BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, September 2, 2025
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, September
2, 2025.
Mayor Rose called the meeting to order at 6:00 p.m. Those in attendance were, Mayor Kathy
Rose, Alderman Jill Beck, Staci Bundy, Dawn Cockrell, Jason Draut, Steve Palma, and Rob
Milner.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
Deputy City Clerk Sarah Wagner, City Engineer/Public Works Director Travis Hoover and City
Attorney Paul Campo..
MOTION TO ENTER INTO Alderman Cockrell moved to enter closed session pursuant to
CLOSED @ 6:01 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610:021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Milner.
Yes: Cockrell, Milner, Beck, Draut, Palma, and Bundy.
Motion carried 6-0.
MOTION TO ADJOURN Alderman. Milner moved at6:47 p.m. to adjourn closed
CLOSED @ 6:47 P.M. session with action taken, second by Alderman Bundy.
Yes: Milner, Bundy, Draut, Palma, Cockrell, and Beck.
Motion carried 6-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn
Cockrell, Jason Draut, Rob Milner, and Steve Palma.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
Deputy City Clerk Sarah Wagner, Fire Chief Gordon Fowlston, City Engineer/Public Works
Director Travis Hoover, HR Manager Amy Strough, Assistant Fire Chief Jeremy O'Brien,.
Finance Director Erika Benitez, IT Manager Jason Ketter, and City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENTS None.
CONSENT AGENDA Alderman Cockrell moved to approve the consent agenda as
presented, second by Alderman Bundy.
Yes: Cockrell, Bundy, Draut, Milner, Palma, and Beck.
Motion carried 6-0.
MINUTES OF 08-19-2025 Alderman Cockrell moved to approve the minutes of the August
19, 2025, meeting, second by Alderman Bundy.
Yes: Cockrell, Bundy, Draut, Milner, Palma, and Beck.
Motion carried 6-0.
RESOLUTION 2025-140 Alderman Cockrell moved to approve Resolution 2025-140
Bill Pay authorizing the expenditure of funds out of the City treasury of the
City of Riverside for Fiscal Year 2024-2025- and 2025-2026-
weeks ending August 22nd and August 29'^ in the amount of
$755,078.02, second by Alderman Bundy.
Yes: Cockrell, Bundy, Draut, Milner, Palms, and Beck.
Motion carried 6-0.
RESOLUTION 2025-141 Alderman Cockrell moved to,approve Resolution 2025-140
TCE Kansas City approving a temporary construction easement from Kansas City,
Missouri, second by Alderman Bundy.
Yes: Cockrell, Bundy, Draut, Milner, Palma, and Beck.
Motion carried 6-0.
RESOLUTION 2025-142 Alderman Cockrell moved to approve Resolution 2025-142
LGERS Communications providing for public inspection of cost information for proposed
changes in retirement benefits, second by Alderman Bundy.
Yes: Cockrell, Bundy, Draut, Milner, Palma; and Beck.
Motion carried 6-0.
RESOLUTION 2025-143 Alderman Cockrell moved to approve Resolution 2025=143
Drone Insurance approving the purchase of liability insurance for unmanned aerial
systems, second by Alderman Bundy.
Yes: Cockrell, Bundy, Draut, Milner, Palma, and Beck.
Motion carried 6-0.
REGULAR AGENDA
BILL NO.2025-064 Deputy City Clerk Sarah Wagner gave first reading of Bill No.
Amending Fireworks Code 2025-064. City Planner Sarah Wagner explained that this
ordinance reflects the changes that we discussed at the last
meeting.
Alderman Milner moved to accept first reading and place Bill 2025-
064 on second and final reading, second by Alderman Draut.
Yes:. Milner, Draut, Cockrell, Palma, Bundy, and Beck.
Motion carried 6-0.

said bill as ordinance, second by Alderman Bundy.

2025-065 on second and final reading, second by Alderman

2025-066 on second and final reading, second by Alderman
Draut.

Amend Purchasing Policy 2025-069.
Alderman Milner moved to accept first reading and place Bill
2025-069 on second and final reading, second by Alderman
Draut.

BILL NO.2026-070 Deputy City Clerk Sarah Wagner gave first reading of Bill No.
AMR Contract 2025-070.
Fire Chief Gordy Fowlston explained that this is very similar to
what was discussed at the last meeting. AMR director for our area
Paul Lininger was also present and answered questions from the
Board.
Alderman Milner moved to accept first reading and place Bill.
2025-070 on second and final reading, second by Alderman
Draut.
Yes: Milner, Draut, Bundy, Beck, Cockrell, and Palma.
Motion carried 6-0.

2025-070.
Alderman Beck moved to approve Bill 2025-070 and enact
said bill as ordinance, second by Alderman Palma.

RESOLUTION 2025-144 Finance Director Erika Benitez explained to the Board that this is
Budget Amendment the first amendment to this year's budget. Several projects and
purchases that were budgeted out of last year's budget were
carried over to this years budget. We also have a considerable
increase in cost for ambulance services due to .the new contract
with AMR.
Alderman Cockrell moved to approve Resolution'2025-144
amending fiscal year 2025-2026 annual budget, second by
Alderman Beck.

CITY ADMINISTRATOR City Administrator Biran Koral expressed his excitement about
having four new hired on the agenda this week. We will also be
ramping up our ambulance service with AMR over the next few
months. He remined everyone that the next Board of Aldermen
meeting will be September 231. We have the groundbreaking for
Variety KC on Thursday and the Homecoming, Parade for Park Hill
South will be Saturday. The City has been in discussion with
other Northland cities regarding transit. The City of Gladstone has
moved away from Iris and is not working with GEST. Liberty,
North Kanas City, and Parkville are also looking at utilizing GEST:
Riverside hopes to have something worked out by the end of the
year.

LEVEE BOARD Meeting September 24th at noon.
Alderman Draut asked for an update on the Highway 9 project.
City EngineerHoover said that the last update he received was
that it was supposed to be complete by the end of October.
MAYOR'S DISCUSSION Mayor Kathy Rose noted that the transit discussion that the City is
having is a very valid discussion and we are hoping to get
something that will be beneficial for our residents. She elaborated
on her trip to the Live National venue in Indianapolis. It was a
great experience. The Police and Fire Departments were able to
see how things were run in real life, and we are very excited for
this project to open in Riverside.
BOARD OF ALDERMEN Alderman Draut — Commented on the groundbreaking for the
workforce development center. What they are doing is really
awesome and will be the first of something that will likely catch on
across the nation
Alderman Milner — Commented that he is very excited about the
parade on Saturday. He'd love to see everyone make it a priority
to come out and support the school.
Alderman Beck — Commented that she is very pleased to see the
City looking into long term solutions to transportation for our
residents.
Alderman Bundy — Commented that she was excited to see the
improvements to the High School are complete.
Alderman Palma — Echoed the comments on transportation.
Alderman Cockrell — Nothing to report.
MOTION TO ADJOURN Alderman Bundy moved to adjourn the meeting at 7:30 p.m.,
second by Alderman Draut.
Yes: Bundy, Draut, Milner, Cockrell, Beck, and Palma.
