REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, November 18, 2025
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Board of Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on
Tuesday, November 18, 2025.
CALL TO ORDER
Mayor Kathy Rose called the meeting to order at 7:00
p.m.
ROLL CALL
The City Clerk called the roll. In attendance were
aldermen Dawn Cockrell, Steve Palma, Jill Beck, Staci
Bundy, and Jason Draut. A quorum was present.
Also present were City Administrator Brian Koral, Community Development Director
Mike Duffy, Police Chief Chris Skinrood, Fire Chief Gordy Fowlston, Public Works
Director Travis Hoover, Human Resources Manager Amy Strough, City Clerk Melissa
Mcchesney, and City Attorney Paul Campo.

MOTION TO ENTER INTO

Alderman Cockrell moved to enter closed session
pursuant to RSMo 610.021 (1) Legal Action and litigation,
and RSMo 610.021 (2) Leasing, Purchase, or sale of real
estate, RSMo 610.021(3) Hiring, firing, disciplining, or
promoting a particular employee, when personal
information about the employee is discussed, and RSMo
610.021 (13) Individually identifiable personnel records,
performance ratings or records pertaining to employee or
applicant for employment, second by Alderman Beck
Yes: Cockrell, Palma, Beck, Bundy, and Draut.
Motion carried: 5-0.
MOTION TO ADJOURN

Alderman Beck moved to adjourn the closed session with
no action taken at 6:43 p.m.; second by Alderman
Cockrell

CALL TO ORDER
Mayor Rose called the Regular Session to order at 7:00
p.m.
ROLL CALL
The City Clerk called the roll. In attendance were
aldermen Dawn Cockrell, Steve Palma, Jill Beck, Staci
Bundy, and Jason Draut. A quorum was present.
Also present were City Administrator Brian Koral, City Clerk Melissa Mcchesney,
Community Development Director Mike Duffy, Fire Chief Gordon Fowlston, City
Engineer/Public Works Director Travis Hoover, HR Manager Amy Strough, Parks
Manager Noel Benion, Police Chief Chris Skinrood, and City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENTS None.
CONSENT AGENDA
LEGISLATIVE SESSION
Mayor Rose removed Item 6 from the consent agenda.
Alderman Cockrell moved to approve the consent
agenda, as amended; seconded by Alderman Bundy.
Yes: Cockrell, Palma, Beck, Bundy, and Draut.
Motion carried: 5-0.
The following items were approved on the consent agenda:
MINUTES OF 11-04-2025 Alderman Cockrell moved to approve the minutes of the
November 4, 2025, meeting; seconded by Alderman
Bundy.
COURT REPORT
October 2025
Alderman Cockrell moved to approve the October 2025
Court Report; seconded by Alderman Bundy.
Yes: Cockrell, Palma, Beck, Bundy, and Draut.
Motion carried: 5-0.
RESOLUTION 2025-164
Bill Pay
Yes: Cockrell, Palma, Beck, Bundy, and Draut.
Motion carried: 5-0.
Alderman Cockrell moved to approve Resolution No.
2025-164 authorizing the expenditure of funds out of the
City treasury of the City of Riverside for fiscal year 2025-
2026 weeks ending November 7th and November 14th in
the amount of $545, 134.66; seconded by Alderman
Bundy.
Yes: Cockrell, Palma, Beck, Bundy, and Draut.
Motion carried: 5-0 .

RESOLUTION 2025-165
Police Ammunition
Alderman Cockrell moved to approve Resolution No.
2025-165 authorizing and approving the purchase of
ammunition from Gulf States Distributors from the State
of Missouri Cooperative Purchase Contract; seconded by
Alderman Bundy.
Yes: Cockrell, Palma, Beck, Bundy, and Draut.
Motion carried: 5-0.
RESOLUTION 2025-166
Budget Amendment
Alderman Cockrell moved to approve Resolution No.
2025-166 amending the fiscal year 2025-2026 annual
budget for the City of Riverside, Missouri; seconded by
Alderman Bundy.
Yes: Cockrell, Palma, Beck, Bundy, and Draut.
Motion carried: 5-0.
RESOLUTION 2025-164 This item was removed from the consent agenda and no
Custom Container Purchase action was taken.
REGULAR AGENDA
BILL NO. 2025-088
Code Amendment
City Clerk Melissa McChesney gave the first reading of
Bill No. 2025-088. HR Manager Amy Strough said City
Attorney Paul Campo reviewed the City Code to change
the title of City Engineer to Public Works Director/City
Engineer.
Alderman Draut moved to accept the first reading and
place Bill No. 2025-088 on second and final reading;
seconded by Alderman Cockrell.
Yes: Cockrell, Palma, Beck, Bundy, and Draut.
Motion carried: 5-0.
City Clerk McChesney gave the second reading of Bill
No . 2025-088.
Alderman Bundy moved to approve Bill No. 2025-088
and enact said bill as ordinance; seconded by Alderman
Palma.
Yes: Cockrell, Palma, Beck, Bundy, Draut.
Motion carried: 5-0.
BILL NO. 2025-089
Final Development Plan
3950 NW Helena Road
City Clerk Mcchesney gave the second reading of Bill
No. 2025-089. Community Development Director Mike
Duffy said the plan proposed two new facilities for
Amazon to improve driver and public safety on the
property. The Planning and Zoning Commission

recommended approval on November 13.
Alderman Palma moved to accept the first reading and
place Bill No. 2025-089 on second and final reading;
seconded by Alderman Beck.
Yes: Cockrell, Palma, Beck, Bundy, Draut.
Motion carried: 5-0.
Alderman Palma moved to approve Bill No. 2025-089
and enact said bill as ordinance; seconded by Alderman
Bundy .
Yes: Cockrell, Palma, Beck, Bundy, Draut.
Motion carried: 5-0.
CITY ADMINISTRATOR City Administrator Brian Koral said City Hall would be
closed November 27-28 for Thanksgiving; and the Police,
along with the fire department and Platte County Sheriffs
Office, held the Tip a Cop event on November 15 and
raised over $4,600 for the Special Olympics.
COMMUNITY
DEVELOPMENT None.
ENGINEERING/PUBLIC
WORKS None. Mayor Rose requested a status update on park
projects at the next meeting.
FINANCE City Administrator Brian Koral provided a summary of the
2025-2026 budget to-date.
FIRE Fire Chief Gordon Fowlston said Santa Claus would be
visiting December 16-17 and provided a summary of the
October report.
POLICE Police Chief Chris Skinrood provided a summary of the
October report. He said a new officer was graduating
from the police academy and two more would graduate in
April. He also responded to questions about how
preparations were going for the FIFA World Cup.
LEVEE BOARD None.
MAYOR'S DISCUSSION Mayor Rose said she enjoyed seeing the skate park full
the past weekend. She said she attended the Park Hill
South news interview and their play.
BOARD OF ALDERMEN Alderman Palma said he would be attending the
Northland Chamber of Commerce holiday party.
Alderman Beck said she would not be running in the April

2026 election.
It was noted that the Police Senior Lunch and Shop with
a Cop/Firefighter event would be held in December.
MOTION TO ADJOURN Alderman Beck moved to adjourn the meeting at 7:36
p.m.; seconded by Alderman Cockrell.
Yes: Cockrell, Palma, Beck, Bundy, Draut.
Motion carried: 5-0.
