HomeMy WebLinkAbout2025-11-04 Regular Meeting MinutesMINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday,November4,2025 6:30 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, November 4, 2025. CALL TO ORDER Mayor Kathy Rose called the meeting to order at 6:34 p.m. ROLL CALL The City Clerk called the roll. In attendance were aldermen Dawn Cockrell, Steve Palma, Jill Beck, Staci Bundy, and Jason Draut. Also present were City Administrator Brian Koral, Capital Projects and Parks Manager Noel Bennion, Police Chief Chris Skinrood, City Clerk Melissa Mcchesney, and City Attorney Paul Campo. CLOSED SESSION MOTION TO ENTER INTO CLOSED@ 6:34 P.M. Alderman Beck moved to enter closed session pursuant to RSMo 610.021 (1) legal action and litigation, and RSMo 610.021 (2) leasing, purchase, or sale of real estate, RSMo 610.021(3) hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Bundy, Milner, Draut. Motion carried: 5-0. MOTION TO ADJOURN CLOSED@ 7:06 P.M. REGULAR SESSION CALL TO ORDER Mayor Kathy Rose called the Regular Session Meeting to order at 7:07 p.m. Page 1 of 6 ROLL CALL The City Clerk called the roll. In attendance were aldermen Dawn Cockrell, Steve Palma, Jill Beck, Robert Milner, Staci Bundy, and Jason Draut. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, Fire Chief Gordon Fowlston, Police Chief Chris Skinrood, Public Works Director Travis Hoover, Capital Projects & Parks Manager Noel Benion, Human Resources Manager Amy Strough, Finance Director Erika Benitez (via video conference), IT Manager Jason Ketter, City Clerk Melissa McChesney, and City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENTS None. PRESENTATION City Administrator Brian Koral provided a history of the KC Current KC Current in Riverside. Caitlin Carducci, KC Current General Manager, thanked the City for helping them continue to grow their soccer club. They unveiled the 2025 National Women's Soccer League Shield that they won on September 20. They were the fastest team to clinch the regular season title, with five games remaining. LEGISLATIVE SESSION MONTEBELLA STORM WATER RUNOFF ON PRIVATE PROPERTY Mike Matousek, 5134 NW Montebella Drive said he purchased his home in July. He thanked staff for their assistance with a stormwater issue he was having in his back yard. The stormwater runoff pipe ran under his property from the road through the easement on his and his neighbor's properties but it ended before the edge of his property. He said he spoke to both the builder and the developer without any resolution, so he contacted the City for help. He said the reason he was speaking to the Board was because he wanted the pipe to end outside of his property. Mayor Rose said the City issued letters to the developer and builder and they had a timeframe to respond. City Administrator Brian Koral said that both had reached out to staff and spoke with Public Works Director Travis Hoover. CONSENT AGENDA Alderman Bundy moved to approve the consent agenda, as presented; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0. Page 2 of 6 The following items were approved on the consent agenda: MINUTES OF 10-21-2025 Alderman Bundy moved to approve the minutes of the October 21, 2025, meeting; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0. MINUTES OF 10-28-2025 Alderman Bundy moved to approve the minutes of the October 28, 2025, special meeting; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0. RESOLUTION 2025-161 Bill Pay Alderman Bundy moved to approve Resolution No. 2025-156 authorizing the expenditure offunds out of the City treasury of the City of Riverside for fiscal year 2025- 2026 weeks ending October 24th and 31 st in the amount of $461,981.23; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0 . RESOLUTION 2025-162 Appraisal Services Alderman Bundy moved to approve Resolution No. 2025-162 approving an agreement for appraisal services with Keller, Craig & Associates, LLC for the 9 Highway Connector Trail; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0 . RESOLUTION 2025-163 Surplus Property Alderman Bundy moved to approve Resolution No. 2025-163 declaring certain property surplus and authorizing its disposal; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0. REGULAR AGENDA BILL NO. 2025-086 Employ Cody Chandler City Clerk Melissa Mcchesney gave the first reading of Bill No. 2025-086. Alderman Cockrell moved to accept the first reading and place Bill No. 2025-086 on second and final reading; seconded by Alderman Beck. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0. Page 3 of 6 City Clerk Melissa McChesney gave the second reading of Bill No. 2025-086. Alderman Milner moved to approve Bill No . 2025-086 and enact said bill as ordinance; seconded by Alderman Draut. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0 . BILL NO. 2025-087 Employ Andrew Cronk City Clerk Melissa McChesney gave the first reading of Bill No. 2025-087. Alderman Milner moved to accept the first reading and place Bill No. 2025-087 on second and final reading; seconded by Alderman Cockrell Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut Motion carried: 6-0. City Clerk Melissa Mcchesney gave the second reading of Bill No. 2025-087. Alderman Draut moved to approve Bill No. 2025-087 and enact said bill as ordinance; seconded by Alderman Milner Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut Motion carried: 6-0. CITY ADMINISTRATOR City Administrator Brian Koral said that Finance Director Erika Benitez accepted a position at the Mid-America Regional Council (MARC) and her last day would be November 30. Staff was planning for recruitment and working through a transition plan until the new person was hired. Koral said the title sponsor for the new Live Nation amphitheater would be announced on November 6 and the first round of shows would be announced on November 7, but a formal opening date had not been set. Live Nation Seating Options Koral said staff worked with Live Nation to discuss reserved seats for City use. The two options include Box 8 that has eight reserved seats, or Stage Box B that has eight seats but was closer to the stage. He provided an overview of the pricing, which covered everything except food and beverages, and said an agreement would be for three years, with annual price increases. The consensus of the Board was for staff to move forward with Stage Box B and bring forward an agreement at a future meeting. Page 4 of 6 Surplus Koral said the former Public Works building had become a place for storage. The City historically used GovDeals to sell items that were no longer needed. He added that staff was looking at possibly participating in the citywide garage sale or a flea market concept in the parking lot. Alderman Bundy asked if the spring citywide garage sale could be moved to a later date because early April was too cold. COMMUNITY DEVELOPMENT No report. ENGINEERING/PUBLIC WORKS No report. FINANCE No report. Mayor Rose said she was sorry that Erika was leaving, but she said she would be a great asset to MARC. FIRE No report. POLICE No report. LEVEE BOARD Public Works Director Travis Hoover said a meeting was scheduled for the following week MAYOR'S DISCUSSION Mayor Rose said that Live Nation wanted to hold a 75th anniversary watch party for Riverside on July 3, 2026, and she was looking for people to participate in a committee to plan the event. It was recommended that staff reach out to Park Board members to see if anyone was interested. She said the staff study results were in and she wanted to have a two-person Board committee to work with her and City staff for review and implementation. Aldermen Palma and Bundy agreed to be on the committee. She said interviews with the marketing firms were completed and staff was working on the negotiations. An agreement would be presented at a future meeting. She reminded the Board that the Northland Chamber of Commerce annual banquet was on November 12. BOARD OF ALDERMEN Alderman Beck thanked the mayor, Police Department and Fire Department for helping with Halloween parade at Gate Woods.
