AN ORDINANCE AMENDING CHAPTER 605 OF THE CODE OF ORDINANCES OF THE
CITY OF RIVERSIDE, MISSOURI BY ADDING PROVISIONS REGULA TING VIDEO
LOTTERY TERMINALS
BE IT ORDAINED BY THE BOARD OF ALDERMAN OF THE CITY OF RIVERSIDE,
MISSOURI, AS FOLLOWS:
SECTION 1 -ADOPTION OF AMENDMENT. That Article V, Chapter 605 of the
Municipal Code is hereby added to read as follows:
Article V Video Lottery Terminals
Section 605.400. Definitions.
Video lottery game means an electronically simulated lottery game of chance, including,
but not limited to, video poker, keno, or blackjack, displayed on a video lottery terminal.
Video lottery terminal or video gaming machine means an electronic video lottery game
terminal which accepts coins or currency in exchange for lottery game credit and is
available to play or simulate the play of a video lottery game using a video display and
microprocessors and in which the player may receive lottery game credit for winning
plays, that may be redeemed for a ticket voucher redeemable for cash prizes. Video
lottery terminal does not include a terminal that directly dispenses coins, currency, or
tokens.
Section 605.405. Video lottery terminals.
A It shall be unlawful for any individual or business to operate, or allow to be operated,
video gaming machines, video lottery terminal, or other device which provides a video
lottery game for use by the general public unless licensed by the Missouri Gaming
Commission.
B. Any machine being operated in violation of section 605.405.A without a license shall
be subject to removal and the penalties contained in City Code section 100.240, and
any other legal or equitable relief available to the City.
SECTION 2 -EFFECTIVE DATE. That this ordinance shall be in full force and effect from
and after the date of its passage and approval.

BE IT REMEMBERED that the above was read two times by title only, PASSED AND
APPROVED by a majority of the Board of Aldermen and APPROVED by the Mayor of
the City of Riverside, Missouri, this 16th day of December 2025.
