HomeMy WebLinkAbout2025-12-02 Regular Meeting MinutesMINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, December2,2025 6:30 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, December 2, 2025. Mayor Kathy Rose called the meeting to order at 6:32 p.m. The City Clerk called the roll. In attendance were aldermen Dawn Cockrell, Steve Palma, Jill Beck, Robert Milner, Staci Bundy, and Jason Draut. Also present were City Administrator Brian Koral, Public Works Director Travis Hoover, Capital Projects and Parks Manager Noel Bennion, City Clerk Melissa McChesney, and City Attorney Paul Campo. MOTION TO ENTER INTO CLOSED@ 6:32 P.M. Alderman Beck moved to enter closed session pursuant to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RS Mo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried 6-0. MOTION TO ADJOURN CLOSED@ 6:51 P.M. Alderman Beck moved to adjourn the closed session with no action taken at 6:51 p.m.; seconded by Alderman Palma. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried 6-0. REGULAR SESSION CALL TO ORDER Mayor Kathy Rose called the Regular Session to order at 7:05 p.m. ROLL CALL The City Clerk called the roll. In attendance were CLOSED SESSION 1 aldermen Dawn Cockrell, Steve Palma, Jill Beck, Staci Bundy, and Jason Draut. A quorum was present. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, Fire Chief Gordon Fowlston, City Engineer/Public Works Director Travis Hoover, Capital Projects and Parks Manager Noel Bennion, Human Resources Manager Amy Strough, Police Chief Chris Skinrood, City Clerk Melissa McChesney, and City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENTS None. LEGISLATIVE SESSION CONSENT AGENDA Alderman Beck moved to approve the consent agenda, as presented; seconded by Alderman Bundy. Yes: Cockrell, Palma, Beck, Milner, Bundy, and Draut. Motion carried: 6-0. The following items were approved on the consent agenda: MINUTES OF 11-08-2025 Alderman Beck moved to approve the minutes of the November 8, 2025, meeting; seconded by Alderman Bundy. Yes: Cockrell, Palma, Beck, Milner, Bundy, and Draut. Motion carried: 6-0. MINUTES OF 11-18-2025 Alderman Beck moved to approve the minutes of the November 18, 2025, meeting; seconded by Alderman Bundy. Yes: Cockrell, Palma, Beck, Milner, Bundy, and Draut. Motion carried: 6-0. RESOLUTION 2025-168 Bill Pay Alderman Beck moved to approve Resolution No. 2025- 168 authorizing the expenditure of funds out of the City treasury of the City of Riverside for fiscal year 2025- 2026 weeks ending November 21 st and November 28 th in the amount of $74,003.33; seconded by Alderman Bundy. Yes: Cockrell, Palma, Beck, Milner, Bundy, and Draut. Motion carried: 6-0. RESOLUTION 2025-169 Vivion Rd Trail Change Order 2 Alderman Beck moved to approve Resolution No. 2025- 169 approving Change Order 2 to the agreement with Julius Kaaz Construction Company, Inc. for Vivion Road Trail Segment 1 resulting in a revised contract amount 2 of $1,212,024.00; seconded by Alderman Bundy. Yes: Cockrell, Palma, Beck, Milner, Bundy, and Draut. Motion carried: 6-0. REGULAR AGENDA RESOLUTION 2025-170 Vivion Rd Trail Change Order 3 The item was pulled from the agenda and no action was taken. CITY ADMINISTRATOR City Administrator Brian Koral told an Upstream from Ordinary story of the Police Department having a positive interaction with a First Amendment Auditor near Central Bank on November 21. He also said it was the busy season in Riverside, with the Mayor's Tree Lighting on December 4, the City's Family Holiday Dinner on December 7, the Senior Resident's Dinner on December 9, Shop with a Cop/Firefighter on December 13, and Celebrating Service Luncheon on December 17. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy said the Platte County Economic Development Council would hold its annual Business Excellence Awards on December 12 and the City nominated Probuilt Pool and Patio. ENGINEERING/PUBLIC WORKS None. FINANCE City Administrator Brian Koral said the audit report would be presented at the meeting on December 16. FIRE None. POLICE None. LEVEE BOARD Public Works Director Travis Hoover said the next meeting would be held on December 10. MAYOR'S DISCUSSION Mayor Rose said the Riverside Chamber's holiday party was scheduled for December 11; the FIFA World Cup teams would be announced on December 5; and she went to the Argosy Casino for the opening of sports betting and was given a tour of the new Gram & Dunn that would open on December 15. 3 BOARD OF ALDERMEN None. MOTION TO ADJOURN Alderman Milner moved to adjourn the meeting at 7:17 p.m.; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy, Draut. Motion carried: 6-0.
