CALL TO ORDER ROLL CALL Mayor Kathy Rose called the meeting to order at 6:30 p.m. The City Clerk called the roll. In attendance were aldermen Dawn Cockrell, Steve Palma, Jill Beck, Staci Bundy, and Robert Milner. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, Public Works Director Travis Hoover, Human Resources Manager Amy Strough, City Clerk Melissa McChesney, City Attorney Paul Campo, and Special Counsel Joe Bednar. CALL TO ORDER CLOSED SESSION Alderman Cockrell moved to enter closed session pursuant to RSMo 610.021{1) Legal Action and litigation; RSMo 610.021(2) Leasing, Purchase, or sale of real estate; RSMo 610.021{3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed; seconded by Alderman Bundy. Yes: Cockrell, Palma, Beck, Milner, Bundy . Motion carried: 5-0. Alderman Cockrell moved to adjourn the closed session with no action taken at 6:59 p.m.; seconded by Alderman Milner. Yes: Cockrell, Palma, Beck, Milner, Bundy . Motion carried: 5-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session to order at 7:04 p.m. 1 ROLL CALL The City Clerk called the roll. In attendance were aldermen Dawn Cockrell, Steve Palma, Jill Beck, Robert Milner, and Staci Bundy. Also present were City Administrator Brian Koral, City Clerk Melissa McChesney, Community Development Director Mike Duffy, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, City Engineer/Public Works Director Travis Hoover, Human Resources Manager Amy Strough, Capital Projects and Parks Manager Noel Bennion, and City Attorney Paul Campo. PLEDGE OF ALLEGIANCE PUBLIC COMMENTS PRESENTATION Audit Report CONSENT AGENDA Mayor Rose led the Pledge of Allegiance . None. Dustin Opatz, BerganKDV, presented the Annual Comprehensive Financial Report for the fiscal year ending June 30, 2025. LEGISLATIVE SESSION Alderman Milner moved to approve the consent agenda, as presented; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy . Motion carried: 5-0. The following items were approved on the consent agenda: MINUTES OF 12-02-2025 Alderman Milner moved to approve the minutes of the December 2, 2025, meeting; seconded by Alderman Cockrell. RESOLUTION 2025-167 Alderman Milner moved to approve Resolution No. Custom Container Purchase 2025-167 approving and authorizing the execution of a sales contract with Custom Container Living, Inc.; seconded by Alderman Cockrell. Alderman Milner moved to approve Resolution No. 2025-171 approving purchases from Fire and Police Selection, Inc. for certain promotional testing materials; seconded by Alderman Cockrell. Alderman Milner moved to approve Resolution No. 2025-172 authorizing the mayor to execute a quit claim deed conveying certain City-owned property; seconded by Alderman Cockrell. Alderman Milner moved to approve Resolution No. 2025-173 approving an agreement for marketing services between the City of Riverside and Woodruff Communications dba Woodruff; seconded by Alderman Cockrell. Alderman Milner moved to approve Resolution No. 2025-174 declaring certain furniture and equipment as surplus and authorizing its disposal; seconded by Alderman Cockrell. Alderman Milner moved to approve Resolution No. 2025-175 authorizing the award of a cooperative procurement for a dispatch console system upgrade and mobile video system replacement from Motorola Solutions, Inc., subject to final contract terms and conditions; seconded by Alderman Cockrell. Motion carried: 5-0. 3 REGULAR AGENDA PUBLIC HEARING Temporary Emergency Services Accommodation Units BILL NO. 2025-090 Temporary Emergency Services Accommodation Units PUBLIC HEARING Short-Term Rentals Mayor Rose opened the public hearing at 7: 12 p.m. to consider updating the Unified Development Ordinance to allow temporary emergency services accommodation units (TESAU) on City-owned property that contained a fire station. Community Development Director Mike Duffy said the proposed bill would create a new section in the Unified Development Ordinance to allow TESAU's. He noted the Planning and Zoning Commission recommended approval on December 11. Fire Chief Gordon Fowlston said the building would blend with the fire station, be placed on piers on a concrete pad, and include sleeping quarters with a bathroom. Mayor Rose asked if there were any further questions or comments and, hearing none, closed the public hearing at 7:21 p.m. City Clerk Melissa McChesney gave the first reading of Bill No. 2025-090. Alderman Milner moved to accept the first reading and place Bill No. 2025-090 on second and final reading; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy. Motion carried: 5-0. City Clerk McChesney gave the second reading of Bill No. 2025-090. Alderman Bundy moved to approve Bill No. 2025-090 and enact said bill as ordinance; seconded by Alderman Palma. Yes: Cockrell, Palma, Beck, Milner, Bundy. Motion carried: 5-0. Mayor Rose opened the public hearing at 7:22 p.m. to consider updating the City Code to adopt provisions for short-term rentals. Community Development Director Mike Duffy stated that the proposed bill would establish a framework and ensure compliance for short-term rentals. An annual permit would be required and one off-street parking space. Each one would be required to pay the tourism tax to ensure equity across all lodging establishments. The Planning and Zoning Commission recommended 4 BILL NO. 2025-091 Short-term Rentals BILL NO. 2025-092 Employee Handbook approval on December 11. Mayor Rose opened the floor to public comments. Katie Ward, 5109 NW High Drive Terrace, said there was an Airbnb on her street that had a negative impact on the neighborhood. Monserrat Contreras, 5060 NW High Drive Terrace, said she had issues with the same Airbnb since 2022 that included parking in front of her house and in her driveway. Topics discussed included working with the prosecutor about bringing a case against them, the proposed ordinance was needed to create regulations to safeguard residents and enforce the regulations. Mayor Rose asked if there were any further questions or comments and, hearing none, closed the public hearing at 7:53 p.m. Mayor Rose said no action would be taken and the item would be presented at the January 6, 2026, meeting to give the aldermen time to review and submit suggestions. No action was taken. City Clerk Melissa McChesney gave the first reading of Bill No. 2025-092. Human Resources Manager Amy Strough provided an overview of the changes to the employee handbook, noting that the Public Works Department merged with Engineering, public safety was added into the Missouri Local Government Employees Retirement System, and Christmas Eve was added as a City holiday. Alderman Milner moved to accept the first reading and place Bill No. 2025-092 on second and final reading; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy. Motion carried: 5-0. 5 BILL NO. 2025-093 City Prosecutor BILL NO. 2025-094 Open Meetings and Open Records BILL NO. 2025-095 Video Lottery Terminals City Clerk Melissa Mcchesney gave the first reading of Bill No. 2025-093. Human Resources Manager Amy Strough said the mayor and city administrator held interviews and Michael Marta was recommended as the city prosecutor. She noted that he was also recommended by the previous city prosecutor. Alderman Cockrell moved to accept the first reading and place Bill No. 2025-093 on second and final reading; seconded by Alderman Milner. Yes: Cockrell, Palma, Beck, Milner, Bundy. City Clerk Melissa McChesney gave the first reading of Bill No. 2025-094. City Attorney Paul Campo said the proposed ordinance conformed to Sunshine Law updates that became effective in August 2025 . Alderman Bundy moved to accept the first reading and place Bill No. 2025-094 on second and final reading; seconded by Alderman Beck. Yes: Cockrell, Palma, Beck, Milner, Bundy. Motion carried: 5-0. City Clerk Melissa Mcchesney gave second reading of Bill No. 2025-094. Alderman Cockrell moved to approve Bill No. 2025-094 and enact said bill as ordinance; seconded by Alderman Palma . City Administrator Brian Koral said the proposed ordinance would prohibit video lottery terminals unless there was a license from the Missouri Gaming 6 Commission . Alderman Milner moved to accept the first reading and place Bill No. 2025-095 on second and final reading; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy. BILL NO. 2025-096 City Clerk Melissa Mcchesney gave the first reading of Predevelopment Agreement Bill No. 2025-096. CITY ADMINISTRATOR COMMUNITY DEVELOPMENT Community Development Director Mike Duffy said the property included approximately 25 acres of ground along Horizons Parkway near 1-635. Alderman Milner moved to accept the first reading and place Bill No. 2025-096 on second and final reading; seconded by Alderman Cockrell. Yes: Cockrell, Palma, Beck, Milner, Bundy . Motion carried: 5-0. City Clerk Melissa McChesney gave second reading of Bill No. 2025-096. City Administrator Brian Koral recapped events that had been held during the holiday season that included the Senior Residents Lunch on December 9 and Shop with a Cop/Firefighter on December 13. He said the Celebrating Service lunch for employees would be held on December 17 . He also noted that trash service would be delayed to December 27 due to Christmas. None. 7 ENGINEERING/PUBLIC WORKS FINANCE FIRE POLICE LEVEE BOARD MAYOR'S DISCUSSION BOARD OF ALDERMEN Capital Projects and Parks Manager Noel Bennion provided an update on the Vivion Road Trail, noting that staff worked with the Missouri Department of Transportation (MoDOT) and the contractor to review options that included replacing the full lane and shoulder with concrete that would begin in mid-January; replace the full lane with asphalt to begin in January; or replace the full lane with asphalt and wait until mid-March. She also said the proposed traffic control plan was to add traffic lights on each side to allow for one-way traffic, which would need to be approved by MoDOT. The consensus of the Board was to move forward with the first option to replace the full lane with concrete. City Attorney Paul Campo noted that the plan would be submitted to MoDOT for their approval, and he anticipated the change order would be presented at the January 6 meeting. City Administrator Brian Koral provided the financial report for July through November 30. Fire Chief Gordon Fowlston said Santa Claus would be riding on the fire truck in Riverside December 17-18; the northbound lane of U.S. 169 could possibly be closed through the summer according to the local news; provided an overview of the November statistics and noted that a new reporting system might cause delays in getting information in the future; and said he went to Nebraska on December 15 to look at the new aerial and anticipated we would take delivery in August 2026 and staff would be trained on the new technology. Police Chief Chris Skinrood provided an overview of statistics from November and said he attended more FIFA meetings. Public Works Director Travis Hoover said the next meeting would be held on January 21, 2026. Mayor Rose said the Shop with a Cop/Firefighter event spoke to what the season was all about. She added that she was working on a transportation plan for the Northland for the FIFA World Cup in 2026. Each alderman wished everyone happy holidays. Alderman Palma said he attended the Riverside Chamber holiday event; Alderman Bundy said she enjoyed the City's holiday party; and Alderman Milner 8 WORK SESSION 50 th Street Design said he attended the Shop with a Cop/Firefighter event. Public Works Director Travis Hoover said that VSM Engineering previously provided design and cost options that were going to be presented to residents that lived on 50 th Street. He provided a recap of the options and asked for consensus on how to move forward. The consensus was for staff to set up a meeting with the residents to review the options and have them agree on how they would like the City to move forward.
