HomeMy WebLinkAbout2023-10-24 Planning & Zoning Commission Packet MINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday June 22, 2023 6:30 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri. The meeting was called to order at 6:30 p.m. Answering roll call were Matt Christopher, Mike Soler, Al Bowman, Gale Perkins, Frank Biondo and Mike Lombardo. City Planner Sarah Wagner, Fire Marshal Keith Payne and Community Development Assistant Rhonda Smith were also present. Members absent were Ray Uhl, Stephen King, Richard Lanning and Mayor Kathy Rose. Approval of Minutes of May 11, 2023. Commissioner Perkins moved to approve the minutes of May 11, 2023, seconded by Commissioner Biondo. Motion passed 5-0, with Commissioner Bowman abstaining. Final Plat – Riverside Soccer City Planner Sarah Wagner gave the staff report. She noted that KC WFC Training is requesting a modification to lots 1 and 2 to accommodate the academy building being located entirely on one lot. Commissioner Biondo moved to recommend approval for Final Plat – Riverside Soccer and recommend to the Board of Alderman; seconded by Commissioner Bowman. Motion passed 6-0. Final Development Plan – Lot 1 40 West City Planner Sarah Wagner gave the staff report. She noted that the plan before the commission is the first building in the small industrial lot subdivision 40 West at Horizons. The building will be a two-story 50,000 square feet with two tenants, the first one being Arco relocating from Office I in Horizons. Arco will have no outdoor storage but the second tenant could possibly have outdoor storage. All outdoor storage will be concealed by buildings and berms. Commissioner Biondo moved to recommend approval for Final Development Plan – Lot 1 40 West and recommend to the Board of Alderman; seconded by Commissioner Bowman. Motion passed 6-0. Adjourn Commissioner Lombardo moved to adjourn at 6:45 p.m. Commissioner Biondo seconded and the meeting was adjourned 6-0. __________________________ Rhonda Smith Community Development City of Riverside Staff Analysis Report Case # PC23-12 40 West Replat Lots 5-8 General Information Applicant: City of Riverside Location: South of Martinrea, west of Horizons Parkway, northeast of DoorLink. Application: Replat Current Zoning: PD Planned Development Existing Land Use: Undeveloped Proposed Land Use: Industrial Site Area: Approximately 10 acres Procedure: The plat will be reviewed by the Planning Commission and approved by the Board of Aldermen Analysis Overview: The City of Riverside working to attract development on the west side of Horizons Parkway. Specifically targeting small industrial users. The 40 West Subdivision was approved in 2021. Since then, the City has had a lot of interest in the development. To accommodate the needs of potential buyers the City is requesting to adjust the lots line of the parcels on the south side of NW 40th Street. Currently Lot 8 is 2.699 acres. In the new plat it is renamed to Lot 4 and is proposed to be 2.367 acres Currently Lot 7 is 2.638 acres. In the new plat it is renamed to Lot 3 and is proposed to be 2.312 acres Currently Lot 6 is 2.631 acres. In the new plat it is renamed to Lot 2 and is proposed to be 3.548 acres Currently Lot 5 is 2.187 acres. In the new plat it is renamed to Lot 1 and is proposed to be 1.923 acres Site Layout: The land included in the plat is undeveloped however all right of way and utilities have been constructed. Conformance to Comprehensive Plan: The plat and proposed use are in conformance with the Comprehensive Plan as the plan identifies the area as industrial. Recommendation Staff finds the application in conformance with the Comprehensive Plan and UDO with the intention of attracting new development to the Horizons area. Staff recommends approval of the Replat.
