Minutes of Regular Meeting
Board of Aldermen of City of Riverside, Missouri
December 7,1999
A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City
Hall of Riverside, Missouri on December 7, 1999.
Those in attendance were Mayor Rule, Aldermen Ron Super, Pamela Darata, Brenda Teters, Betty
Burch, George Flaws and Ray Beard.
Also present were Ann Daniels, City Administrator, Louise Rusick, City Clerk, Chief Wylie Simpson,
City Attorney, Steve Crystal and Deborah Polk, City Attorney's Office.
Motion for Closed Session Alderman Super, moved that the meeting go into closed session pursuant to
RSMO 610.021(1) discussion of legal issues with the City attorney,
seconded by Alderman Burch, the vote was:
Aye: Aldermen Beard, Darata, Super, Flaws, Teters and Burch.
Motion carries.
Motion for Open Session Alderman Beard, moved that the meeting go into open session at 7:25 p.m.,
seconded by Alderman Flaws, the vote was:
Aye: Aldermen Darata, Super, Flaws, Teters, Burch and Beard.
Motion carries.

Comments by the public: Jim Baye, Ad Trend, Inc. 614 W. 26x' St., Kansas City, Mo. 64108
commented on the proposed Bill No. 99-92 Seetion 430.080 B. Rules and
Regulations, Size of Signs 2. (a) stating lie agreed with all information
contained in the proposed bill ezcept for the above mentioned section. He
suggested this section should say maximum height (14) feet and a maximum
length of (48) feet and the maximum area for any one billboard should be
(672) square feet. Also, lie would prefer the height of the sign be measured
differently. Raedy Jackson, Outdoor Systems, 2459 Summit, Kansas City,
Mo. 64208 mentioned the same section (3) Spacing and agreed with Mr.
Baye on Size of signs.
Public Hearing Closed Mayor Rule closed the Public Hearing at 7:35 pm.

Minutes, November 16, 1999 Alderman Burch moved that the minutes of November 16,1999 be

Comment from Public: Mrs. Poe, 3002 NW Florence, Riverside, Mo. said she appreciated the fence

Municipal Court Report Mayor Rule reported the Municipal Court Report was received for the
month of November.
City Administrator's Update Ann Daniels, City Administrator brought the board up to date oa the City
Engincer's report. She said there were fourtcen (14) applications received
for the parks & Recreation Coordinator to date with fiftcen (15) completed
and interviews to begin the first or second week in January. She stated
there were two (2) Engincer's applications received and neither one had
qualifications required by the City.
Chief Wylie Simpson Chief Wylie Simpson introduced to the board the City's newly hired Public
Announcements Safety Officers, Jason Davis, effective Dec. 1st and Douglass Vaulceuwen,
effective Den 10'x, both with one year test periods. Also, Chiet Simpson
introduced Reverend Fred McDaniel serving as Public Safety's Chaplain
effective November 26m.
Chief Simpson announced the rgiguation of Public Safety Officer, Gary
Rakow effective November 23,1999.
Presentation by Dennis Dennis Varble with Hoofer, Wysocki Architects presented to the board
Varble, Hoofer, Wysocki proposed revisions for the new City Hall. The board decided he should

Ann Daniels report on Mo. Ann reported to the board on problem gambling legislation stating a
Gaming's proposed bill proposed bill is being presented by the Missouri Gaming Commission as to
'/s cent off of the State's $2 received on admissions and 'h cent off of the
City's $1 received to go to the Gaming Commission fund for compulsive
gamblers. The board would like more information as to where the money
they're paying now is being spent.

Alderman Teters moved to approve the purchase of two (2) signs costing
spproaimately $2,000. and to mount the (2) signs commemorating the
Lewis and Clark Eapedition's 200m anniversary rnming up is year 2003
in the Riverfront Park, sernnded by Alderman Darata, the vote wan:

Bill No. 99-89 Alderman Flaws moved to place Bill No. 99-89 on its first reading said Bill
Payment of Bills authorizing the payment of certain indebtedness as listed therein, seconded
by Alderman Beard, the vote wss:
Aye: Alderman Super, Flaws, Teters, Burch, Beard and Darata.
Motion carries.
Ordinance No. 99-89 Alderman Beard moved to place Bill No. 99-89 on its second reading, and

Bill No. 99-90 Alderman Darata moved to place BJl No. 99-90 on its first reading, said
Accepting Bids on Bill provides for ratifying acceptance of bids on $3,096,507.99, seconded by
53,096,507.99 Alderman Burch, the vote was:

Motion carries.
Ordinance No. 99-90 Alderman Flaws moved to place Bill No. 99-90 on its second reading and
Approved upon passage of same become Ordinance No. 99-90, seconded by Alderman

Bill No. 99-91 Alderman Super moved to place Bill No. 99-91 on its first reading, said Bill
Amending the Riverside amending the Riverside Zoning Code, Chapter 405, Article l7, Section
Zoning Code, Chapt. 405, Art. II 405.070, Definitions, Regulating the Definitions of terms within Title IV of
Sect. 405.070, Definitions, the City Code of the City of Riverside, Mo, seconded by Alderman Beard,

Ordinance No. 99-91 Alderman Beard moved to place Bill No. 99-91 on its second reading, and
Approved upon passage of same become Ordinance No. 99-91, seconded by Alderman

Bill No. 99-92 Alderman Beard moved to place Bill No. 99-92 on its first reading, said Bill
Repealing the Riverside repealieg the Riverside Zoning Code, Chapter 430, Sign Regulations,
Zoning Code, Chapt. 430 Regulating billboards on the interstate and primary highways, and signs
Sign Reg., Regulating Bill- within the City of Riverside, Mo. and replacing that Chapter on the same
boards on the interstate & matter, amending Section 430.80 $. 2. (a) the maaimum area for any (1)
primary highways, and signs Billboard shall be seven hundred (700) square feet with a maximum height
within the City of Riverside, Mo of fourteen (14) feet and a maximum length of forty-eight (48) feet,
& replacing that Chapter on seconded by Alderman Flaws, the vote was:

Bill No. 99-93 Alderman Burch moved to place Bill No. 99-93 on ib first reading, said Bill

General Discussion: Alderman Beard moved to have the gas disconnected for gas lights billed to
location, 2000 NW Platte Rd. (entrance to Indian Hills subdivision, on N.W.
Valley Ln.), seconded by Alderman Teters, the vote was:
Aye: Aldermen Darats, Beard, Teters and Burch.
Nay: Aldermen Super and Flaws.
