A RESOLUTION AUTHORIZING THE AWARD OF A COOPERATIVE PROCUREMENT
FOR A DISPATCH CONSOLE SYSTEM UPGRADE AND MOBILE VIDEO SYSTEM
REPLACEMENT FROM MOTOROLA SOLUTIONS, INC., SUBJECT TO FINAL
CONTRACT TERMS AND CONDITIONS
WHEREAS, the City of Riverside, Missouri ("City") has identified the need to upgrade
dispatch console equipment utilized by the Riverside Police Department to ensure
reliable, secure, and modern public safety communications; and
WHEREAS, Motorola Solutions, Inc. ("Motorola Solutions") has submitted a proposal
to provide three (3) AXS Dispatch Consoles, including system hardware, equipment,
installation, onsite training, and a one-year warranty, together with a dispatch site
controller equipment upgrade; and
WHEREAS, Motorola Solutions has submitted a proposal to provide fifty (50) body
worn cameras and fifteen (15) in car camera systems, including system hardware,
equipment, installation, onsite training, and a five-year warranty ("Camera System")
pursuant to its Quote -3406595; and
WHEREAS, the City has engaged Dean Hart of Tusa Consulting Services as its radio
communications consultant, and Mr. Hart has provided or will provide technical and
contractual comments to Motorola Solutions that have not yet been fully incorporated into
the proposed contract documents; and
WHEREAS, Motorola Solutions has acknowledged that certain non-price contractual
language revisions may be required to address the City's consultant comments, while
confirming that pricing is fixed and will not change; and
WHEREAS, the total project cost for the dispatch console upgrade is $302,204.00,
consisting of $290,204.00 for the AXS dispatch console system and $12,000.00 for the
dispatch site controller upgrade; and
WHEREAS, the total project cost for the Camera System is $371,000; and
WHEREAS, the proposed equipment and services are available to the City through
Missouri State Contract No. MT250038001, awarded by the State of Missouri, Office of
Administration, Division of Purchasing, following the State's competitive procurement
procedures; and
WHEREAS, Section 135.070 of the Riverside Municipal Code authorizes the City to
participate in cooperative procurement with the State of Missouri and provides that the
City's competitive bidding requirements do not apply to purchases made through such
cooperative purchasing programs; and
WHEREAS, the Board of Aldermen finds that proceeding with the award at this time,
subject to final contract approval, is in the best interest of the City in order to secure

pncmg and avoid delay, while preserving the City's ability to finalize appropriate
contractual protections.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE
CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS:
THAT the Board of Aldermen hereby approves and awards, subject to final contract
approval, the purchase of three (3) AXS Dispatch Consoles, a dispatch site controller
upgrade, fifty (50) body worn cameras and fifteen (15) in car camera systems from
Motorola Solutions, Inc., for use by the Riverside Police Department; and
FURTHER THAT this purchase is authorized pursuant to Section 135.070 of the
Riverside Municipal Code as a cooperative procurement through the State of Missouri,
and pursuant to Section 135.080.D of the Riverside Municipal Code, and the competitive
bidding requirements are hereby found not to apply in that this transaction is deemed to
be in the best interest of the City; and
FURTHER THAT the Board expressly reserves the right to review and approve the
final contract documents; and
FURTHER THAT no binding contractual obligation shall arise until the final contract,
incorporating agreed-upon non-price revisions, is approved by the Board of Aldermen;
and
FURTHER THAT the total approved project cost shall not exceed $673,204.00,
consisting of: $290,204.00 for the AXS dispatch console system, $12,000.00 for the
dispatch site controller upgrade, and $371,000.00 for the camera system project. No
contract modifications shall increase the total project cost beyond this amount without
further Board approval; and
FURTHER THAT City staff are authorized to notify Motorola Solutions of the City's
conditional award and intent to proceed, to secure pricing, and to continue negotiations
on non-price contract terms consistent with the comments of the City's consultant; and
FURTHER THAT any obligation under this Resolution is subject to lawful
appropriation of funds, and no expenditure shall be made until final contract approval is
granted; and
FURTHER THAT this Resolution shall be in full force and effect from and after its
passage and approval; and
FURTHER THAT the City Administrator and such other officials of the City may
execute any other additional documents or take such other actions as are necessary,
incidental or expedient to carry out the intent of the agreement approved and the authority
granted herein .
