MINUTES
REGULAR MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, June 26, 2025
6:30 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at
Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri.
The meeting was called to order at 6:30 p.m. Answering roll call were Gale Perkins, Richard
Lanning, Al Bowman, Mike Soler, Matthew Christopher, Benjamin Becker, Jennifer Hanlon and
Elise Grosdidier. City Planner Sarah Wagner, Fire Marshall Keith Payne and Community Admin
Assistant Rhonda Smith were present. Macrina Abdouch (HOK) Jake Baker (HOK), Josh Goldman
(Palmer Square) and David Eichman (Olsson) were also present. Members absent were Mike
Lombardo and Mayor Kathy Rose.
Approval of Minutes of
March 27, 2025.
Commissioner Lanning moved to approve the minutes of March 27, 2025,
seconded by Commissioner Bowman. Motion passed 8-0.
Appoint Chairperson
City Planner Sarah Wagner noted that Commissioner Soler had
expressed interest in the position.
Commissioner Lanning moved to approve Commissioner Soler as
Chairpoerson, seconded by Commissioner Christopher. Motion passed 8-
0.
Final Development Plan –
5000 NW Canal Street
City Planner Sarah Wagner presented the staff report. She noted KC
Current is proposing a 13,000 square foot performance center for player
development with more space dedicated to training. The building will
compliment the current training center and will have wood, metal and
glass accents.
Commissioner Perkins moved to approve the Final Development Plan –
5000 NW Canal Street and recommend to the Board of Alderman,
seconded by Commissioner Bowman. Motion passed 8-0.
Adjourn
Commissioner Lanning moved to adjourn at 6:40 p.m.
Commissioner Bowman seconded and the meeting was adjourned 8-0.

Existing Land Use: Undeveloped
Proposed Land Use: Warehouse
Final Development Plan: Final Development Plan will be reviewed by the Planning
Commission and the Board of Aldermen for approval.
Site Area: 14.12 acres
Building Size: 213,701 square feet.
Project Overview
The applicant is proposing an approximately 2014,000 square foot warehouse facility located at
the corner of Highway 9 and Horizons Parkway.
Site Layout
• The site is currently undeveloped.
• Adjacent uses:
o North: Missouri Highway 9
o South: Industrial
o East: Industrial
o West: Undeveloped
Parking
• 226 paved parking spaces and 26 paved trailer parking stalls. Car parking is located on
the north and south sides of the building. Trailer parking is located on the east side of
the property.
Utilities & Infrastructure
• Sanitary Sewer: Available on NW Platte Valley Drive on the east side of the property

• Gas: Available on the north side of the property.
• Water: Available on the south side of the property.
• Electric: Available on the east side of the property.
• Stormwater: Runoff will be directed to the regional detention system.
Building Design
• The building will be constructed of tilt up concrete panels like other buildings that have
been constructed recently in the Horizons development.
Landscaping
• Landscaping is heavily concentrated on the north and east sides of the property to help
screen truck docks and additional parking.
Signage
• Signage will be approved by staff as tenants move in. All signs will comply with city
code.
Outdoor Storage
• No outdoor storage proposed
Comprehensive Plan
The 2024 Comprehensive Plan designates this area for commercial recreation and
entertainment. This proposed facility aligns with that vision by enhancing the capabilities of the
existing training campus and encouraging further development nearby.
Recommendation
Staff find that the Final Development Plan meets the requirements of the Unified Development
Ordinance and supports the goals of the Comprehensive Plan. Staff recommends approval.
