HomeMy WebLinkAbout2025-09-23 Regular Meeting MinutesMINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, September 23, 2025 6:30 p.m. The Board of Aldermen for the City of Riverside , Missouri , met in regular session in the Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, September 23, 2025. Mayor Rose called the meeting to order at 6:30 p.m. Those in attendance were, Mayor Kathy Rose, Alderman Jill Beck, Dawn Cockrell, Jason Draut, and Steve Palma . Also present were City Administrator Brian Koral, Community Development Director Mike Duffy , Deputy City Clerk Sarah Wagner, City Engineer/Public Works Director Travis Hoover and City Attorney Paul Campo . MOTION TO ENTER INTO CLOSED @ 6:30 P .M. MOTION TO ADJOURN CLOSED @ 6:53 P .M. REGULAR SESSION Alderman Beck moved to enter closed session pursuant to RSMo 610.021 (1) Legal Action and litigation , and RSMo 610.021 (2) Leasing , Purchase, or sale of real estate, RSMo 610.021 (3) Hiring, firing, disciplining, or promoting a particular employee , when personal information about the employee is discussed , and RSMo 610 .021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Cockrell. Yes: Beck, Cockrell , Draut, and Palma. Motion carried 4-0. Alderman Palma moved at 6:53 p.m. to adjourn closed session with action taken, second by Alderman Cockrell. Yes: Palma, Cockrell, Draut, and Beck. Motion carried 4-0. Mayor Kathy Rose called the Regular Session Meet ing to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Jason Draut , Rob Milner (@7:03 by Zoom), and Steve Palma. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, Deputy City Clerk Sarah Wagner, Fire Chief Gordon Fowlston, City Engineer/Public Works Director Travis Hoover, Parks Manger Noel Benion , Police Chief Chris Skinrood, Finance Director Erika Benitez, IT Manager Jason Ketter, and City Attorney Paul Campo . PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance . PUBLIC COMMENTS None. 1 CONSENT AGENDA Alderman Beck moved to approve the consent agenda as presented, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Milner, and Palma. Motion carried 5-0. MINUTES OF 09-02-2025 Alderman Beck moved to approve the minutes of the September 2, 2025, meeting, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Milner, and Palma. Motion carried 5-0. MINUTES OF 09-11-2025 Alderman Beck moved to approve the minutes of the September 11, 2025, meeting, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Milner, and Palma. Motion carried 5-0. AUGUST COURT REPORT Alderman Beck moved to approve the August 2025 Court Report, second by Alderman Cockrell. Yes: Beck, Cockrell , Draut, Milner, and Palma . Motion carried 5-0. RESOLUTION 2025-145 Alderman Beck moved to approve Resolution 2025-145 Bill Pay authorizing the expenditure of funds out of the City treasury of the City of Riverside for Fiscal Year 2025-2026-weeks ending September 5th , September 12th and September 19th in the amount of $1,578,953.35, second by Alderman Cockrell . Yes: Beck, Cockrell, Draut, Milner, and Palma. Motion carried 5-0 . RESOLUTION 2025-146 Alderman Beck moved to approve Resolution 2025-146 Towing Contract extending the City's towing contract with Gad Rents, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Milner, and Palma. Motion carried 5-0 . RESOLUTION 2025-147 Alderman Beck moved to approve Resolution 2025-147 PPE Patrol approving the purchase of personal protection equipment for the Police Department Patrol Division, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut , Milner, and Palma. Motion carried 5-0 . RESOLUTION 2025-148 Alderman Beck moved to approve Resolution 2025-148 PPE Tactical Operations approving the purchase of personal protection equipment for the Police Department Tactical Operations Team, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Milner, and Palma. Motion carried 5-0. RESOLUTION 2025-149 Alderman Beck moved to approve Resolution 2025-149 Surplus Property Fire declaring certain property surplus, second by Alderman Cockrell. Alderman Beck moved to approve Resolution 2025-150 approving task order 15 with McClue, second by Alderman Cockrell. Yes: Beck, Cockrell , Draut, Milner, and Palma . Motion carried 5-0 . Alderman Beck moved to approve Resolution 2025-151 approving a declaration of deed restriction, second by Alderman Cockrell . Yes: Beck, Cockrell, Draut, Milner, and Palma. Motion carried 5-0 . Mayor Rose opened the public hearing for a preliminary plat, preliminary development plan, and rezoning at 7:03 p.m. and continued it to November 18· 2025. Mayor Rose opened the public hearing for consideration of a plan for industrial development providing sales tax exemption on construction materials and property tax abatement for an approximately 213,701 square foot industrial warehouse and distribution center to be located at the southeast corner of Horizons Parkway and NW River Park Drive (Highway 9) at 7:03 P.M. She introduced David Martin with Gilmore Bell and he explained that this plan is similar to all the other plans that have been approved in the past. Having no other comments from the public Mayor Rose closed the public hearing at 7:04 p.m. Deputy City Clerk Sarah Wagner gave first reading of Bill No. 2025-071 . Alderman Beck moved to accept first reading and place Bill 2025- 071 on second and final reading, second by Alderman Palma. Yes: Beck, Palma, Cockrell, Draut, and Milner. Motion carried 5-0. Deputy City Clerk Wagner gave the second reading of Bill No. 2025-071. Alderman Cockrell moved to approve Bill 2025-071 and enact said bill as ordinance , second by Alderman Draut. Yes: Cockrell, Draut, Milner, Beck, and Palma. Motion carried 5-0 . Deputy City Clerk Sarah Wagner gave first reading of Bill No . 2025-072. City Engineer Travis Hoover noted that this is a standing agreement with the Levee District for gee tech. Alderman Beck moved to accept first reading and place Bill 2025-072 on second and final reading, second by Alderman Palma. 3 BILL NO. 2025-073 Employ Jaxten Steffeny Yes: Beck, Palma, Cockrell, Milner, and Draut. Motion carried 5-0. Deputy City Clerk Wagner gave the second reading of Bill No. 2025-072. Alderman Palma moved to approve Bill 2025-072 and enact said bill as ordinance, second by Alderman Draut. Yes : Palma, Draut, Beck, Milner, and Cockrell . Motion carried 5-0. Deputy City Clerk Sarah Wagner gave first reading of Bill No. 2025-073 . Fire Chief Gordy Fowlston explained that one of the new hires from the September 2nd meeting took a position elsewhere and this hire will be filling that position bringing fire back to being fully staffed. Alderman Cockrell moved to accept first reading and place Bill 2025-073 on second and final reading, second by Alderman Beck. Yes: Cockrell, Beck, Milner, Draut, and Palma. Motion carried 5-0. Deputy City Clerk Wagner gave the second reading of Bill No . 2025-073 . Alderman Draut moved to approve Bill 2025-073 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Draut, Cockrell, Beck, Palma, and Milner. Motion carried 5-0. BILL NO. 2025-074 Deputy City Clerk Sarah Wagner gave first reading of Bill No. Live Nation Reimbursement 2025-074. Community Development Director Mike Duffy noted that these are the MDFB funds for infrastructure at the Live Nation project. This is the second disbursement, and we are anticipating one to two more. Alderman Cockrell moved to accept first reading and place Bill 2025-074 on second and final reading, second by Alderman Draut. Yes: Cockrell, Draut, Beck, Milner, and Palma. Motion carried 5-0. Deputy City Clerk Wagner gave the second reading of Bill No. 2025-067. Alderman Palma moved to approve Bill 2025-07 4 and enact said bill as ordinance, second by Alderman Beck. Yes : Palma, Beck, Milner, Palma , and Cockrell. Motion carried 5-0. BILL NO. 2025-075 Deputy City Clerk Sarah Wagner gave first reading of Bill No . Resource Sharing Agreement 2025-075 . Fire Chief Gordy Fowlston explained that this agreement came about in preparation for World Cup and will allow those who are part of this to share resources. Alderman Cockrell moved to accept first reading and place Bill 2025-075 on second and final reading , second by Alderman Beck. Yes: Cockrell, Beck, Draut , Milner, and Palma 4 BILL NO. 2025-076 GEST Agreement BILL NO. 2025-077 Terminate KCATA RESOLUTION 2025-152 Budget Amendment Motion carried 5-0. Deputy City Clerk Wagner gave the second reading of Bill No . 2025-075. Alderman Draut moved to approve Bill 2025-075 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Draut, Cockrell, Beck, Milner, and Palma. Motion carried 5-0. Deputy City Clerk Sarah Wagner gave first reading of Bill No. 2025-076. City Administrator Brian Koral explained that this ordinance as well as the one that follows deal with public transit for our residents. This contract with GEST will replace the one the City currently has with IRIS. IRIS future is becoming less certain. several other cities in the Northland have or are planning to sign agreements with GEST. It will allow our residents to travel within the GEST system for $3 per ride. Alderman Draut moved to accept first reading and place Bill 2025-076 on second and final reading, second by Alderman Beck. Yes: Draut, Beck, Milner, Cockrell, and Palma. Motion carried 5-0 . Deputy City Clerk Wagner gave the second reading of Bill No. 2025-077. Alderman Beck moved to approve Bill 2025-077 and enact said bill as ordinance, second by Alderman Palma . Yes: Beck, Palma, Milner, Draut, and Cockrell. Motion carried -0 . Finance Director Erika Benitez explained to the Board that this is an amendment for the 2024-2025 budget. This is the result of some oversight from one of our banking partners. Alderman Beck moved to approve Resolution 2025-152 amending fiscal year 2024-2025 annual budget, second by Alderman Palma. Yes: Beck, Palma, Milner, Cockrell, and Draut. Motion carried 5-0. 5 CITY ADMINISTRATOR City Administrator Biran Koral expressed his appreciation to the Mayor and Board for their flexibility in changing the date of this meeting. He shared an "Upstream" story about Officer Dolan helping the fire crews out last week with a vehicle fire. COMMUNITY DEVELOPMENT No report. ENGINEERING/PUBLIC WORKS FINANCE FIRE POLICE LEVEE BOARD MAYOR'S DISCUSSION BOARD OF ALDERMEN MOTION TO ADJOURN No report . Finance Director Erika Benitez went over the monthly budget report for August 2025. Fire Chief Gordy Fowlston went over the monthly fire report for August 2025. Police Chief Chris Skinrood went over the monthly police report for August 2025. Meeting tomorrow at noon . Mayor Kathy Rose noted that Beyond the Bell had their kickoff event at Renner Brenner Park this week. She expressed her excitement about being asked to do the "KC BABY" chant at the KC Current game . She had a great time on her trip to DC with the Northland Chamber as well as her trip to Columbus. She took lots of notes and has some great ideas to bring back to Riverside. She also expressed how great of a time she had at the dance party for the Northland Workforce Development Center. Alderman Draut -Nothing to report. Alderman Palma -Had a great time at the dance part for the Workforce Development Center. Alderman Beck -Enjoyed the dance party as well. Alderman Cockrell -Really enjoyed the trip to DC as well as the MML Conference. She learned a lot. The dance party was a blast and the new Workforce Development Center will be a great opportunity for our area. Alderman Milner -Had an amazing time in DC.
