HomeMy WebLinkAbout2022-06-23 Planning & Zoning Commission Packet MINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, June 9, 2022 6:30 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri. The meeting was called to order at 6:30 p.m. Answering roll call were Frank Biondo, Gale Perkins, Al Bowman, Mike Soler and Ray Uhl. City Planner Sarah Wagner and Community Development Assistant Rhonda Smith were present. Members absent were Mike Lombardo, Stephen Kaspar, Stephen King, Barrett Morehead, and Mayor Kathy Rose. Approval of Minutes of May 12, 2022. Commissioner Biondo moved to approve the minutes of May 12, 2022, seconded by Commissioner Uhl. Motion passed 4-0. Commissioner Bowman abstained. Final Plat 4825 and 4813 NW Northwood Road City Planner Sarah Wagner noted that owner of the property would like to split the property, continue to live on a portion of the property and sell the other split portion. The lot split meets all minimum requirements for lots. Commissioner Biondo made a motion to approve Final Platt 4825 and 4813 NW Northwood Road and recommend to the Board of Alderman; seconded by Commissioner Uhl. Motion passed 5-0. Replat of Lots 70 & 71 Palisades Second Plat City Planner Sarah Wagner noted that the replat of the lot line of 5 feet at the May meeting was not sufficient. The surveyor needed 6 feet to meet requirements. Commissioner Biondo made a motion to approve to Replat of Lots 70 & 71 Palisades Second Plat and recommend to the Board of Alderman; seconded by Commissioner Bowman. Motion passed 5-0. Adjourn Commissioner Biondo moved to adjourn at 6:40 p.m. Commissioner Bowman seconded and the meeting was adjourned 5-0. __________________________ Rhonda Smith Community Development Page 1 of 1 City of Riverside Staff Analysis Report Case # PC22-10 Replat Lots 112 & 113 Montebella Second Plat General Information Applicant: Patrick Moore Location: Lot 112 & 113 Montebella Second Plat Application: Replat Current Zoning: PD Planned Development Existing Land Use: Single Family Proposed Land Use: Single Family Site Area: 30,718.35sq.ft. Lot Size: Current Proposed Lot 112 11,559 sq.ft. 11,155 sq.ft. Lot 113 20,257 sq.ft. 20,661 sq.ft. Procedure: The plat will be reviewed by the Commission and the Board of Aldermen. Analysis Overview: The applicant is requesting that the property lien between lots 112 and 113 Montebella Second Plat be adjusted to better accommodate each property owner. The owner of Lot 112 has a very small lot frontage (although it does meet our minimum requirements). The property owner has a difficult time getting his lawn mower into his back yard with the current lot configuration. In addition, the pool in the back of Lot 113 is very close to the current lots lines how they are drawn. This change is minimal, but will improve the convenience for both neighbors. Site Layout: The land included in the plat has been developed into single family housing and does not require any new right-of-way or easements. All roads and utilities to the site have been installed. Conformance to Comprehensive Master Plan: The modified plat and proposed use is in conformance with the Comprehensive Master Plan as the plan identifies the area for single family homes. Recommendation Staff finds the application in conformance with the Comprehensive Master Plan, UDO and previously approved final plat, and therefore, recommends approval of Replat of Lots 112 & 113, Montebella Second Plat Attachments • Proposed Plat
