1 MINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, May 27, 2021 6:30 p.m. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session at Riverside City Hall, 2950 NW Vivion Road, Riverside, Missouri. The meeting was called to order at 6:30 p.m. Answering roll call were Al Bowman, Frank Biondo, Stephen King, Mike Lombardo and Mike Soler. City Planner Sarah Wagner, Community Development Assistant Rhonda Smith and Fire Marshall Keith Payne were also present. Members absent were Stephen Kaspar, Ray Uhl, Jim Frakes and Mayor Kathy Rose. Approval of Minutes of April 8, 2021. Commissioner Biondo moved to approve the minutes of April 8, 2021, seconded by Commissioner Bowman. Motion passed 5-0. Public Hearing – Special Use Permit for Outdoor Storage at 4151 NW 41st Street Commissioner King opened the Public Hearing at 6:31 pm. City Planner Sarah Wagner gave a report noting that 8G Solutions (JPI Glass) has requested a special use permit for outdoor storage. The company will store small racks of excess glass in the parking lot away from the building which will not exceed 7,000 square feet. The storage is not visible from the front of the building of the highway and they are open to fencing or marking the area. Wagner noted the special use permit would be reviewed in one year. Commissioner King closed the public hearing at 6:40 pm. Commissioner Bowman made a motion to approve the Special Use Permit for Outdoor Storage at 4151 NW 41st Street with the provision to mark the storage area and review in one year and forward to the Board of Alderman; seconded by Commissioner Uhl. Motion passed 5-0. Final Plat – 5009 NW Strathbury City Planner Sarah Wagner gave a report noting that the Board of Zoning Adjustment recently granted approval for a 150-foot lot on Strathbury to be split into two 75 feet lots. The final plat is ready for approval from the Planning and Zoning Commission and meets all other city code requirements. Wagner noted any house plans would also meet all required setbacks. Commissioner Biondo made a motion to approve the Final Plat – 5009 NW Strathbury; seconded by Commissioner Lombardo. Application: Final Plat Current Zoning: PD- Planned Development Existing Land Use: Retail and Vacant Proposed Land Use: Retail Site Area: 20.27 Acres Proposed Lot Size: Lot 1 – 81,018 sq.ft. (1.86 Acres) Lot 2 – 222,169 sq.ft. (5.1 acres) Lot 3 – 579,867 sq.ft. (13.31 acres) Procedure: The plat will be reviewed by the Commission and the Board of Aldermen. Analysis Overview: The applicant is requesting to divide the existing parcel into three lots. Lot 1 will be the new Red X store. Lots 2 and 3 will be parking and future development. Utilities: All roads and utilities are available to all lots and the lot reconfiguration does not require any new right-of-way or easements.
