HomeMy WebLinkAbout2025-10-21 Regular Meeting MinutesMINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, October 21, 2025 6:30 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, October 21, 2025. CALL TO ORDER Alderman Jill Beck called the meeting to order at 6:38 p.m. ROLL CALL The City Clerk called the roll. In attendance were aldermen Dawn Cockrell, Steve Palma, Jill Beck, Staci Bundy, and Jason Draut. Also present were City Administrator Brian Koral, Police Chief Chris Skinrood, Human Resources Manager Amy Strough, City Clerk Melissa McChesney, and City Attorney Paul Campo. CLOSED SESSION MOTION TO ENTER INTO CLOSED@ 6:38 P.M. Alderman Draut moved to enter closed session pursuant to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, seconded by Alderman Cockrell. Page 1 of 6 REGULAR SESSION CALL TO ORDER Board President Pro Tern Milner (via video conference) called the Regular Session Meeting to order at 7:01 p.m. ROLL CALL The City Clerk called the roll. In attendance were Board President Pro Tern Robert Milner and aldermen Dawn Cockrell, Steve Palma, Jill Beck, Staci Bundy, and Jason Draut. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, Fire Chief Gordon Fowlston, Police Chief Chris Skinrood, Public Works Director Travis Hoover, Capital Projects & Parks Manager Noel Benion, Human Resources Manager Amy Strough, Finance Director Erika Benitez (via video conference), IT Manager Jason Ketter, City Clerk Melissa Mcchesney, and City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Board President Pro Tern Milner led the Pledge of Allegiance. PUBLIC COMMENTS None. LEGISLATIVE SESSION CONSENT AGENDA Alderman Draut moved to approve the consent agenda, as presented; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut Motion carried: 6-0. The following items were approved on the consent agenda: MINUTES OF 10-07-2025 Alderman Draut moved to approve the minutes of the October 7, 2025, meeting; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0. COURT REPORT September 2025 Alderman Draut moved to approve the September 2025 Court Report; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0. RESOLUTION 2025-157 Bill Pay Alderman Draut moved to approve Resolution No. 2025- 156 authorizing the expenditure of funds out of the City treasury of the City of Riverside for fiscal year 2025-2026 weeks ending October 10th and October 17th in the amount of $454,418.72; seconded by Alderman Cockrell. RESOLUTION 2025-158 Line Creek Trail Alderman Draut moved to approve Resolution No. 2025- 157 authorizing approval of the encroachment agreement with Magellan Pipeline Company for the Line Creek Trail; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0. RESOLUTION 2025-159 Warning Siren Alderman Draut moved to approve Resolution No. 2025- 158 approving the purchase of a backup warning siren control system from Blue Valley Public Safety; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0. REGULAR AGENDA BILL NO. 2025-082 Employ Carrie Craig City Clerk Melissa McChesney gave the first reading of Bill No. 2025-082. Alderman Palma moved to accept the first reading and place Bill No. 2025-082 on second and final reading; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0. City Clerk Melissa Mcchesney gave the second reading of Bill No. 2025-082. Alderman Cockrell moved to approve Bill No. 2025-082 and enact said bill as ordinance; seconded by Alderman Bundy. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0. BILL NO. 2025-083 Employ Brenda MacDonald City Clerk Melissa Mcchesney gave the first reading of Bill No. 2025-083. Alderman Palma moved to accept the first reading and place Bill No. 2025-083 on second and final reading; seconded by Alderman Draut. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. BILL NO. 2025-084 HHW Collection Program City Clerk Melissa Mcchesney gave the first reading of Bill No. 2025-084. Alderman Palma moved to accept the first reading and place Bill No. 2025-084 on second and final reading; seconded by Alderman Beck. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0. City Clerk McChesney gave the second reading of Bill No. 2025-084. Alderman Draut moved to approve Bill No. 2025-084 and enact said bill as ordinance; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0. RESOLUTION 2025-085 LAGERS Public Safety- City Clerk Melissa McChesney gave the first reading of Bill No. 2025-085. Human Resources Manager Amy Strough said the Missouri Governor previously classified dispatchers as first responders and created a new department so they could retire at 55 years old. She noted that notice of the proposed change was posted 45 days prior to the meeting. Alderman Bundy moved to accept the first reading and place Bill No. 2025-085 on second and final reading; seconded by Alderman Beck. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0. City Clerk Melissa McChesney gave the second reading of Bill No. 2025-085. Alderman Cockrell moved to approve Bill No. 2025-085 and enact said bill as ordinance; seconded by Alderman Draut. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Page 4 of 6 Motion carried: 6-0. RESOLUTION 2025-160 Police Vehicles Police Chief Chris Skinrood said that staff met with Live Nation at the beginning of the budget year. After visiting other sites it was determined that additional vehicles and equipment were needed. He noted the spare vehicles would be used in place of any that were out of service. Alderman Bundy moved to approve Resolution No. 2025-160 approving the purchase of vehicles and equipment for the Police Department off the Mid- America Regional Council's Government Cooperative Purchasing Program; second by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut Motion carried 6-0. CITY ADMINISTRATOR City Administrator Brian Koral said a special meeting to review the staff study was scheduled for October 28; the GEST ride share service would launch on November 1; and staff was working set a date for National Incident Management training for the mayor and aldermen. COMMUNITY DEVELOPMENT No report. ENGINEERING/PUBLIC WORKS No report. FINANCE Finance Director Erika Benitez provided an update of the City's financials from July 1 to September 30, 2025. FIRE Fire Chief Gordy Fowlston said that the transition to AMR ambulance service was going smoothly and would begin providing 24-hour service on October 27. He also reviewed the monthly fire report for September 2025. POLICE Police Chief Chris Skinrood reviewed the monthly police report for September 2025. LEVEE BOARD Public Works Director Travis Hoover said the Levee Board would hold its annual landowner's meeting on October 22. MAYOR'S DISCUSSION Mayor Pro Tern Milner complimented the Police Department. Page 5 of 6 BOARD OF ALDERMEN Alderman Palma said she attended the Carve event, noting she thought it was a successful event. Alderman Beck thanked City staff who would be helping with the parade on October 25. Alderman Bundy said her daughter went through the Carved maze and was not scared. Alderman Cockrell said the Carve event was great and asked about the dates for the household hazardous waste events. MOTION TO ADJOURN Alderman Beck moved to adjourn the meeting at 7:24 p.m.; seconded by Alderman Cockrell.
