HomeMy WebLinkAbout2022-11-10 Planning & Zoning Commission Packet MINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, October 27, 2022 6:30 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri. The meeting was called to order at 6:30 p.m. Answering roll call were Frank Biondo, Gale Perkins, Al Bowman, Mike Soler, Stephen King. City Planner Sarah Wagner was also present. Members absent were Mike Lombardo, Ray Uhl, and Mayor Kathy Rose. Approval of Minutes of June 23, 2022. Commissioner Perkins moved to approve the minutes of June 23, 2022, seconded by Commissioner Biondo. Motion passed 5-0. Public Hearing UDO Amendment Landmark Signs Commissioner King opened the public hearing at 6:31 p.m. City Planner Sarah Wagner gave staff report. She noted that this is a request from the City to amend the UDO to add a section in the sign code to add a section for Landmark Signs. This would allow for the preservation of the City’s unique character, history or identity as reflected in its historic and iconic signs. There was general discussion from the Commissioners There were no comments from the public and Commissioner King closed the public hearing at 6:35 p.m. Commissioner Biondo moved to recommend approval to the Board of Aldermen for an amendment to the UDO for Landmark Signs and recommend to the Board of Alderman; seconded by Commissioner Bowman. Motion passed 5-0. Adjourn Commissioner Perkins moved to adjourn at 6:37 p.m. Commissioner King seconded and the meeting was adjourned 5-0. __________________________ Sarah Wagner Community Development Page 1 of 1 City of Riverside Staff Analysis Report Case Number PC22-11, Landmark Sign Riverside Red X General Information Applicant: Riverside Red X Location: 2101 NW Platte Road Requested Action: To consider a request for a Landmark Sign Zoning: PD Planned Development Existing Land Use: Vacant (grocery store under construction) Proposed Land Use: Commercial (grocery store) Procedure: In accordance with Section 400.685 of the Unified Development Ordinance (UDO The Planning Commission shall make a recommendation to the Board of Aldermen regarding designating a sign as a Landmark Sign, either upon request of a sign owner, or at the initiation by the Director of Community Development. The Board of Aldermen may, by ordinance, designate a Landmark Sign. Project Description: The Riverside Red X is requesting that its Red “X” pole sign be designated as a Landmark sign so that it can be relocated from their current store to the new store location that is currently under construction. Design Criteria: 1. Th sign has been in continuous existence since at least 1990. - The Red X pole sign has been in continuous existence since at least the mid 1950’s. 2. The sign is associated with historic figures, events, or locations within the city; is recognized as a popular focal point of the community; or reflects the history or historical use of the building or history of the city.-The Red X store and the Red X sign have been an iconic location and symbol of the city since its inception. There are several historical photos of this sign during the flood of 1993. 3. The sign retains the majority of its character defining features. – If the sign is allowed to relocate it will remain the same. Conditions: 1. The sign shall be kept in good repair and condition. 2. The sign shall not be enlarged or extended 3. The structure supporting the sign shall not be modified by more than 10 percent 4. A sign permit with approved sight plan is required.
