The Riverside Park Board held their regularly scheduled meeting at Riverside City Halt, 250 N''~ivior~ Road,
Riverside Missouri 64l ~, on Wednesday, April 1, ~D~9~ Those in attendance were: Jude Rule, Deborah f,cader, Jinn
Frakes, Ran arlsan, Alderman Mike Fuller, Maur Kathy Rose, Mike Duffy, Director of Community Development,
Meredith Hauck, Caordrnator of Cornmunicatian. and External Affairs, and Sarah Wagner, Administrative ~Ierk. Member
Absent; Norma Parrot.
Approval of Jim Frakes made a motion to approve the minutes ofMarch 4, ~~09,

Events a List of events that will be taking place at the comm~~nity center and the parks over the
Calendar summer,
Renner Mike Duffy, Directar ofCommunlty Development explained that the Park Board received ~
Brenner series of letters in their packet from various organizations concerned about the histarical value
Playground of Renner Brenner Park and the impact moving the playground equipment may have an it.

Julie Rule said that she had a conversation with Brenner later on and he indicated that he is
working with the City on the project but does not think that it is a goad idea
1Vlike Duffy said tli~t the park equipment has already been ordered and the City intends to
move forward with the project The City Attorney said that the~~e was nothing legally that
would prevent the City from moving the playground equipment. The City does plan to hire an
archaeologist to su~~vey that park and give Borne insight on whether or not the city needs to
preserve what is the~~e of if they can go ahead with projects. The playground is eat peen as a
permanent structure, it is ~ Est capping the ground and what is there will remain,
Alderman Mike Fuller asked about the parking lot extensiorr~
IVlil~e Duffy replied that the parking lot will have to be changed no matter what because afthe
widening of~rvron Road. `
Jim Frakes commented that the letters refer to the area as already being disturbed.
MiiCe Duffy replied that there is a lot ofeanfusian as to what is significant and what is all
included in the site, There is a lot under the house next to the park. The site vas thought to
include the Borne of the road improvements, the city hall complex and the bridge. There is no
discussion in any past minutes ol~ what the property vas to be used far and conditions places
on the property when the City purchased it in I X55. At that time Gary Brenner was still
excavating same ofthe site, we need to remain sensitive to those concerned about the
historical aspect ofthis property while still meeting the needs ofthe community.
Jirn l~'rakes asked if we owned that park then why we included Gary Brenner in all of these
discussions,
Mayor Kathy Rose replied that this is a ~rery political issue and that nary Brenner is eery
kno~vledgeable about this area,
Mike Duffy commented that we included Cary Brenner sa that eve wouldn't get this type of
response from. a.ll the Native American groups. fur frustration is that Native An~eriean groups
want to preserve this area, but they aren't up there using it for anything, Na one really uses the
upper part ofthat park,
Meredith Hauck commented that an archaeologist may be able to fill Borne ofthe history gaps
for this area,
Alderman puller cornn~ented that it sounds lll~e it could be an expensive process.
lU~ike Duf~y replied that it i~ the right thing to do and the initial fees should be around I,D04 if
na dig is needed, At this point the pity is still moving f~r~vard with the project
Budget Meredith Hauck announced that Jeff Ru pp, I~irectar of Public V~'orks, has taken a new position
~]iscussion in spring dill, Kansas.
Mike Duffy explai~~ed that at this time the pity is looking into evaluating and defining fhe role
ofPublic works which will also Delp with the rate ofthe Park Board, The City is looking t
hiring an outside consultant to help define;

Mayor Kathy Rase conunented that it would not give the park Board much time to work on
their budget,
Meredith Hauck said that a majority afthe items an tlae Park Board's budget are maintenance
items, Almost a~,a0~ is maintenance. The other big ticket Items are replacing the shelter
Douse at Renner Brenner and conducting . citizen's park survey.
Mayor Kathy Rase commented that she would like to see the addition of a basketball court and
maybe a tetherball area.
,Tim drakes said that franc the last meeting when they discussed haw runny water hydrants there
were at 8,~. Young he went out there and counted and there are four.
