REGULAR MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, March 10,2022
6:30 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at
Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri.
The meeting was called to order at 6:30 p.m. Answering roll call were Al Bowman, Frank Biondo,
Stephen Kaspar, Gale Perkins, Barrett Morehead, and Mike Soler. City Planner Sarah Wagner,
Community Development Assistant Rhonda Smith and Fire Marshall Keith Payne were present. Also
present was Laura Munoz from Benson Method. Members absent were Stephen King, Ray Uhl, Mike
Lombardo and Mayor Kathy Rose.

Commissioner Biondo moved to approve the minutes of January 27,
2022, seconded by Commissioner Morehead. Motion passed 6-0.
City Planner Sarah Wagner noted that owner of Leibrand's Auto, a 3 acre
lot on Gateway, would like to splite the lot to sell a portion for future
development. Utilities are already available on the lot.
Commissioner Biondo made a motion to approve the Replat of 2900 NW
47th Terrace and recommend to the Board of Alderman; seconded by
Commissioner Morehead. Motion passed 6-0.
Commissioner Bowman opened the public hearing at 6:32 pm.
City Planner Sarah Wagner noted that the city is updating the Unified
Development Ordinance on sidewalks to clarify to developers the need
for connectivity throughout the city. The current language in the code
wasn't as clear-cut.
Commissioner Bowman closed the public hearing at 6:36 pm.
Commissioner Biondo made a motion to approve to amend UDO Section
400.830 E Sidewalks and recommend to the Board of Alderman;
seconded by Commissioner Soler. Motion passed 6-0.
Commissioner Bowman opened the public hearing at 6:37 pm.
City Planner Sarah Wagner noted the current UDO allows no metal
building except for 10 percent as a building accent. The new approved
soccer facility has additional metal as part of the building's architectural
design which will possibly be incorporated in future buildings with in the
city. The new standard will allow up to 70 percent of the building to be

metal but will have to meet specifications regarding the gauge of metal to
make it impervious to weather. No prefab metal buildings will be
approved.
Commissioner Bowman closed the public hearing at 6:48 pm.
Commissioner Biondo made a motion to approve to amend UDO Section
400.590 B Approved Building Materials and recommend to the Board of
Alderman; seconded by Commissioner Morehead. Motion passed 6-0.

Soccer PD
City Planner Sarah Wagner noted that the amendment to the Soccer PD
will allow the new complex to have a digital sign on the premises that
will be 30 foot wide and 24 foot tall single sided to promote upcoming
activities and sponsors that will be visible from I-635.
Commissioner Bowman closed the public hearing at 6:57 pm.
Commissioner Kaspar made a motion to approve to amend UDO Section
Soccer PD and recommend to the Board of Alderman; seconded by
Commissioner Biondo. Motion passed 6-0.
Adjourn Commissioner Biondomoved to adjourn at 7 p.m.
Commissioner Morehead seconded and the meeting was adjourned 6-0.

General Information
Applicant: North River Holdings, LLC (David Barth)
Location: Northwest corner of Highway 9 and Northwood Road/ North of Montebella Second Plat, east
of Montebella Third Plat
Application: Final Plat (Montebella 4th Plat)
Zoning: PD- Planned Development
Existing Land Use: Undeveloped
Proposed Land Use: Single Family Residential
Site Area: Approximately 10.57 Acres
Number of Proposed Lots: 29 Lots
Procedure: This application is a major subdivision within the UDO. The final plat will be reviewed by
the Planning Commission and final action will be taken by the Board of Aldermen.
Overview
Site History: The plat is part of an annexation, approved on February 8, 2008.
Lots: The lots will range in size from 10,000 sq.ft. to 18,000 sq.ft. and will have a front setback of 25'
that was approved as part of the Planned Development in 2008.
Transportation: The development will have direct access to Northwood Road via Montebella Drive.
Montebella Drive will turn into 47th Terrace and will be stubbed to allow access for future development
to the south and east.
Utilities: The development will connect to and extend existing utilities throughout the site.
Analysis
The Comprehensive Master Plan indicates that this area could provide an opportunity for new high -
quality residential development. The Plan also discusses the need for more housing and more variety of
housing. The proposed plat is in conformance with all these goals.
Recommendation
The final plat meets the criteria for platting and is in conformance with the Comprehensive Master Plan;
therefore, staff recommends approval of the Final Plat.

Procedure: The plat will be reviewed by the Commission and the Board of Aldermen.
Analysis
Overview: Woodland Place Development, LLC is developing the Palisades on the north side of NW
Platte Road between NW Riverside Drive and NW Valley Lane. The applicant is requesting that the
between lots 70 and 71 be moved 5 feet to the west to accommodate the construction of a new single
family home. This will reduce the size of Lot 70 by approximately 1,156.21 square it still meets the
required minimum lots size and will be able to accommodate city standards for minimum square footage
and setbacks.
Site Layout: The land included in the plat will be developed into single family housing and does not
require any new right-of-way or easements. All roads and utilities to the site have been installed.
Conformance to Comprehensive Master Plan: The modified plat and proposed use is in conformance
with the Comprehensive Master Plan as the plan identifies the area for single family homes.
Recommendation
Staff finds the application in conformance with the Comprehensive Master Plan, UDO and previously
approved final plat, and therefore, recommends approval of Replat of Lots 70 & 71, Palisades Second
Plat
