HomeMy WebLinkAbout2021-04-27 Planning & Zoning Commission Packet 1 MINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, December 10, 2020 6:30 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri. The meeting was called to order at 6:30 p.m. Answering roll call were Al Bowman, Stephen Kaspar, Frank Biondo, Ray Uhl, Mike Lombardo and Jim Frakes. City Planner Sarah Wagner, Community Development Assistant Rhonda Smith and David Barth were also present. Members absent were Stephen King, Mike Soler and Mayor Kathy Rose. Approval of Minutes of November 12, 2020. Commissioner Biondo moved to approve the minutes of November 12, 2020, seconded by Commissioner Kaspar. Motion passed 6-0. Final Plat – Replat of Lot 32 and Lot 33 Palisades First Plat City Planner Sarah Wagner gave a report noting that the property owner of lot 32 had requested the lot line be moved 5 feet to accommodate the design of the house. Lot 33 will be smaller but in the same size range for a potential house. Commissioner Kaspar made a motion to approve the Final Plat – Replat of lot 32 and Lot 33 Palisades First Plat and forward to the Board of Alderman; seconded by Commissioner Biondo. Motion passed 6-0. Final Plat – Palisades Second Plat City Planner Sarah Wagner gave a report noting that David Barth, the developer of Palisades, has asked to plat the next phase of the development. Phase one is almost completely sold out. Commissioner Biondo made a motion to approve the Final Plat – Palisades Second Plat and forward to the Board of Alderman, seconded by Commissioner Uhl. Motion Passed 6-0. Adjourn Commissioner Lombardo moved to adjourn at 6:50 p.m. Commissioner Biondo seconded and the meeting was adjourned 6-0. ____________________ Rhonda Smith Community Development City of Riverside Staff Analysis Report Case # PC21-01 Riverside Small Lot Subdivision General Information Applicant: City of Riverside Location: South of Martinrea, west of Horizons Parkway, northeast of DoorLink. Application: Preliminary/Final Plat Current Zoning: PD Planned Development Existing Land Use: Undeveloped Proposed Land Use: Industrial Site Area: Approximately 27 acres Procedure: The plat will be reviewed by the Planning Commission and approved by the Board of Aldermen Analysis Overview: The City of Riverside working to attract development on the west side of Horizons Parkway. Specifically targeting small industrial users. The proposed development area consists of approximately 27 acres platted into eight lots and one tract. Lot 1: 3.58 acres Lot 5: 2.35 acres Tract A: 2.72 acres Lot 2: 2.75 acres Lot 6: 2.63 acres Lot 3: 4.75 acres Lot 7: 2.63 acres Lot 4: 8.5 acres Lot 8: 2.7 acres Site Layout: The land included in the plat is undeveloped and will require some right of way. NW 40th Street will be constructed east from NW Mattox Road. Utilities are available to the site from NW Mattox Road and will be extended along NW 40th Street. Tract A has been designed to create a berm to screen the lots intended industrial use from NW Horizons Parkway, with the exception of Lot 4 which is being reserved for commercial development. Conformance to Comprehensive Plan: The plat and proposed use are in conformance with the Comprehensive Plan as the plan identifies the area as industrial. Recommendation Staff finds the application in conformance with the Comprehensive Plan and UDO with the intention of attracting new development to the Horizons area. Staff recommends approval of the preliminary/Final Plat.
