REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, July 15, 2025
7:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, July 15,
2025.
Mayor Rose called the meeting to order at 7:02 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Jason Draut, Rob Milner, and Steve
Palma.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Fire Chief Gordon Fowlston,
Police Chief Chris Skinrood, HR Manager Amy Strough, Assistant Fire Chief Jeremy O'Brien,
and City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA_ Alderman Draut moved to approve the consent agenda as
presented, second by Alderman Milner.
Yes: Draut, Milner, Cockrell, Palma, Bundy, and Beck.
Motion carried 6-0.
MINUTES OF 07-01-2025 Alderman Draut moved to approve the minutes of the July 1, 2025
meeting, second by Alderman Milner.
Yes: Draut, Milner, Cockrell,Palma, Bundy, and Beck.
Motion carried 6-0.
COURT REPORT Alderman Draut moved to approve the June 2.025 Court Report,
second by Alderman Milner.
Yes: Draut, Milner, Cockrell,. Palma, Bundy, and Beck.
Motion carried 6-0.
RESOLUTION 2025-123 Alderman Draut moved to approve Resolution 2025-123
Bill Pay authorizing the expenditure of funds for fiscal years 2024-2025
and 2025-2026 for weeks ending July 411 and July 1111 in the
amount of $1,028,013.77, second by Alderman Milner.
Yes: Draut, Milner, Cockrell, Palma, Bundy, and Beck.
Motion carried 6-0.
REGULAR AGENDA
BILL NO.2025-056 City Clerk Robin Kincaid gave first reading of Bill No. 2025-056.
Police Hire - Tucker Alderman Cockrell moved to accept first reading and place Bill
2025-056 on second and'final reading, second by Alderman
Palma.
Yes: Cockrell, Palma, Draut, Beck, Milner, and Bundy.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2025-056.
Alderman Milner moved to approve Bill 2025-056 and enact
said bill as ordinance, second by Alderman Beck.
Yes: Milner, Beck, Bundy, Cockrell, Draut, and Palma.
Motion carried 6-0.
BILL NO.2025-057 City Clerk Robin Kincaid gave first reading of Bill No. 2025-057.
KCATA / IRIS Agreement City Administrator Koral announced that this is a continuation of
IRIS Agreement approved last meeting and this agreement carries
the agreement through the end of the year with a month -to -month
auto renewal and includes a 30-day termination notice, if we opt
for a different path forward. The rate remains at $8,000 a month
for 400 rides originating in Riverside.
Alderman Milner moved to accept first reading and place Bill
2025-057 on second and final reading, second by Alderman Beck.
Yes: Milner, Beck, Palma, Cockrell, Bundy, and Draut.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2025-057.
Alderman Cockrell moved to approve Bill 2025-057 and enact
said bill as ordinance, second by Alderman Beck.
Yes: Cockrell, Beck, Milner, Draut, Palma, and Bundy.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral announced that Reaching Riverside
events will be wrapping_ up for the summer with the final dates of
July 2511 and July 26t''. 1 appreciate the attendance that we have
had at these events and the good conversations. I appreciate you
all supporting that program. Koral and Fire Chief Fowlston gave a
brief update and all options on our ambulance.contract. KCFD has
been supporting our medical transport and has now given us their
notice to terminate the contract we have with them. We are
looking at AMR and will be having a transition plan moving
forward but the City will not be without transport services.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE City Administrator Brian Koral shared a PowerPoint presentation
showing that we are at 100% through the fiscal year, June 30,
2025 and continued right on pace with our budget. At year end we
are in a strong position.
FIRE Fire Chief Gordon Fowlston reviewed the June 2025 monthly
reports that were included in the packet and all is pretty much
status quo. Assistant Fire Chief O'Brien is sharing new ideas and
is fitting in well.

POLICE Police Chief Chris Skinrood reported that there have been some
numbers increased this past month. We will have a crew coming
out of the academy in the next several weeks and that will be a
great help to our department. We have been very busy with FPAL
Golf Tournament last week and the Junior Police Academy that is
going on now. Chief gave an update on RedX issues.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Kathy Rose wants the City to look at codes for VRBO
rentals within our city limits. Community Development Director
Mike Duffy reported what the department is looking to do
regarding this subject. The Board gave general consensus that
this needs to be a priority of staff to figure process and steps for
proper procedures for all VRBOs. The JPA Class has thirteen
youth, and the luncheon will be Friday at the community center.
The FPAL Golf Tournament was fabulous! The players love that
tournament! Mayor Rose presented a beautiful plague to City
Clerk Robin Kincaid who has been here since 2010 and is retiring
on August 2, 2025, she will be dearly missed. Mayor Rose then
presented a plague to Public Works Director Tom Wooddell who
has been here since 2008, thanking him for his years of dedicated
hard work and expressed that he too will be greatly missed.

MOTION TO ENTER INTO Alderman Palma moved to enter closed session pursuant to
CLOSED @ 7:40 P.M. RSMo 610,021 (1) Legal Action and litigation, and RSMo
610.021 .(2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Bundy.
Yes: Palma, Bundy, Beck, Cockrell, Milner, and Draut.
Motion carried 6-0.

MOTION TO ADJOURN Alderman Draut moved at 8:33 p.m. to adjourn closed
CLOSED @ 8:33 P.M. session with action taken, second by Alderman Milner.

Motion carried 6-0.
MOTION TO ADJOURN Alderman Beck moved to adjourn the meeting at 8:34 p.m.,
second. by Alderman Cockrell.
