PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, December 11, 2025
6:30 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at
Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri.
The meeting was called to order at 6:30 p.m. Answering roll call were Jennifer Hanlon, Al
Bowman, Mike Soler, Matthew Christopher, Benjamin Becker, Ray Uhl, Richard Lanning and
Elise Grosdidier. Fire Chief Gordon Fowlston was also present. City Planner Sarah Wagner and
Community Admin Assistant Rhonda Smith were present. Members absent were Mike
Lombardo, Gale Perkins and Mayor Kathy Rose.
Approval of Minutes of
November 13, 2025.
Commissioner Christopher moved to approve the minutes of November
13, 2025, seconded by Commissioner Christopher. Motion passed 8-0.
Public Hearing – Amending
Chapter 400 of the Unified
Development Ordinance to
add a section pertaining to
Short Term Rentals
Commissioner Soler opened the public hearing at 6:31 pm.
City Planner Sarah Wagner presented the staff report. She noted that the
City currently has no regulations in place for short-term rentals. The
UDO modifications require short term rentals to get a business license,
have adequate parking, appropriate trash receptacles and proper life
safety provisions including smoke detectors and fire extinguishers. All
short-term rentals will also be required to pay sales and tourism tax.
Homeowner’s Associations can still restrict short-term rentals.
Commissioner Soler closed the public hearing at 6:38 pm.
Commissioner Lanning moved to approve to amend Chapter 400 of the
UDO to add a section pertaining to Short Term Rental and recommend
to the Board of Alderman, seconded by Christopher. Motion passed 8-0.

Commissioner Soler opened the public hearing at 6:38 pm.
City Planner Sarah Wagner presented the staff report. She noted that the
City has changed ambulance providers due to the fact that Kansas City
will no longer be able to provide the service. To accommodate AMR,
sleeping quarters are required for their personnel. Since a remodel just
occurred, the City has determined the best short-term solution is a
container house that will house two personnel. Chief Fowlston noted that
the container will be custom made with accents to match the city
building facades. The cost will be approximately $100,000 plus
additional costs for prep work , landscaping and utilities.
Commissioner Soler closed the public hearing 6:58 pm.
Commissioner Becker moved to approve to amend the Chapter 400 of
the Unified Development Ordinance to add a section pertaining to
Temporary Emergency Accommodation and recommend to the Board of
Alderman, seconded by Commissioner Lanning. Motion passed 8-0.
Adjourn
Commissioner Lanning moved to adjourn at 7:00 pm.
Commissioner Uhl seconded and the meeting was adjourned 8-0.

Staff Analysis Report
Case Number PC26-01, Preliminary/Final
Development Plan/Plat & Rezoning for property
located at NW Tullison Road and Missouri Highway 9.
General Information
Applicant: Briarcliff Development Company
Location: NW Tullison Road and Missouri Highway 9
Application: Rezoning and a Preliminary/Final Development Plan
Existing Zoning: GP-I General Planned Industrial
Proposed Zoning: R-3 Multi-Family Residential
Existing Land Use: Vacant
Proposed Land Use: Townhomes
Preliminary/Final Development Plan and Rezoning: Preliminary/Final Development Plan
and Rezoning will be reviewed by the Planning Commission and the Board of Aldermen for
approval.
Site Area: 0.88 acres
Overview:
The proposed development consists of a seven-unit, two-story townhome building that is part of
a larger coordinated townhome development spanning the Riverside city limits and adjacent
property in Kansas City, Missouri. The Riverside portion of the development represents a
transition between existing industrial uses located south of NW Tullison Road and the
residential development to the east within Kansas City.
The GP zoning districts within the City of Riverside function as holding districts and require
rezoning prior to development. While the subject property was originally designated GP-I to
align with surrounding industrial properties, the applicant is proposing residential zoning to
create continuity with the adjacent townhome development located immediately east of the City
limits.
Plat:
The subject property is being platted for the first time. The property has previously existed as a
metes and bounds–described parcel and has not been formally platted. In accordance with City
regulations, properties must be platted prior to development.
The proposed final plat is a single-lot plat intended to accommodate one building containing
seven townhome dwelling units. The plat includes all existing and necessary utility and access
easements required to serve the development. No new public street dedications are proposed as
part of this plat.

Rezoning:
The requested rezoning from GP-I to R-3 would allow for multi-family residential development
consistent with the applicant’s overall project design and the existing residential context east of
the site. The proposed R-3 zoning district is intended to accommodate medium-density
residential development while providing appropriate transitions between land uses.
Staff finds the proposed zoning change appropriate given the site’s location, its adjacency to an
existing residential development, and its proximity to major transportation infrastructure along
NW Tullison Road and Missouri Highway 9.
Preliminary/Final Development Plan
Site Layout: The development proposes a single 16,203-square-foot townhome structure
containing seven two-story dwelling units. Each unit will average approximately 1,800 square
feet in size.
The overall development will have two vehicular access points from NW Tullison Road. One of
these access points will be located within the City of Riverside, with the second located in
Kansas City, Missouri.
Parking: Each townhome unit will include a two-car attached garage, providing a total of 14
enclosed parking spaces. An additional 23 surface parking spaces are proposed on site, including
one ADA-compliant space, exceeding minimum parking requirements.
Infrastructure: New public infrastructure will be extended to serve the site:
• Water: Extended from the west across NW Tullison Road.
• Sanitary Sewer: Extended from the east.
• Gas and Electric: Available from the west.
• Stormwater: Managed through an underground system conveying runoff off site to the
east.
All utilities will be reviewed in coordination with City staff to ensure compliance with City
standards.
Building Design: The proposed building will feature traditional architectural materials,
including horizontal wood siding with stone accents. The design is intended to be compatible
with surrounding development and to enhance the visual character of the corridor.
Landscaping: An extensive landscaping plan has been submitted that includes 26 trees, along
with a variety of shrubs and native grasses. The landscaping is intended to soften the visual
impact of the building, enhance streetscape aesthetics, and support the City’s urban forestry and
sustainability goals.
Signage: No signage is proposed at this time. Any future signage will be reviewed
administratively and must comply with the City’s adopted sign regulations.

Comprehensive Plan: The proposed development aligns with several key goals and policies of
the City’s 2024 Comprehensive Plan, particularly those related to neighborhoods, housing
diversity, and mobility and connections.
The Comprehensive Plan emphasizes the importance of creating inclusive and welcoming
neighborhoods by providing a range of housing types and price points. This project contributes
to that goal by introducing new multi-family housing options within Riverside, supporting
residents with varying incomes, household sizes, and abilities, while maintaining high-quality
design standards.
Additionally, the Comprehensive Plan highlights the need to balance residential development
with other land uses and to enhance overall community aesthetics. The proposed townhome
development provides a thoughtful transition between industrial uses and nearby residential
areas, helping to preserve community character while supporting reinvestment and growth.
Mobility and connectivity are also central themes of the Comprehensive Plan. The site is located
adjacent to the City’s planned and existing trail network. The City has secured funding for a 10-
foot-wide trail extension along NW Tullison Road. As part of this development, the applicant
will be required to construct a 10-foot-wide sidewalk/trail along the west side of the property,
connecting the City’s trail system to the existing sidewalk network in Kansas City, Missouri.
This improvement supports pedestrian and bicycle connectivity between Riverside and
neighboring communities.
Recommendation
Based on the analysis above, staff finds the proposed rezoning, Preliminary/Final Plat and
Preliminary/Final Development Plan to be consistent with the Unified Development Ordinance
and the goals and policies of the City’s Comprehensive Plan.
Staff recommends approval of Case Number PC26-01, subject to the following condition:
1. The applicant shall work with City staff to incorporate a 10-foot-wide sidewalk/trail
along the west side of the property that connects to the City’s trail network and ties into
the sidewalk system in Kansas City, Missouri.

Final Development Plan: Preliminary/Final Development Plan will be reviewed by the
Planning Commission and the Board of Aldermen for approval.
Site Area: 2.83 acres
Building Size: 10,560 square feet.
Project Overview
The proposed project consists of the development of an approximately 10,560-square-foot
warehouse facility on a currently undeveloped parcel within the City’s established industrial
corridor. The site is surrounded by industrial uses and transportation infrastructure, making it
well suited for industrial development consistent with the existing zoning and surrounding land
use pattern.
Site Layout
The subject property is currently undeveloped and is bounded by the following uses:
• North: BNSF Railroad tracks
• South: Industrial uses
• East: Industrial uses
• West: Industrial uses
The proposed building and site layout are designed to function within this existing industrial
context while providing adequate parking, circulation, and infrastructure support for warehouse
operations.

Parking
22 total paved parking spaces are provided. 17 are at the main entrance off NW Mattox Road
and five additional spaces are provided at the back of the building on NW Belgium Boulevard.
The facility has five four truck docks with the ability to expand to additional doors if needed.
Utilities & Infrastructure
All necessary public utilities are available to serve the site. Stormwater from the property will be
directed to an existing detention basin located to the south via an established easement. Based on
the information provided, the existing basin has sufficient capacity to accommodate stormwater
runoff generated by the proposed development. Final utility and drainage plans will be reviewed
in coordination with City staff to ensure compliance with all applicable standards.
Building Design
The proposed warehouse building will be constructed of CMU materials, consistent with the
design and construction of the existing industrial building located at 4302 NW Mattox Road,
south of the subject site. This design approach provides visual continuity within the industrial
corridor and supports durable, long-term industrial development.
The building will be oriented toward NW Mattox Road, with four truck dock bays located on the
rear of the building facing NW Belgium Boulevard. The facility will also include external
compressors and generators located on the south side of the building within a proposed fenced
enclosure. The enclosure will consist of powder-coated black chain-link fencing, in compliance
with the Horizons Planned Development regulations. Barbed wire and razor wire are prohibited.
This fenced area may not be used for any outdoor storage other than the approved compressors
and generators
Landscaping
Landscaping is concentrated along the north, east, and west perimeters of the site, with street
trees proposed along both NW Mattox Road and Belgium Boulevard. The landscaping plan is
intended to soften the visual impact of the development, enhance streetscape appearance, and
provide buffering along public rights-of-way and adjacent properties.
Signage
Signage is proposed on the east side of the building. All signage will be reviewed for
compliance with the City’s sign regulations and applicable development standards.
Outdoor Storage
No outdoor storage is proposed as part of this development.

Comprehensive Plan
The City’s 2024 Comprehensive Plan identifies this area as part of Riverside’s established
industrial corridor. The Plan emphasizes the importance of supporting industrial and
employment-generating uses in appropriate locations to strengthen the local and regional
economy.
The Comprehensive Plan references the Kansas City region’s KC Rising Seven Pillars of
Prosperity as guiding principles for economic development. This proposal aligns with the
Industry Pillar, which focuses on positioning the region to attract, grow, and retain globally
competitive businesses. Development of this warehouse facility will place an undeveloped
parcel into productive use while supporting regional logistics, distribution, and employment
opportunities consistent with the City’s long-term economic development goals.
Recommendation
Staff finds that the proposed Preliminary/Final Development Plan is consistent with the
requirements of the Unified Development Ordinance and supports the goals and policies of the
City’s Comprehensive Plan.
Staff recommends approval of Case Number PC26-02.
