The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at
Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri.
The meeting was called to order at 6:30 p.m. Answering roll call were Mike Soler, Al Bowman,
Frank Biondo, Richard Lanning and Ray Uhl. City Planner Sarah Wagner and Community Admin
Assistant Rhonda Smith were also present. Members absent were Gale Perkins, Matthew
Christopher, Mike Lombardo and Mayor Kathy Rose. Steaphanie, Christina and George Gunter
from Gunter Development were present. Tom Proebstle and Gretchen Blain from Generator
Studio and Mick Slutter form RIC were also present.
Approval of Minutes of Commissioner Lanning moved to approve the minutes of October 26,
October 26, 2023. 2023, seconded by Commissioner Soler. Motion passed 5-0.

Commissioner Biondo opened the public hearing at 6:30 pm.

Preliminary/Final
City Planner Sarah Wagner presented the staff report. She noted that

Gunter Construction had purchased 15 acres on 9 Highway that had been

vacant for years to construct three industrial buildings starting with a
118,000 square foot building and two smaller buildings in future phases.
Commissioner Lanning inquired about the tenants for two future
buildings. Gunter Development was not sure who the future tenant would
be but probably industrial.
Commissioner Biondo closed the public hearing at 6:41 pm
Commissioner Lanning moved to approve the Rezoning,
Preliminary/Final Development Plan Gunter Construction Highway 9
and recommend to the Board of Alderman, seconded by Commissioner
Soler. Motion passed 5-0.

Final Development Plan
City Planner Sarah Wagner presented the staff report. She noted Live
Riverside Amphitheater
Nation is planning to build an amphitheater on 160 acres across from the
KC Current training facility. The planned development zoning will need
to be amended to reflect the needs for an amphitheater. Tom Proebstle
noted that Generator Studio designed a 15,000 square foot open air
covered amphitheater with 5200 parking spaces including 200
rideshare. Wagner noted that Live Nation already has an access
agreement and is currently doing groundwork. Proebstle noted that
a sound study was conducted and the resulting orientation of the
amphitheater was to face southeast towards the highway with little
residential impact.
Commissioner Biondo closed the public hearing at 7:00 pm.
Commissioner Lanning moved to approved the Rezoning, Preliminary
Final Development Plan Riverside Amphitheater and recommend to
the Board of Alderman; seconded by Commissioner Bowman. Motion
passed 5-0.
Adjourn Commissioner Uhl moved to adjourn at 7:02 p.m.
Commissioner Lanning seconded and the meeting was adjourned 5-0.

Analysis
Overview: The applicant is requesting to shift the lot line between lots 63 and 64 4.75 feet to the east.
The lot line between lots 64 and 65 will shift 7.75 feet to the east, and the lot line between lots 65 and 66
will shift 10.75 feet to the east.
Site Layout: The land included in the plat will be developed into single-family residential homes and
will not require any new right-of-way or easements. All roads and utilities to the site have been installed.
Conformance to Comprehensive Master Plan: The modified plat and proposed use is in conformance
with the Comprehensive Master Plan as the plan identifies the area for single family homes.
Recommendation
Staff finds the application in conformance with the Comprehensive Master Plan, UDO and previously
approved final plat, and therefore, recommends approval of Replat of Lots 63-66, Palisades Second Plat

Procedure: Final Development Plan will be reviewed by the Planning Commission and the Board of
Aldermen for approval.
Project Overview:
The applicant is proposing to construct a new 39,721 sq.ft. office/warehouse building on Lot 2 of 40
West. The applicant has outgrown their space in Belgium Bottoms Business Park and is looking to
expand while remaining in Riverside.
Site Layout: The proposed building will be pushed toward the west side of the property with the
front entrance facing south to NW 40t' Street. Access to the site will be off newly constructed 40t'
street. The site will have two access points, both off NW 40t' Street, one will be toward the east of
the property and one will be toward the west of the property.
Infrastructure
Sanitary Sewer: Sanitary sewer exists on the south side of 40t' Street and is stubbed under the road to
the site.
Water: Water is available on the south side of 40t' Street and is stubbed under the road to the site.
Gas: Gas is available on the north side of 40t'' Street.
Electric: Electric is available on the east side of NW Mattox Road.
Stormwater: Stormwater from the property will be routed to the City's regional detention system.
Loading & Parking Areas: General parking and the main entrance are located on the south side of
the building. The applicant is required to provide 40 parking spaces (1 per 1,000 sq.ft.) and they are
proposing 67 spaces. Three loading dock doors are proposed for the east side of the building.
Landscaping: The approved PD regulations note four components of landscaping.
- Building frontage at the street (1 tree / 40 ft of street frontage)
- Building foundation (groundcover, shrubs and ornamental trees) main entrance and around the
vehicular parking area near the main entrance.
- Parking lots (1 tree / 200 s.f. of parking lot islands)

Staff will work with the applicant to develop a landscaping plan that complies with the approved
landscaping requirements set forth in the PD regulations.
Building Elevations: The building will be constructed of concrete.
Lighting: Lighting will be provided in the parking lot via wall mounted lights.
Signage: The applicant is proposing signage on the south elevation over their main entrance.
Outdoor Storage: The applicant is not proposing any outdoor storage.
Analysis
Comprehensive Master Plan: Throughout the development of the Comprehensive Plan it was
articulated by participants that improving community image/character and the quality and design of
buildings was a key concern.
The proposed project represents a continuation of the work going on in the Horizons Area and will
integrate well with the quality industrial buildings already constructed in Horizons. Generally, the
proposed development plan is consistent with the site layouts, construction style, methods and
architecture on the west side of Horizons Parkway.
Recommendation
The final development meets the standards of the UDO and approved PD regulations.
