HomeMy WebLinkAbout2006-01-03 Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri January 3, 2006 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on January 3, 2006 at 6:30 p.m. Those in attendance were Mayor Pro Tem Ray Beard, Aldermen Darata, Looker, Legaard, and Super. Alderman Jones arrived later. Mayor Burch, Absent. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Chief Gregory Mills, Brent Miles, Director of Planning and Economic Development, John McClelland, City Attorney’s office. Motion for Closed Alderman Legaard moved that the meeting go into closed session, pursuant to Session at 6:30 p.m. RSMo 610.021(2) real estate issues with the City Attorney, seconded by Alderman Super, and the vote was: Aldermen Beard, Darata, Super, Looker and Legaard. Absent: Alderman Jones. Motion carries. Recess A brief recess was called at 7:20 p.m. Reconvened All Aldermen and the Mayor Pro Tem responded to roll call and the meeting reconvened at 7:20 p.m. Alderman Jones arrived at 7:30 p.m. Motion for Open Alderman Super moved that the meeting go into open session, seconded by Session at 7:30 p.m. Alderman Looker, and the vote was: Aye: Alderman Jones, Beard, Super, Darata, Looker and Legaard. Motion carries. Minutes, Dec. 6, 2005 Alderman Legaard moved that the minutes of December 6, 2005 be approved, Approved seconded by Alderman Looker, the vote was: Aye: Aldermen Jones, Darata, Super, Legaard, Beard and Looker. Motion carries. Minutes, Dec. 13, 2005 Alderman Looker moved that the minutes of November 8, 2005 be approved, Approved seconded by Alderman Jones, the vote was: Aye: Aldermen Darata, Super, Legaard Beard, Jones and Looker. Motion carries. th City Administrator David said there would be a Fireworks meeting next Monday, January 9 Comments and a special meeting beginning at 7:00 p.m. for the board’s workshop meeting on Emergency Preparedness. 1 December Court Alderman Legaard moved to approve the December Court Report, seconded by Report, Approved Alderman Looker, the vote was: Aye: Aldermen Super, Darata, Looker, Legaard, Beard and Jones. Motion carries. Bill No. 2005-157 Alderman Looker moved to place Bill No. 2005-57 on its first reading, Payment of said Bill authorizing the payment of certain indebtedness listed therein, Indebtedness seconded by Alderman Jones, the vote was: Aye: Aldermen Beard, Looker, Jones, Super, Darata and Legaard. Motion carries. Ordinance No. 2005-157 Alderman Darata moved to place Bill No. 2005-157 on its second reading, Approved and upon passage of same become Ordinance No. 2005-157, seconded by Alderman Super, the vote was: Aye: Aldermen Looker, Jones, Darata, Beard, Legaard and Super. Motion carries. Bill No. 2006-02 Alderman Looker moved to place Bill No. 2006-02 on its first reading, said Approv. an agree- Bill approving the form of, and authorizing the City of Riverside to enter into ment for services with, agreement for services with, and pay Development Strategies, Inc. to provide Development Strategies, certain planning and economic development analysis for a total amount of Inc. $14,400, plus reasonable expenses in the amount not to exceed $5,000, seconded by Alderman Jones, the vote was: Aye: Aldermen Legaard, Beard, Looker, Jones, Super and Darata. Motion carries. Ordinance No. 2006-02 Alderman Looker moved to place Bill No. 2006-02 on its second reading, Approved and upon passage of same become Ordinance No. 2006-02, seconded by Alderman Jones, the vote was: Aye: Aldermen Super, Looker, Jones, Darata, Beard and Legaard. Motion carries. Bill No. 2006-03 Alderman Darata moved to place Bill No. 2006-03 on its first reading, said Author. the city to Bill authorizing the City of Riverside to enter into an agreement for services enter into an agree- with Westbrook & Co., P.C. and pay $1,800.00 to provide accounting, auditing, ment with Westbrook and cash-receipts analysis services, seconded by Alderman Legaard, the vote & Co., P.C. Aye: Aldermen Darata, Jones, Super, Legaard, Beard and Looker. Motion carries. 2 Ordinance No. 2006-03 Alderman Jones moved to place Bill No. 2006-03 on its second reading, Approved and upon passage of same become Ordinance No. 2006-03, seconded by Alderman Looker, the vote was: Aye: Aldermen Jones, Darata, Beard, Legaard, Super and Looker. Motion carries. Aldermen comments Alderman Darata asked if Riverside residents get priority for reserving the baseball fields at the E.H. Young Riverfront Park. Rochelle answered “Yes” and David said is reserved to keep order and there is no charge to use the fields. Motion for Closed Alderman Darata moved that the meeting go into closed session, pursuant to Session at 7:50 p.m. RSMo 610.021 (1) Legal and RSMo 610.021(2) Real Estate issues with the City Attorney, seconded by Alderman Jones, and the vote was: Aldermen Beard, Darata, Jones, Looker, Super and Legaard. Motion carries. Motion for Open Alderman Darata moved that the meeting go into open session, seconded by Session at 8:33 p.m. Alderman Jones, and the vote was: Aye: Alderman Jones, Super, Darata, Legaard, Beard and Looker. Motion carries. Resignation of Reserve Alderman Looker moved to accept the resignation of Reserve Officer Officer, Marty Rowe, Marty Rowe in the Department of Public Safety and to be effective Approved January 3, 2006, seconded by Alderman Legaard, the vote was: Aye: Aldermen Jones, Super, Darata, Legaard, Beard and Looker. Motion carries. Adjournment By unanimous decision, the meeting adjourned at 8:33 p.m. City Clerk 3
