval.
