MINUTES
REGULAR MEETING
PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Monday, June 28, 2021
6:30 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at
Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri.
The meeting was called to order at 6:30 p.m. Answering roll call were Al Bowman, Frank Biondo,
Stephen Kaspar, Stephen King, Mike Lombardo, Barrett Morehead, Gale Perkins and Mike Soler. City
Planner Sarah Wagner, Community Development Assistant Rhonda Smith and Richie Benninghoven,
USC Technologies, were also present. Members absent were Ray Uhl and Mayor Kathy Rose.
Approval of Minutes of
May 27, 2021.
Commissioner Bowman moved to approve the minutes of May 27, 2021,
seconded by Commissioner Biondo. Motion passed 8-0.
Final Plat – Riverside
Red X Addition
City Planner Sarah Wagner gave a report noting that Planning
Commission had recently approved the final development plan for Red-X.
The applicant is requesting to divide the existing parcel into three lots: Lot
1 – Store, Lot 2 Parking Lot and Lot 3 – Future Development. Currently
Lot 1 is landlocked but Lot 2 is a public parking lot so access is not an
issue. Richie Benninghoven noted that the current store on Lot 3 will be
demolished once the new store is complete which will prepare the
property for future development.
Commissioner Bowman asked about setback. Benninghoven noted the
actual building is 5-10 feet from the building lines.
Commissioner Soler asked about truck access. Benninhoven noted that
they are working with the levee district to locate the drive lines behind the
building and will plant landscaping to shield public viewing.
Commissioner Biondo made a motion to approve the Final Plat –
Riverside Red X Addition and forward to the Board of Alderman;
seconded by Commissioner Bowman Motion passed 8-0.
Adjourn
Commissioner Bowman moved to adjourn at 6:36 p.m.
Commissioner Bioindo seconded and the meeting was adjourned 8-0.

Horizons East Soccer
General Information
Applicant: Generator Studio, Jared Hagedorn
Location: The northwest corner of Lot 15, Riverside Horizons East First Plat
Application: Final Development Plan
Zoning: PD- Planned Development
Existing Land Use: Undeveloped
Proposed Land Use: Soccer Complex and associated office building
Final Development Plan: Final Development Plan will be reviewed by the Planning
Commission and the Board of Aldermen for approval.
Site Area: 11.9 acres
Building Size: 11,400 sq. ft. office building and 995 sq. ft. maintenance building
Analysis
Site Layout: The proposed site is undeveloped. The property is bound on the north by the
Horizons Industrial Business Park, and to the west by Jefferson Taylor Memorial Blvd.
Horizons Office One is southwest of the proposed site. Access to the site will be off NW Water
Street
This development is unique to the Horizons area. The applicant is proposing a three phase,
multi pitch, soccer complex with an associated office building, concession stands and other
related amenities. The first phase that is presented here will consist of three soccer pitches and
an office building and maintenance facility on approximately 12 acres. Pitch one and two are
currently under construction at the developers own risk. This was necessary because these two
pitches will be the only natural grass fields. The other proposed fields will be artificial turf.
Parking: The parking for the first phase of this development will be on the northwest corner of
the property. It will consist of 40 secured parking spaces for employees of the facility, and 51
public parking spaces.
Infrastructure:
Sanitary Sewer: Sanitary sewer is available along the west side of NW Canal Street
Water: Water is available along the east side of NW Canal Street and NW Water Street
Gas: Gas is available along the east side of NW Canal Street and NW Water Street.
Electric: Underground electric is available along NW Canal Street

Telecommunication: Telecommunication/fiber optics is available along the east side of NW
Canal Street and NW Water Street
Stormwater: Stormwater from this site will be conveyed offsite to the city regional detention
system. Runoff will be directed to the swale system to the north and west of the site as well as
the central bond to the east.
Building Design: The applicant is proposing a unique combination of varying building
materials that have not been used to this extent in the City of Riverside. The building will be
constructed of a wood frame with a Kingspan standing seam metal, CLT Glulam exposed wood,
and a glass curtain wall system. Historically, the city code has only allowed for metal to be used
as an accent building material making up less than 10% of a building’s façade. However, the
city understands that metal is becoming increasingly popular as a major design element. Metal is
being used in this design not to reduce cost, but as a modern and progressive architectural design
element. Overall, the building will consist of approximately 65% standing seam metal. The
west elevation facing Horizons Parkway will consist of approximately 88% standing seam metal
that will be broken up by landmark signage that will cover approximately 23% of the façade. In
addition to the landmark signage, the building is internationally designed to be a solid wall on
this elevation to ensure privacy of the office tenant as well as block the sun. The south elevation
is 100% standing seam metal. This elevation will likely be blocked by future development. The
east elevation which, will overlook the soccer pitches will consist of approximately
58% standing seam metal. The north elevation will be 100% curtain wall glass.
Outdoor Storage: There is no outdoor storage proposed for this development.
Landscaping: Landscaping has been designed in accordance with our existing PD regulations
for office buildings. The applicant has provided an acceptable mixtures of street trees, and
planting beds.
Signage: Site signage is still being evaluated by the applicant. At this time they are proposing a
large wall sign on the west façade Their will be additional signage as the complex develops in
future phases.
Comprehensive Plan: Throughout the development of the Comprehensive Plan it was
articulated by participants that improving community image/character and the quality and design
of buildings was a key concern. This project addresses those key concerns. Additionally, the
Comprehensive Plan identifies the site as part of the ‘Horizons Development’, which is
ultimately envisioned to include a mix of innovation and industry, mixed use, destination office,
destination retail and recreation.
Recommendation
Staff finds the application in conformance with the intent set forth in the UDO and the goals
established in the Comprehensive Plan and therefore recommends approval of the application.
