REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, August 5, 2025
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, August 5,
2025.
Mayor Rose called the meeting to order at 6:30 p.m. Those in attendance were, Mayor Kathy
Rose, Alderman Staci Bundy, Dawn Cockrell, Jason Draut, Steve Palma, and Rob Milner.
Alderman Beck was absent.
Also present were Community Development Director Mike Duffy, Deputy City Clerk Sarah
Wagner, Police Chief Chris Skinrood, Special Counsel Joe Bednar and Dick Mersman (Zoom)
and City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Cockrell moved to enter closed session pursuant to
CLOSED @ 6:31 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing,, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings -or records pertaining to
employee or applicant for employment, second by Alderman
Draut.
Yes: Milner, Draut, Palma, Bundy, and Cockrell.
Motion carried 5-0.
Alderman Beck arrived at 6:36 P.M.
MOTION TO ADJOURN Alderman Beck moved at 7:14 p.m. to adjourn closed
CLOSED @ 7:14 P.M. session with action taken, second by Alderman Cockrell.
Yes: Beck, Cockrell, Draut, Milner, Bundy, and Palma
Motion carried 6-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at7:17 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn
Cockrell, Jason Draut, Rob Milner,. and Steve Palma.
Also present were Community Development Director Mike Duffy, Deputy City Clerk Sarah
Wagner, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, City Engineer/Public Works
Director Travis Hoover; Finance Director Erika Benitez, IT Manager Jason Ketter, and City
Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENTS None.
CONSENT AGENDA Alderman Beck moved to approve the consent agenda as
presented, second by Alderman Milner.
Yes: Back, Milner, Draut, Cockrell, Palma, and, Bundy.
Motion carried 6-0.
MINUTES OF 07-15-2025 Alderman Beck moved to approve the minutes of the July 15,
2025, meeting, second by Alderman Milner.
Yes: Beck, Milner, Draut, Cockrell, Palma, and Bundy.
Motion carried 6-0.
MINUTES OF 07-22-2025 Alderman Beck moved to approve the minutes of the July 22,
2025, meeting, second by Alderman Milner.
Yes: Beck, Milner, Draut, Cockrell, Palma, and Bundy.
Motion carried 6-0.
RESOLUTION 2025-125 Alderman Beck moved to approve Resolution 2025-125.
Bill Pay authorizing.the expenditure of funds out of the City treasury of the
City of Riverside for Fiscal Year 2024-2025 and 2025-2026 weeks
ending July 18t", July 25th and August 5th in the amount of
$924,053.90, second by Alderman Milner.
- Yes: Beck, Milner,:Draut, Cockrell, Palms, and Bundy.
Motion carried 6-0.
RESOLUTION 2025-126 Alderman Beck moved to approve Resolution 2025-126
Surplus Equipment declaring certain equipment surplus, second by Alderman Milner.
Yes: Beck, Milner, Draut, Cockrell, Palma, and Bundy.
Motion carried 6-0.
RESOLUTION 2025-127Alderman Beck moved to approve Resolution 2025-127
Autopulse Purchase authorizing the purchase of an Autopulse device, second by
Alderman Milner.
Yes: Beck, Milner, Draut, Cockrell, Palma, and Bundy.
Motion carried 6-0.
RESOLUTION 2025128 Alderman Beck moved to approve Resolution 2025-128
Cellebrite Subscription approving renewal of Cellebrite annual subscription, second by
Alderman Milner.
Yes: Beck,. Milner, Draut, Cockrell, Palma, and. Bundy.
Motion carried 6-0.
REGULAR AGENDA
BILL NO.2025-060 Deputy City Clerk Sarah Wagner gave first reading of Bill No.
2
Conflict of Interest 2025-060. She explained this is the biannual renewal of the City's
conflict of interest policy that must be filed with the Missouri Ethics
Commission.
Alderman Draut moved to accept first reading and place Bill 2025-
047 on second and final reading, second by Alderman Palma.
Yes: Draut, Palma, Cockrell, Milner, Bundy, and Beck.
Motion carried 6-0.
Deputy City Clerk Wagner gave second reading of Bill No. 2025-
060.
Alderman Milner moved to approve Bill 2025-060 and enact
said bill as ordinance, second by Alderman Draut.
Yes: Milner, Draut, Cockrell,.Beck, Palma, and Bundy.
Motion carried 6-0.
BILL NO.2025-061 Deputy City Clerk Sarah Wagner gave first reading of Bill No.
Amend Municipal Cout 025-061. City Attorney Paul Campo explained that the municipal
court had an audit performed. The court was found to be
operating in compliance, but some of the ordinances were not up
to date. This will address, all the changes that need to be made so
that our codes follow how we operate court.
Alderman Cockrell moved to accept first reading and place Bill
2025-061 on second and final reading, second by Alderman
Milner.
Yes: Cockrell, Milner, Bundy, Draut, Beck, and Palma.
Motion carried 6-0.
Deputy City Clerk Wagner gave second reading of Bill No. 2025-
061.
Alderman Milner moved to approve Bill 2025-061 and enact
said bill as ordinance, second by Alderman Bundy.
Yes: Milner, Bundy, Draut, Palma, Beck, and Cockrell.
Motion carried 6-0.
CITY ADMINISTRATOR No report
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy said that the city has
put out an RFQ for marketing and digital advertising services. The
RFQ is out on the website and if anyone has any specific firms,
they would like us to send. it to please let us know. Duffy also
noted that the city went to court today regarding a tenant we have
at 2701 NW Gateway. We should have a ruling from the judge
later this week or early next week.

FINANCE No report.
FIRE Fire Chief Gordy Fowlston gave an update on the City's
negotiations with•AMR for ambulance services. We are hoping to
have a draft contract later this week to start reviewing. Chief
Fowlston noted that part of the negotiation is to have an new
ambulance based out of Riverside with the City's name and logo
on it. It was asked if that would oblige the city to a long contract
with AMR. Fowlston replied that AMR typically does a 5-year
contract. This service will be considerably more than what we pay
for our current contract with Kansas City, Missouri, but we expect
the service to be much better. We looked at what it would cost to
operate our own ambulance service and personnel cost would be
well over a million dollars per year. That does not include
purchasing the ambulance or equipping them

LEVEE BOARD Meeting August 201h at noon.
MAYOR'S DISCUSSION Mayor Kathy Rose congratulated the police department for one of
the biggest National Night Out events we've ever had. They
parking lot was packed with kids and families attending tonight's
event. Sad news, in May former Riverside Alderman Frank
Biondo passed away and former alderman Art Homer just passed
away last week. His services will be this Saturday.

week. It was great to see all the support.

MOTION TO ADJOURN Alderman Cockrell moved to adjourn the meeting at 7:32 p.m.,
second by Alderman Milner.
