SPECIAL MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, October 28, 2025
7:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in
the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside,
Missouri, on Tuesday, October 28, 2025.
CALL TO ORDER Mayor Kathy Rose called the meeting to order at 7:01
p.m.
ROLL CALL The City Clerk called the roll. In attendance were Mayor
Kathy Rose and aldermen Steve Palma, Jill Beck,
Robert Milner. and Staci Bundy. Alderman Dawn
Cockrell was present via video conference.
Also present were City Administrator Brian Koral, Community Development Director
Mike Duffy; Public Works Director Travis Hoover; Fire Chief Gordon Fowlston; Police
Chief Chris Skinrood; HR Manager Amy Strough; Capital Projects & Parks Manager
Noel Bennion; IT Manager Jason Ketter; City Clerk Melissa McChesney; Fire
Assistant Chiefs Keith Payne and Jeremy O'Brien; Fire Captain Scott Stubler; Fire
Lieutenant Tim Good; Firefighters Joe Sapp, Christine May, and Jen King; AMR
Paramedic Patrick White; and L42 Business Agent Anthony Inzenga.
RIVERSIDE STAFFING Patrick lbarra, Mejorando Group, provided an overview
STUDY REPORT of the study via a presentation. Time was allowed for
comments and questions from the Mayor and Board.

p.m.; seconded by Alderman Milner.
