The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, October 07,
2025 .
Mayor Rose called the meeting to order at 6:32 p.m. Those in attendance were, Mayor Kathy
Rose , Alderman Jill Beck, Dawn Cockrell, and Steve Palma.
Also present were City Administrator Brian Koral, City Clerk Melissa McChesney, Community
Development Director Mike Duffy, Deputy City Clerk Sarah Wagner, and City Attorney Paul
Campo.

Alderman Cockrell moved to enter closed session pursuant to
RSMo 610 .021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing , Purchase, or sale of real estate, RSMo
610.021 (3) Hiring, firing, disciplining, or promoting a particular
employee , when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Palma.
Yes: Cockrell, Palma, Bundy, and Beck.
Motion carried 4-0.
Alderman Cockrell moved at 6 :48 p.m. to adjourn closed
session with no action taken, second by Alderman Bundy.
Yes: Cockrell, Bundy, Palma, and Beck.
Motion carried 4-0 .
Mayor Kathy Rose called the Regular Session Meeting to order
at 7:00 p.m .
Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn
Cockrell, and Steve Palma.
Also present were City Administrator Brian Koral, City Clerk Melissa McChesney, Community
Development Director Mike Duffy, Deputy City Clerk Sarah Wagner, Fire Chief Gordon
Fowlston, City Engineer/Public Works Director Travis Hoover, Parks Manger Noel Benion ,
Police Chief Chris Skinrood, IT Manager Jason Ketter, and City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

presented, second by Alderman Bundy.

23, 2025, meeting, second by Alderman Bundy.

Alderman Beck moved to approve Resolution 2025-153
authorizing the expenditure of funds out of the City treasury of the
City of Riverside for Fiscal Year 2025-2026-weeks ending
September 26th and October 3rd in the amount of $653, 156.96,
second by Alderman Bundy .

Motion carried 4-0.
Alderman Beck moved to approve Resolution 2025-154
awarding the bid for the Horizons Parkway and Music Boulevard
intersection improvements , second by Alderman Bundy.

Alderman Beck moved to approve Resolution 2025-155
approving the acceptance of right-of-way and a Temporary
Construction Easement from Carol K Tsevis, second by Alderman
Bundy.

approving Task Order 3 with Dake Wells, second by Alderman

Deputy City Clerk Sarah Wagner gave first reading of Bill No.
2025-078. Parks and Special Projects Manager Noel Bennion
explained that this is an agreement with MoDOT for right-of-way
for the Highway 9 connector trail.
Alderman Cockrell moved to accept first reading and place Bill
2025-078 on second and final reading , second by Alderman Beck.

Deputy City Clerk Sarah Wagner gave first reading of Bill No.
2025-079. City Administrator Biran Koral explained the changes
that are requested are specific to the new amphitheater. Live
Nation has been working with us on updating the policy to allow
for shows to exceed the time for the noise ordinance due to
inclement weather.
Alderman Cockrell moved to accept first reading and place Bill
2025-079 on second and final reading, second by Alderman
Beck.
Yes: Cockrell, Beck, Palma, and Bundy.
Motion carried 4-0.

2025-081 .
Parks and Special Projects Manager Noel Bennion explained
that this is a grant from MoDOT for the Tullison Road Line Creek
Trail Connector that will into Kansas City.
Alderman Beck moved to accept first reading and place Bill
2025-081 on second and final reading, second by Alderman
Cockrell.

CITY ADMINISTRATOR
Motion carried 4-0.
City Administrator Biran Koral announced that the last Reaching
Riverside event of the season will be in the Palisades
Neighborhood Saturday 3-5 p.m. Trunk or Treat will be Saturday,
October 18th . Many staff members will be in NIMS training the rest
of the week. We still need to set up NIMS training for elected
officials. Potential dates will be sent out this week . GEST
services in Riverside will begin on November 1st . Other
communities that have stated with GEST have been pleased with
the service so far.

MAYOR'S DISCUSSION
Clean up started October 6th and will run through the 18th 7 a.m. to
3:30 p.m.
No report.
Fire Chief Gordy Fowlston reported that they had a great turn out
for the open house. They served 140 plates of pancakes. He
also announced that due to staffing shortages the Platte County
Health Department will not be able to do its usual drive through flu
clinic here in the city. Vaccinations will be available at the Health
Department.
No report.
Meeting October 22 nd at noon.
Mayor Kathy Rose asked if any elected officials would be
available to attend the Reaching Riverside event. She loved the
fire open house and got to engage with the new ARM ambulance
staff and felt like they were a good fit and felt lots of good things
and good energy between staff and AMR. Mayor Rose
encouraged all who could to attend the Trunk or Treat event.
They are still looking for trunks. She attendee the Grind of the
Blind event last weekend. There were about 70 people, and it
was a great event. She asked for an update on the Vivion Road
Trail. Paks and Special Project Manager Noel Bennion explained
that they are working on removing shoring which should take
about a week and that we are still about four weeks out on
fabrication of the fence . The anticipated opening date is mid to
end of November. Mayor Rose noted that she will be out of town
for the October 21 st meeting. There will be a special meeting on
October 28 th to go over the staffing study. The Cit will be
conducting interviews that last week in October for marketing
services. She also said she would like staff to begin working on a
policy for VRBO .

Alderman Palma -Welcome Melissa, thank you Sarah and Bon
Voyage Mayor.
Alderman Bundy-Ditto to everything . We are excited about Trunk
or Treat and are hoping to have a trunk for Montebella this year.
Alderman Beck -Thank you to the City for helping in Gatewoods
and welcome Melissa.
Alderman Cockrell moved to adjourn the meeting at 7:36 p.m.,
second by Alderman Beck.
