BOARD OF ALDERMEN.
RIVERSIDE, MISSOURI
Tuesday, July 22, 2025
12:00 p.m.
The Board of Aldermen for the°City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
July 22, 2025.,`
Mayor Kathy Rose called the meeting to order at 12:01 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen (all present by Zoom) Staci Bundy, Steve Palma, Dawn Cockrell, Jason
Draut, and Rob Milner.
Alderman Jill Beck was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike
Duffy, and City Clerk Robin Kincaid.
BILL NO.2025-058 City Clerk Robin Kincaid gave first reading of Bill No. 2025-058.
Amend PSA Fountain & BBQ Community Development Director Mike Duffy stated that this is for
the Rinker East site, property located on the East side of Horizons
Parkway. Block will build a 210,000 square foot building along with
other details of this purchase and sale agreement.
Alderman Milner moved to accept first reading and place Bill
2025-058 on second and final reading, second by Alderman
Cockrell.
Yes: Milner, Cockrell, Bundy, Draut, and Palma.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2025-058.
Alderman Milner moved to approve Bill 2025-058 and enact
said bill as ordinance, second by Alderman Palma.
Yes: Milner, Palma, Draut, Cockrell, and. Bundy.
Motion carried 5-0.
BILL NO.2025-059 City Clerk Robin Kincaid gave first reading of Bill No. 2025-059.
Amend Draily PSAILease Community Development Director Mike Duffy explained that we
are amending the Purchase and Sale Agreement with Luke Draily
that was recently approved by the Board to change the lease
terms so construction does not have to begin immediately, along
with an agreement that they will now pay the taxes on the property
during the leasing period.
Alderman Milner moved to accept first reading and place Bill
2025-059 on second and final reading, second by Alderman
Palma.
Yes: Milner, Palma, Bundy, Cockrell, and Draut.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2025-059.
Alderman Milner moved to approve Bill 2025-059 and enact
said bill as ordinance, second by Alderman Draut.
Yes: Milner, Draut, Cockrell, Palma, and Bundy.
Motion carried 5-0.
RESOLUTION 2025-124 Alderman Cockrell moved to approve Resolution 2025-124
Declare Surplus Property declaring certain equipment to be surplus and authorizing its
disposal, second by Alderman Milner.
Yes: Cockrell, Milner, Bundy, Draut, and Palma.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Cockrell moved to adjourn the meeting at 12:07 p.m.,
second by Alderman Bundy.
Yes: Cockrell, Bundy, Milner, Palma, and Draut.
Motion carried 5-0.
