Board of Aldermen of City of Riverside, Missouri
A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in
the City Hall in Riverside, Missouri on October 19,1999.
Those in attendance were Mayor Ed Rule, Aldermen Ron Super, Pamela Darata, Brenda
Teters, Betty Burch, George Flaws and Ray Beard.
Also present were Ann Daniels, City Administrator, Louise Rusick, City Clerk and Deborah
Polk, City Attorney's office, Dick Winner, City Engineer and Chief Wylie Simpson.
Minutes, October 5,1999 Alderman Burch moved that the minutes of October 5,1999 be
Approved approved as corrected, seconded by Alderman Flaws, the vote was:
Aye: Aldermen Flaws, Super, Teters, Beard, Burch and Darata.
Motion carries.
Comments by Visitors: Bob Bamforth, 4962 NW High Dr., Riverside, Mo. requested a rock
wall all around the corner of his property and some asphalt in the
driveway. City Engineer, Dick Winner, recommended 10 feet of
asphalt to be installed in the driveway and that recommendation
remains unchanged.
Mr. & Mrs. Gary Young, 5130 NW High Dr., Riverside, Mo.
requested asphalt to be installed all the way to the garage in their
driveway. The City Engineer's recommendation to install 10 feet of
concrete in the driveway remains unchanged.
Also, Mr. and Mrs. Young said when they back out of their
driveway, with the hill there, it is dangerous and would like the
speed limit lowered to 15 mph. Chief Simpson will investigate.
Gary Lilly, 3315 NW 50"' St., Riverside, Mo. spoke on repairs on 50"'
Street and future development of the street.
Rick Turner, 4707 NW High Drive, Riverside, Mo. requested an
additional stone wall in front of his property. Dick Winner, City
Engineer's recommendation is the dirt Mr. Turner has added should
be removed, and a 4:1 or flatter grade could be constructed and
Dick's recommendation remains unchanged.
Alderman Burch spoke on Ken Whittlesey's property regarding the
driveway at 5016 NW High Drive. In reference to Ordinance No. 96-
18 an agreement was made in which the City agreed to provide
access to High Drive from certain property owned by Ken
Whittlesey, and such access has been provided.

Alderman Flaws moved to place Bill No. 99-80 on its first reading,
said Bill placing a temporary moratorium on the submission and
consideration of rewning applications and certain building permit
and development applications within the redevelopment area under
the L-385 redevelopment plan, seconded by Alderman Burch, the
vote was:
Aye: Aldermen Teters, Super, Flaws, Darata, Burch and Beard.
Motion carries.
Ordinance No. 99-80 Alderman Darata moved to place Bill No. 99-80 on its second
Approved reading, and upon passage of same become Ordinance No. 99-80,
seconded by Alderman Teters, the vote was:
Aye: Aldermen Super, Flaws, Darata, Burch, Beard and Tetera.
Motion carries.
Recess at 9:00 p.m. A brief recess was called.
Reconvene at 9:13 p.m. The Mayor and all Aldermen responded to roll call and the mceting
reconvened.
Approval for new fence Alderman Burch moved to replace the old fence with a new fence
at Mrs. Deconink's property, from gate to gate in the front at Mrs. Deconink's, 4835 NW High
4835 NW High Drive Drive, Riverside, Mo., seconded by Alderman Darata, the vote was:
Aye: Aldermen Darata, Burch, Teters and Flaws.
Nay: Aldermen Super and Beard.
Motion carries.
Request by Irene PauWe Alderman Burch said Irene Paulhe, 4700 NW Petronella, Riverside,
for 60 fcet of asphalt in the Mo. would like 60 fcet of asphalt placed in the Right of Way. Dick
right-of-way at Winner, City Engineer will investigate.
Approval for proposed Alderman Darata moved to accept the Job Description for Parks and
Job Description for Parks Recreation Coordinator, seconded by Alderman Burch, the vote
& Recreation Director was:
Aye: Aldermen Burch, Teters, Super, Flaws and Darata.
Nay: Alderman Beard.
Motion carries.
Christmas in the Park By general consent, Christmas in the Park will be December 11"'
with planned activities and community attendance. The City's
responsibility will be hanging the Christmas lights and erecting the
Christmas Tree.
Chief Simpson's update Chief Wylie Simpson submitted a report on We 1999 Fire Response's
to date.
Also, he mentioned the two (2) officers Public Safety has lacked are
going through the hiring process, presently. The promotion process
for the Sargent and Captain's position is underway.
City Administrator's Report Ann Daniels, City Administrator said ads have been placed for a
City Engineer in the APWA magazine and the MML and will be
placed in the KC Star.
Approval of scope of services, Alderman Burch moved to approve Bucher, Willis & Ratliff's
additional site design proposal for additional site design services for the E.H. Young
services for E.H. Young Pk. Riverfront Parkin the amount of $37, 618.00, seconded by
Alderman Teters, the vote was:
Aye: Aldermen Flaws, Teters, Super, Beard, Darata and Burch.
Motion carries.
Bill No. 99-79 Alderman Burch moved to place Bill No. 99-79 on its first reading,
Payment of Bills said Bill authorizing the payment of certain indebtedness as listed
therein, seconded by Alderman Flaws, the vote was:
Aye: Aldermen Teters, Super, Beard, Darata, Burch and Flaws.
Motion carries.
Ordinance No. 99-79 Alderman Flaws moved to place Bill No. 99-79 on its second reading,
Approved and upon passage of same become Ordinance No. 99-79, seconded by
Alderman Burch, the vote was:
